1.   安徽建筑大学简介

1. Introduction to Anhui Jianzhu University

 

安徽建筑大学是安徽省唯一一所以土建类学科专业为特色的多科性大学,始建于1958年,坐落在中国安徽省合肥市,是安徽省与住房和城乡建设部共建高校、教育部本科教学工作水平评估优秀院校、省级博士学位授予权立项建设单位、国家卓越工程师教育培养计划实施高校、国家节约型公共机构示范单位。

Founded in 1958 and as the only one multiversity featured by civil engineering in Anhui Province, Anhui Jianzhu University locates at Hefei City. It is a university co-established by Anhui Province and the Ministry of Housing and Urban-Rural Development; rated as an outstanding undergraduate education institute by the Ministry of Education; under the construction stage to be a provincial grantor of PhD degree; an executor of the Plan for Educating and Training Outstanding Engineers in China; and a national demonstrator of energy-saving public institution.

学校设有12个学院,现有土木工程、建筑学、城市规划、环境工程、工程管理、会计学、计算机科学与技术、应用化学、高分子材料与工程、环境设计、机械设计制造及其自动化、城市管理、英语、法学等61个本科专业,涵盖工、管、理、艺、文、法、经七大学科门类。全日制本科生16800余人,研究生1740余人。现有教职工1500余人,其中教师1203人,教师中具有副高级以上专业技术职称480余人、硕士及以上学位教师1077人,博士生导师14人,硕士生导师421人。

The University has 12 schools and 61 undergraduate programs covering engineering, administration, science, art, literature, law and economy, such as civil engineering, architecture, urban planning, environmental engineering, engineering management, accounting, computer science and technology, applied chemistry, polymer material and engineering, environmental design, mechanical design and manufacturing and automation, city management, English and law, etc. There are over 16,800 full-time undergraduates, over 1,740 graduate students and over 1,500 staffs, among which 1,203 are teachers, including over 480 with deputy senior qualification, 1,077 with master and above degrees, 14 doctoral supervisors and 421 master supervisors.

学校现有11个一级学科、46个二级学科硕士学位授权点,10个专业学位授权类别、8个省级重点学科、1个国家级工程实验室、9个省级重点实验室、1个省级工程实验室、15个国家级、省部级工程(技术)研究中心、1个省级国际科技合作基地、2个安徽省高校智库。图书馆现有纸质图书170多万册,电子图书300多万册。

Currently, the University teaches 11 first-level disciplines and 46 level-II master programs, grants 10 specialized degrees; runs 8 provincial key disciplines, 1 state-level engineering laboratory, 9 provincial key laboratories, 1 provincial engineering laboratory, 15 state-level and provincial engineering (technological) research centers, 1 provincial international scientific and technological cooperation base and 2 university think tanks in Anhui Province. The Library of the University keeps over 1.7 million paper books and over 3 million electronic ones.

学校已与美国、德国、英国、俄罗斯、白俄罗斯、韩国以及台湾地区20多所高校建立校际合作关系,在学生联合培养、教师交流和科研合作、中外合作办学等方面取得了长足的进展。学校是教育部认定的中外合作办学单位。

The University has established partnership with over 20 foreign universities in USA, Germany, UK, Russia, Republic of Belarus, South Korea and Taiwan, and achieved significant progress in joint-training of students, exchange of teachers and joint scientific research, and Chinese-foreign cooperation in running school. Besides, it is identified by the Ministry of Education as a Chinese-foreign cooperatively-run university.


 

2.   国际学生报到注册

2. Enrollment and Registration of International Students

 

第一章报到注册

Chapter 1 Enrollment and Registration

第一条国际学生应持普通护照。凡持外交、公务、特别护照的留学生应由其驻华外交代表机构出具照会,并向中国的公安部门办理有关手续,在学习期间,不享受有关特权和待遇。

Article 1. As an international student, you should hold a civilian passport. If you hold a diplomatic, service or special passport, you shall present a note from your country’s diplomatic mission in China and go through the necessary formalities at the Public Security Bureau in China. In this case, you would not enjoy any pertinent privileges or treatment during your study in China.

第二条国际学生新生应持《外国留学人员来华签证申请表》(JW201JW202)和《安徽建筑大学录取通知书》等有关材料,按照学校规定的期限到校办理入学报到手续;因故不能按期入学者,应提前1周书面向国际交流合作处申请延期(信函或电子邮件),申请延期期限一般不得超过2周;未申请延期或者申请延期超过两周不报到者(因不可抗力等正当理由除外)即取消入学资格。

Article 2. You should register at the University on the designated date carrying with you your “Visa Application Form for Foreign Students Studying in China (JW201 or JW202), “Admission Notice from Anhui Jianzhu University” and other related materials. If you are not able to register on schedule, you should send a written application (by letter or email) for an extension to the International Exchange and Cooperation Office (“International Office”) one week before the semester begins. Usually, you will be given up to 2-week extension. If you fail to do so or fail to register afterthe 2-week extension, you will lose your admission qualification (unless there is a good cause like force majeure factor).

第三条国际学生第一次抵达学校后,应在规定的时间内办理以下手续:

Article 3. The following procedures should be handled within the given time upon your first arrival at the University:

1.住宿登记:自到达本地24小时内到学校所在地派出所进行住宿登记。

1. Registration of accommodation: Registering your accommodation at the local police station within 24 hours of your arrival.

2.体检验证:自入境之日起2周内前往安徽国际旅行卫生保健中心进行健康证明的验证。

2. Physical examination certificate: Obtaining a physical examination certificate from Anhui International Travel Healthcare Center within 2 weeks from the date of entry.

3.缴费:按照学校规定缴纳学费、住宿费等各类费用。

3. Payment: Paying various expenses required by the University, such as tuition fee and accommodation expense.

4.照片:向国际交流合作处提交2英寸正面免冠彩色照片8张。

4. Photo: Handing in eight 2-inch bareheaded full-face color photos to the International Office.

第四条国际学生新生入校后,请在通知规定时间内,将护照、身体检查证明等交给国际交流合作处,由国际交流合作处组织学生统一申请办理居留许可手续,超出规定时间则由学生本人前往合肥市公安局出入境管理局办理。

Article 4. Hand in your passport, physical examination certificate and relevant materials to the International Office within the designated time so that it can apply on your behalf for your “Residence Permit” collectively. Otherwise, you will have to go to the Entry and Exit Administration Bureau of Hefei Public Security Bureau in person to apply for it.

第五条在正式上课前,学校将为新生举行开学典礼,安排入学教育,同时将说明、解释学校和学院的规章制度及中国的有关法律法规。

Article 5. The University will hold an opening ceremony to welcome the new students before the semester starts, offer entrance education and explain to the students the rules and regulations of the University and the school as well as pertinent Chinese laws.

第六条自新学期开学之日起,在校生应在3天内持有效护照和学生证到国际交流合作处办理报到注册手续。因故不能注册者,需提前1周提交请假申请;无故超过3周不注册者,按自动退学处理,国际交流合作处将按照有关规定注销其学籍,自费学生所交学费不退,奖学金将被终止。

Article 6. Since the first date of a new semester, you should register at the International Office carrying with you your valid passport and your student card within 3 days. If you are not able to do so, you should apply for leave 1 week before the semester begins. Failure to register in 3 weeks will be deemed as quitting school and your student status will be cancelled by the International Office in accordance with relevant regulations. Tuition fee paid is non-refundable and your scholarship will be terminated.

第二章缴费

Chapter 2 Payment

第七条国际学生应在规定的时间内一次性缴清一学年的全部费用;如有特殊情况需要延迟缴纳学习费用的,必须向国际交流合作处提出书面申请,经同意后在规定的时间缴纳学习费用,否则不予注册。

Article 7. As an international student, you should pay the full tuition for a school year within the given time. If you need to postpone your payment under special circumstance, you should send a written application to the International Office and later pay your tuition fee within the specified time with the International Office’s consent. Otherwise, you will not be allowed to register.

第三章退学

Chapter 3 Drop-out

第八条国际学生在学习期间如因各种原因不能继续学习,需提前一周向国际交流合作处提出申请,填写退学申请表

Article 8. As an international student, you should submit an “application of dropping out from school” to the International Office 1 week in advance if you are not able to continue your study in the University for various reasons.

第九条退学费

Article 9. Refund of tuition fee.

从到校注册之日起算,在4周内提出退学申请,经批准,退还学费的75%;在6周内提出退学申请,经批准,退还学费的50%;超过6周的,不退学费。

You can get a 75% refund of the tuition paid if you want to quit school within 4 weeks after the date of your registration at the University and your application for dropping out school is approved, a 50% refund within 6 weeks and no refund 6 weeks beyond.

退学费时,需要交回原发票。

You must return the tuition fee receipt when requesting a refund.

报名费和教材费一律不退。

Enrollment fee and textbook fee are non-refundable.

3. The Administrative Regulations on Visa and Residence Permit for International Students at Anhui Jianzhu University  

 

第一章居留许可的申请

Chapter 1 Application of Residence Permit

第一条X1签证入境的国际学生必须在入境之日起2周内前往安徽国际旅行卫生保健中心进行健康检查,并到安徽建筑大学国际交流合作处申请办理居留许。

Article 1. As an international student, you should go through physical examination at Anhui International Travel Healthcare Center within 2 weeks after the date of your entry with X1 visa, and request the International Office to apply for your residence permit on your behalf.

第二条国际学生从中国国内其他学校转入安徽建筑大学学习的,其签证或居留许可的有效期须在30日以上。

Article 2. You must ensure a valid term above 30 days with your visa or residence permit if you transferred from other universities in China to Anhui Jianzhu University.

第三条国际学生从中国国内其他学校申请到安徽建筑大学学习的, 应在到校7日内向学校所在地合肥市公安局出入境管理局申请办理新的居留许可或居留许可变更。

Article 3. You should apply for renewal or change of your residence permit at the Entry and Exit Administration Bureau of Hefei Public Security Bureau within 7 days after your arrival at the University if you applied to study at Anhui Jianzhu University from other universities in China.

第四条在校生应在居留许可有效期到期前30日申请办理新的居留许可证。

Article 4. You should apply for renewing your residence permit 30 days prior to its expiration.

第二章签证和居留许可的延期

Chapter 2 Extension of Visa and Residence Permit

第五条国际学生居留许可的延期与保险费、住宿费、学费的缴纳情况相关联,每次延期期限不得超过一年。相关延期现定如下:

Article 5. Each extension of your residence permit should not exceed 1 year as it is correlated to the payment of your insurance fee, accommodation fee and tuition fee. You should follow below regulations:

1.申请居留许可前缴清本学年保险费、住宿费及学费的国际学生,居留许可延期一年。

1. Your residence permit could be extended for 1 year if you pay insurance fee, accommodation fee and tuition fee for a school year before your application.

2.开学后一个月内未能缴清所有费用者,须填写休学或退学申请表,完成相关手续,并在规定时间内离校。对于拒绝办理休学或退学手续者,学校将按自动退学处理,并取消其居留许可。

2. You should fill in application for temporary absence from school or dropping out school, fulfill all related procedures and leave the University within the specified time if you could not pay all expenses within 1 month after the semester begins. Refusal to go through those procedures will be seemed as quitting school and your residence permit will be cancelled.

3.在签证或居留许可申请中弄虚作假的国际学生,学校将根据校纪校规严肃处理。违反中国法律法规的,将追求其法律责任。

3. You will receive penalties according to disciplines and regulations of the University if you cheat in applying visa or residence permit, and will be held liable for any violation of Chinese laws and regulations.

第六条国际学生因实习、休学、请假等离境6个月及以上的,返校后须进行健康检查,健康检查合格后方可申请办理居留许可。

Article 6. You should go through physical examination again before applying for residence permit after returning to the University when you have left China for over 6 months or more due to internship, suspension of schooling or leave.

第七条国际学生因护照过期、丢失等无法及时更新签证或居留许可所造成的一切后果由学生本人承担.

Article 7. You should shoulder all of the consequences caused by the failure of renewing visa or residence permit due to the expiration or loss of your passport.

第八条即将毕业的国际学生居留许可延期至学习期限结束末月的月底(参照JW202表学习期限)。毕业(结业)的国际学生不再为其延期签证或居留许可;因未通过HSK考试而无法授予学位的国际学生不再为其延期签证或居留许可。

Article 8. Residence permits of international students about to graduate could be extended to the end of the last month of their study terms (which are specified in Form JW202). The International Office will not extend the visas or residence permits of those graduated (or completed the study) or failed in the HSK examination to get a degree.

第九条延期毕业生需要填写延期毕业申请表,在审核通过并缴清注册费、保险费等相关费用后方可申请居留许可。延期毕业按照学期申请,每次延期期限不得超过一学期。

Article 9. Students who need to postpone their graduation should fill in the application form for postponing graduation and pay all registration fee, insurance fee and relevant fees when their applications are approved before applying for residence permit.Postponement of graduation could be applied for by semester, and each postponement shall not be longer than one semester.

第十条被我校录取的国际学生,在正式报到注册前不接受签证或居留许可申请。

Article 10. Application for visa or residence permit will be declined before your registration at the University.

第十一条国际学生签证和居留许可的办理申请只在指定的工作日受理, 周末及法定节假日一律不受理。

Article 11. You should submit your application for visa or residence permit on specified workdays. Applications received on weekend or statutory holidays will be all rejected.

第三章签证和居留许可申请所需材料

Chapter 3 Required Materials for Applying Visa and Residence Permit

第十二条签证和居留许可申请所需材料均为A4纸大小,具体如下:

Article 12. The following materials are required for applying visa and residence permit and should be prepared in A4 size:

1.《签证/居留许可申请表》;

1. “Application Form for Visa/Residence Permit”;

2.健康证的原件和复印件(6个月内有效);

2. Original copy and photocopy of physical examination certificate (valid for 6 months);

3.本人有效护照(须持普通护照,有效期180天以上)及首页、当前有效签证页或居留许可页及最后一次入境盖章页复印件各1份;

3. Valid passport (which must be civilian passport with a valid term above 180 days) and photocopies of the first page, the currently valid visa page or residence permit page, and the page showing evidence of your last entry in the passport;

4.《安徽建筑大学录取通知书》(原件和复印件)或《在读证明》;

4. “Admission Notice from Anhui Jianzhu University” (original copy and photocopy) or “Certificate of Schooling”;

5.JW201/JW202表原件和复印件(第4联,黄联,仅限于新生初次申请需要);

5. Original copy and photocopy of JW201/JW202 form (the fourth copy in yellow; only required at the first application by new students);

6.《境外人员临时住宿登记表》(原件)

6. “Registration Form for Temporary Residence of Foreigners” (original copy);

7.国际交流合作处出具的签证或居留许可申办公函;

7. Letter issued by the International Office for applying visa or residence permit;

8.2英寸彩色照片1张(护照照片大小)。

8. One 2-inch color photo (passport-size).

第四章护照遗失补办流程

Chapter 4 Reapplication of Passport

第十三条国际学生护照如果丢失,请按以下流程处理:

Article 13. You should take below actions if you lose your passport:

 1.向护照遗失地派出所报案;

1. Report to the police station where the case happened;

 2.持派出所出具的报案证明和原护照复印件前往合肥市公安局出入境管理局办证大厅领取护照报失证明;

2. Go to the Certificate Center of the Exit and Entry Administration Bureau of Hefei Public Security Bureau and apply for the certificate of reporting the loss of a foreigner’s passport with the incident report issued by the police station and a photocopy of your original passport;

 3.持护照报失证明到本国驻华大使馆、领事馆补办护照;

3. Go to the embassy or consulate of your country in China to apply for a new passport with the certificate for reporting the loss of a foreigner’s passport;

 4.持新护照到合肥市公安局出入境管理局办证大厅补办签证或居留许可证。

4. Go to the Certificate Center of the Exit and Entry Administration Bureau of Hefei Public Security Bureau to apply for the corresponding visa or residence permit after obtaining the new passport.

第五章签证和居留许可的变更及取消

Chapter 5 Change and Cancellation of Visa and Residence Permit

第十四条公安机关出入境管理部门有权依法拒绝签发外国人签证、居留许可;有权依法吊销或宣布作废已经签发的签证、居留许可。

Article 14. The Exit and Entry Administration Departments of the Public Security Bureau shall have the right to refuse issuing visa and residence permit for foreigners and to revoke or cancel the visa and residence permit already issued in accordance to the law.

第十五条对于长期旷课、不按照规定参加教学活动、失联等的国际学生,国际交流合作处有权向公安机关出入境管理部门申请撤销其签证、居留许可。

Article 15. The International Office shall have right to request the Exit and Entry Administration Department of the Public Security Bureau to revoke the visa or residence permit of any international student who has been absent from the University for a long time, rejected to participate in required teaching activities or out of contact.

第十六条国际学生居留证件的登记项目包括:持有人姓名、性别、出生日期、居留事由、居留期限,签发日期、地点,护照号码等。

Article 16. Residence Permit for an international student shows the holder’s name, gender, date of birth, purpose of residence, date of expiry, date of issue, location and passport number.

国际学生居留证件登记事项发生变更的,持证人应当自登记事项发生变更之日起10日内向合肥市公安局出入境管理局申请办理变更。

Where any change is to be made in entries of the residence permit for foreigners, the permit holder shall, within 10 days, go through the registration procedures for the change at the Entry and Exit Administration Bureau of Hefei Public Security Bureau.

第十七条提前毕业(结业)的国际学生,除须按照规定时间离校外,需要将其签证、居留许可证变更为停留证件。

Article 17. International students with early graduation (completion of study) should change their visas or residence permits into stay permits besides leaving the University at the appointed time.

第十八条休学、退学、勒今退学、开除学籍的国际学生须在规定时间内离校,学校将及时通知合肥市公安局出入境管理部门撤销其签证、居留许可。

Article 18. International students suspending schooling, quitting school, being kicked out or dismissed from the University should leave the University within the regulated time; and the University will inform the Exit and Entry Administration Department of Hefei Public Security Bureau to cancel their visas and residence permits.

第六章其他事项

Chapter 6 Other Matters

第十九条国际交流合作处不为国际学生亲属申请来华签证或申请在华居留提供任何函件。

Article 19. The International Office does not provide any letter for your family to apply for Chinese visa or residence permit in China.

第二十条按照中国法律,国际学生外出时必须随身携带本人护照以备公安部门随时查验。

Article 20. According to Chinese law, you should carry your passport with you when going out for police to examine anytime.

第二十一条持学习类居留许可的国际学生不得从事与学习不相符的活动,否则会受到限期出境的处罚。对非法就业和非法经商者,公安机关根据有关法律处以5000元以上20,000元以下罚款;情节严重的,处5日以上15日以下拘留,并处5000元以上20,000元以下罚款。

Article 21. International students holding residence permit for study should not get involved in any activity irrelevant to learning. Otherwise, they will be asked to leave the country within the specified time. Any illegal employee or business operator will be fined from RMB 5,000 to RMB 20,000 by the Public Security Bureau in accordance to law. Serious violation will incur a detention between 5-day and 15-day and a penalty from RMB 5,000 to RMB 20,000.

第二十二条对签证、居留许可过期的国际学生,公安机关根据有关法律处以500/天的罚款;情节严重的,公安机关处以拘留并限期出境的处罚。此外,学校将依据校纪校规对签证居留许可过期的国际学生进行处分。

Article 22. International students holding expired visa or residence permit will be fined RMB 500 per day by the Public Security Bureau. In case of serious violation, they will be given detention and asked to leave the country within a time limit. In addition, the University will take disciplinary measures against any international student holding expired visa or residence permit based on disciplines and regulations of the University.

第一章总则

Chapter 1 General Provisions

第一条为进一步规范和强化我校国际学生管理工作,提升国际学生培养质量,根据《中华人民共和国教育法》、教育部、外交部、公安部第42号令《学校招收和培养国际学生管理办法》、教育部第41号令《普通高等学校学生管理规定》、教育部《来华留学生高等教育质量规范(试行)》(教外〔201850号)、《教育部关于印发普通高等学校新生学籍电子注册暂行办法的通知》、《关于普通高等学校授予来华留学生我国学位试行办法》、《中华人民共和国外国人入境出境管理法》等法律法规,结合学校实际,制定本规定。

Article 1. The regulations are developed based on “Education Law of the People’s Republic of China”, No.42 Decree of “The Regulations on Enrollment and Education of International Students co-released by the Ministries of Education, Foreign Affairs and Public Security, No.41 Decree of “The Administrative Regulations on Students in Institutions of Higher Learning” and No.JW2018-50 “Standard on Education Quality for International Students in China” issued by the Ministry of Education, “Notice on the Issuance of the Regulations on Electronic Registration of New Students in General Institutes of Higher Education”, “The Regulations on Trial Implementation of Granting of Degrees to International Students in China by General Institutes of Higher Education”, Law of the Control on the Entry and Exit of Aliens of the People’s Republic of China and other laws and regulations, as well as the reality of the University, to further normalize and enhance the administration of international students in the University and facilitate its education quality for international students.

第二条本规定所称国际学生,是指根据《中华人民共和国国籍法》不具有中国国籍且在学校接受教育的外国学生。国际学生应当遵守中国法律法规,尊重中国风俗习惯,遵守学校规章制度,完成学校学习任务。

Article 2. International student stated in the Regulations refers to foreign student without Chinese nationality and studying in the University according to the “Nationality Law of the People’s Republic of China”. As an international student, you should abide by Chinese laws and regulations, respect Chinese customs, obey the rules and regulations of the University and fulfill the learning task.

第三条国际学生的类别。

Article 3. Categories of international students.

我校接受以下类别的国际学生:

Below categories of international students are accepted by the University:

1.学历生:包括本科生、硕士研究生。外国学生身体健康、无不良记录,具有高中毕业或同等学力,且汉语达到《国际汉语能力标准》四级水平,可申请就读安徽建筑大学本科相关专业;大学本科毕业具有学士学位,且汉语达到《国际汉语能力标准》五级水平,可申请就读安徽建筑大学硕士研究生相关专业。

1. Academic student: Including undergraduate and postgraduate. Foreign students with good health, good record of behaviors, high school diploma or equivalent educational level, and Chinese ability reaching Level IV of “Chinese Language Proficiency Scales for Speakers of Other Languages”, are able to apply for undergraduate programs at Anhui Jianzhu University. While those with bachelor degrees and Level V Chinese ability could apply for postgraduate programs at the University.

2.非学历生:包括预科生(学历合格但需要一年汉语补习的学历国际学生)、专业进修生(进行长短期专业进修的在读学历国际学生)。

2. Non-academic student: Including preppy (international student with qualified degree but needs 1-year supplementary learning of Chinese) and specialized advanced students (international students seeking long-term or short-term advanced studies).

第四条国际学生的招生、培养和教育管理工作,应坚持扩大规模、提高层次、规范管理、保证质量的原则。

Article 4. Enrollment, education and administration of international students “should be scaled up and upgraded to a higher level, and stick to standardized administration and quality-first principle”.

第五条国际交流合作处作为归口管理部门,在学校党委行政领导下,依国家有关法律法规对国际学生工作进行具体管理、指导与协调。

Article 5. As the specialized administrative department, the International Office provides detailed administration, guidance and coordination for international students under the administrative leadership of the CPC of the University and in accordance with relevant laws and regulations.

第二章学生的权利和义务

Chapter 2 Students’ Rights and Obligations

第六条国际学生在校期间依法享有下列权利:

Article 6. As an international student, you are entitled to below rights in accordance to law:

(一)参加学校培养计划安排的教育教学,使用学校提供的教育资源和服务设施。

(I) Attend the educational and teaching activities scheduled by the University and use educational resources and service facilities provided by the University;

(二)参加校内社团组织,参与学校各类文娱体育等活动;

(II) Join clubs and participate in various recreational and sports activities in the University;

(三)对学校教育教学管理及其改革等建言献策;

(III) Offer advices and suggestions on educational and teaching administration and reform to the University;

(四)在学业成绩、道德品行等方面获得公正评价,完成学校规定学业后获得相应的学历证书、学位证书;

(IV) Receive fair assessment of your academic achievement and ethical conducts, and corresponding academic certificate and diploma after completing the required studies;

(五)对学校给予的处分或处理有异议,向学校、教育行政部门提出申诉;对学校、教职员工侵犯其人身权、财产权等合法权益,提出申诉或者依法提出诉讼;

(V) Appeal the punishment or decision made by the University to the University or administrative department for education; and appeal or take legal proceedings against the University or its faculty about infringement of personal right, property right and other legal interests;

(六)法律、法规规定的其它权利。

(VI) Other rights provided by laws and regulations.

第七条国际学生在校期间依法履行下列义务:

Article 7. As an international student, you should fulfill below obligations during your stay in the University:

(一)遵守中国法律法规;

(I) Abide by Chinese laws and regulations;

(二)遵守学校管理制度;        

(II) Obey the management system of the University;

(三)努力学习,完成学校规定学业;

(III) Study hard and finish the required studies;

(四)按规定缴纳学费及有关费用;

(IV) Pay the required tuition fee and other relevant fees;

(五)遵守学生行为规范,尊敬师长,养成良好的道德品德和行为规范;

(V) Comply with the Student Code of Conduct, respect the teachers and develop moral virtues and good conducts;

(六)履行法律、法规规定的其它义务。

(VI) Fulfill other obligations required by laws and regulations.

第三章招生录取

Chapter 3 Recruitment and Enrollment of Student

第八条国际交流合作处负责全校国际学生的招生、录取工作。

Article 8. The International Office is in charge of recruiting and enrolling international students for the University, including:

(一)负责全校国际学生的招生宣传和推介工作。

(I) Advertisement and propaganda for enrollment of international students.

(二)制作国际学生招生简章。其中,费用标准由财务处向有关部门申请备案,学科专业本科层次由教务处审校核准,研究生层次经由研究生院审校核准。

(II) Development of Enrollment Guide for International Students, in which, expense standard has been applied for recordation by Finance, undergraduate programs checked and reviewed by the Office of Teaching Affairs and postgraduate programs by Graduate School.

(三)审核国际学生的护照、最高学历、成绩单、经济担保、体检及无犯罪记录等资料,提交相关培养单位进行专业审核、学习能力评估、导师接受意向等工作,然后根据申请者条件择优录取。

(III) Review of the passport, the highest academic degree, academic transcript, financial guarantee, physical examination result, non-criminal record and other materials of international student, and submission of candidate information to academic institutions for professional review, learning ability assessment and acceptance confirmation with instructors, and then select and enroll the outstanding ones.

(四)及时邮寄已录取国际学生(包括各培养单位自己招收的本专业国际学生)的录取通知书、报到注意事项、外国人来华签证申请表等材料。

(IV) Timely mailing of Notice of Admission, Matters Need Attention Upon Registration, Visa Application Form for Study in China and other materials to international students that have been accepted (including those recruited by academic institutions).

第四章入学报到

Chapter 4 Registration

第九条国际交流合作处负责国际学生的入学工作。

Article 9. TheInternational Office is responsible for registration of international students, including:

(一)制定新生入学接待方案。

(I) Development of reception plan for new students.

(二)安排机场、车站的接机接站服务。

(II) Arrangement for picking up at the airport and railway station.

(三)安排国际学生入住国际学生公寓。

(III) Arrangement of accommodation for international students.

(四)协调财务处做好学生各项缴费。

(IV) Coordination with Finance to collect payments.

(五)凭国际学生录取通知书和有关证件进行学籍注册(教育部来华留学生学籍学历管理系统)。

(V) Registration of student status (in the Administration System of Student Status and Degree of Foreign Students Studying in China run by the Ministry of Education) based on Admission Notice and related credentials provided by international students.

(六)协调出入境管理处和相关部门做好国际学生入学后的中国法律法规、学校管理规章制度、中国国情的教育工作。

(VI) Coordination with Exit and Entry Administration and relative departments to provide education to international students on Chinese laws and regulations, administrative rules and regulations of the University and the situation of China.

第十条国际学生新生报到时,须持《安徽建筑大学录取通知书》(原件)、汇款凭证、《外国留学人员来华签证申请表》(原件)(自费生持JW202表,中国政府奖学金生持JW201表)、有效的学习签证(X1)或居留许可及《体检资料》(原件),按规定时间到校办理入学手续。如有特殊情况不能按时到校者,必须提前向学校国际交流合作处请假,未准假者或请假时间超过两周(14天)者,取消入学资格。自报到首日起两周内(14天)不办理报到手续的,自动取消入学资格。

Article 10. Upon arrival, new international student shall provide “Admission Notice from Anhui Jianzhu University (original copy)”, remittance receipt, “Visa Application Form for Study in China (original copy) (JW202 for self-funded students and JW201 for students with scholarship provided by the Chinese government), valid study visa (X1) or residence permit, and Physical Examination Report (original copy) to go through the registration procedure within the required time. Student could not arrive the University on time due to special circumstances should send request for absence to the International Office in advance. Those without approval on their request of absence or asking for a leave longer than two weeks (14 days) will be disqualified for admission automatically, same as those could not fulfill the registration procedure within two weeks (14 days) since the date of arrival.

第十一条国际学生新生报到后,须按照国际交流合作处的统一安排,参加新生入学体检。如在入学体检时被发现患有我国规定不能在校学习的疾病,应取消其入学资格,并限期离境。经二级甲等及以上医院诊断确认短期内可达到健康标准的,可由本人申请,学校批准,允许保留入学资格1年并回国治疗。保留入学资格的学生不具有学籍,不享受在校学生和休学学生的待遇。在保留入学资格期间内经治疗康复者,应凭二级甲等及以上医院出具的证明,经我国卫生检疫部门确认后,可向学校申请入学,重新办理入学手续,取得学籍。逾期未办理入学手续者,则取消其入学资格。

Article 11. After their arrival, new international students should follow the arrangement of the International Office to take physical examination for enrollment. Student who is found with illness during the examination and considered as not able to study in the University based on the regulations in China should be deprived with the admission qualification and asked to leave China within a definite time. Those with confirmation from hospital above Grade II Level A to be able to recover in short term could apply for retention of admission qualification for 1 year and return to their countries for treatment. This kind of students do not have student status nor enjoy the same privilege with those in school or in the suspension of schooling. They could apply to the University for re-register their student status after they recovered in one year and with the evidence released by hospital above Grade II Level A and confirmation from the sanitary authority in China. Those who do not register as scheduled will lose their admission qualification.

第十二条国际学生实行全员保险制度。在华停留半年以上的国际学生必须购买来华留学生综合保险,保险涵盖范围参考保险公司相关条款。凡未按照规定购买保险的,学校不予录取;对于已在学校学习的,予以退学或不予注册。

Article 12. All international students should be provided with insurances. Those staying in China for more than half year should buy “comprehensive insurance for study in China”, the coverage of which could be found in the relevant clauses provided by the insurance company. Those not buying insurance as required will not be admitted to the University; while those already in the University will be dismissed or rejected at registration.

第十三条国际学生每学期应当携带护照和学生证,在规定日期内到校,在新学期开学前缴费,方可办理注册手续。未经注册者,不得参加学校各项教学活动,国际交流合作处不为其出具居留许可公函。

Article 13. International student should arrive at the University on the specified date with his or her passport and student card, and pay all expenses and go through registration procedure before semester begins. Those who have not been registered are not allowed to attend any teaching activity and not provided with official letter from the International Office for applying residence permit.

第十四条国际学生在入学注册中有弄虚作假、徇私舞弊行为者,一经查实,取消其入学资格或学籍。

Article 14. International student who practiced fraud or committed illegalities for personal gains during the enrollment will be deprived of admission or student status once verified.

第五章涉外管理

Chapter 5 Administration of Foreign Affairs

第十五条国际交流合作处负责国际学生涉外管理工作:

Article 15. The International Office is in charge of dealing foreign affairs related to international students, including:

(一)负责国际学生签证办理。帮助学生在入境前根据其学习期限向中国驻其国家或居住地国使领馆或外交部委托的其它驻外机构申请办理签证。按照规定提交经教育主管部门备案的证明和学校出具的录取通知书等相关材料。

(I) Visa application for international students, meaning helping them to apply for Chinese visa at Chinese embassies and consulates in their countries or institutions abroad entrusted by the Ministry of Foreign Affairs based on their study length and before their entry, and providing relevant materials such as required evidences being registered at the educational authority and Admission Notice issued by the University.

(二)负责办理国际学生外国人居留许可证、以及因故退学和勒令退学学生居留许可的终止手续。

(II) Application for “residence permit” for international students and termination of “residence permit” for those dropping out of school for some reasons or being expelled from the University.

(三)负责国际学生本国传统节日庆祝活动的安排工作。国际学生经同意,可以在校内指定的地点和范围举行庆祝本国重要传统节日的活动。但不得有反对、攻击其他国家、民族的内容或者违反公共道德的言行。学校尊重国际学生的民族习俗和宗教信仰,但不提供宗教活动场所。国际学生不得在校园内进行传教、宗教聚会等任何宗教活动。

(III) Arrangement of celebrations of traditional festivals in foreign countries for international students. Specifically speaking, international students are allowed to hold celebrations of important festival in their countries at the designated place and range in campus upon approval. However, statements and actions against or attacking other countries, nationalities and public moralities are not allowed. The University respects the customs and religious belief of international students, but does not provide place for religious activities. Therefore, international student should not preach one’s religion or organize any religious activities in campus.

(四)负责国际学生文化联谊团体和国际学生联合会的审批和管理工作。

(IV) Review and management of cultural fellowship group and corps of international students.

(五)负责国际学生辅导员的招聘和管理。国际学生辅导员配备比例不低于中国学生辅导员比例,与中国学生辅导员享有同等待遇。

(V) Recruitment and administration of instructors for international students. The ratio between instructor and international student should not be lower than that between instructor and Chinese student. Instructor of international students is provided with equal treatment with those of Chinese students.

第六章考勤纪律

Chapter 6 Attendance Discipline

第十六条国际学生应当参加学校培养方案规定的课程和其它教学环节(以下统称课程)的学习及学校规定的各项活动,自觉遵守学习纪律。

Article 16. As an international student, you should take the required courses in the program and other teaching activities (hereinafter collectively called as “courses”), as well as the stipulated activities in the University; and should comply with the discipline of learning.

第十七条国际学生因事、因病请假,应事先提出书面申请,因病请假须附二级甲等及以上医院证明。请假时间在1周以内的,由辅导员审批、报所在学院(研究生院)备案;请假时间超过1周的,由所在学院(研究生院)负责人审批,报国际交流合作处备案;连续请假超过1个月的,应申请休学或退学。

Article 17. International student asking for leave due to personal affairs or illness should submit a written application in advance. Sick leave should be provided with evidence issued by hospital above Grade II Level A. Application for a leave within 1 week should be approved by the Instructor and recorded at the school (the Postgraduate School); that for a leave longer than 1 week should be approved by the head of the school (the Postgraduate School) and recorded at the International Office; and that for longer than 1 month should be turned into application for suspension of schooling or dropping out of school.

第十八条国际学生上课无故迟到、早退累计三次按旷课一次计算。每学期累计旷课达10学时,予以警告处分;累计旷课达20学时,予以严重警告处分;累计旷课达30学时,予以记过处分;累计达到40学时,予以留校察看处分;累计旷课达60学时或未请假连续3周不参加规定的教学活动,勒令退学。

Article 18. For international student, 3 unexplained late arrivals or early leaves are counted as one absence from class. Absence from class for 10 credit hours in each semester will be given a warning; that for 20 credit hours given a serious warning; that for 30 credit hours given a record of demerit; that for 40 credit hours given academic probation; and that for 60 hours or absence from required teaching activities for 3 weeks in a row without leave will be expelled from the University.

第十九条每门课程缺课(含请假、旷课)达到此门课程学时总数三分之一者,不得参加该门课程的考试及补考,必须重修。

Article 19. Those who are absent from each course (including leave and absenteeism) for up to one-third of the total number of hours of the course are not allowed to take the exam or make-up exam for that course, and must retake the course.

第七章成绩考核

Chapter 7 Performance Evaluation

第二十条国际学生应当参加所修专业教学计划规定课程的考核。考核成绩以百分制计,成绩60分以上(含60分)为合格。补考不及格者必须重修。

Article 20. As an international student, you should participate in evaluations required by the teaching plan. The evaluation adopts a hundred-mark system and the pass mark is 60%. Anyone failed in the make-up exam should retake the course.

第二十一条考试没有通过的国际学生可以参加补考,具体时间将由所在学院统一安排,当年允许补考一次,若参加其他学年的补考,须提前申请,经同意后方可参加。

Article 21. International student is given a make-up chance if he or she failed in an exam. The make-up exam is scheduled by the school and allowed once in the year. Early application and approval are required for attending make-up exam for other academic year.

第二十二条国际学生因病或特殊情况不能按时参加考试,应提前以书面形式向所在学院提出申请,报教务处(研究生院)备案,经批准后可以缓考。未请假或请假未获批准者,一律视为旷考,成绩以分计,且须重修此门科目,参加下一年度考试。

Article 22. International student who is not able to attend examination on time due to illness or special condition should send a written application for taking the exam later to the school for approval and then to the Office of Teaching Affairs (the Postgraduate School) for filing. Those who don’t apply for delayed exam or fail to get the approval will be regarded as absence of examination and given no marks, thus should retake the course and attend the exam in the coming year.

第二十三条凡考试违纪的国际学生,有关考试课程成绩记为零分,并视其情节轻重给予批评教育和相应的纪律处分。

Article 23. International student who violated the discipline in an examination will be rated zero and given criticism or relevant disciplinary punishment depending on the circumstance.

第八章教学组织

Chapter 8 Patterns for Teaching and Learning

第二十四条国际交流合作处是全校国际学生教学管理部门,其中,本科生教学培养方案报教务处审核,研究生教学培养方案报研究生院审核。

Article 24. TheInternational Office is the administrative department of teaching and learning in the University. In particular, teaching plans for undergraduate and postgraduate should be reviewed by the Office of Teaching Affairs and Postgraduate School respectively.

第二十五条各相关学院负责国际学生的教学工作。

Article 25. Each school is responsible for teaching international students.

第二十六条相关学院会同国际交流合作处、教务处、研究生院,按照相应专业的教育教学标准和规范的要求,并考虑国际学生的学习特点,制定国际学生的专业培养方案,包含培养目标、课程体系、教学计划、实践教学等内容。国际学生学历教育的专业培养方案应包含汉语能力水平要求和中国概况类课程的必修要求。国际学生可免修大学英语、两课、军事理论(军训)、体育类课程。

Article 26. Relevant schools should work with the International Office, the Office of Teaching Affairs and Postgraduate School, to develop teaching plan for international students, including objectives, curriculum, teaching program and practical teaching, based on the specific education and teaching standards and specifications, and the consideration of special learning style of international students. Academic education programs for international students should include required courses for Chinese language proficiency and introduction of China, and exclude college English, Marxist theory, ideological and political education, military theory (military training) and physical education.

第二十七条国际学生应当勤奋学习,认真听讲,自觉遵守课堂纪律,按照课程安排准时上课,不得无故旷课、迟到和早退。遵守安徽建筑大学教室文明六要六不要,上课期间不准随便出入教室,不准使用手机,禁止吸烟、吃东西、喝饮料等,不得有闲聊、睡觉、听音乐等与课堂学习无关行为。

Article 27. As an international student, you should study hard and listen carefully, comply with classroom discipline, attend course on time, avoid unexplained absence, late arrival and early leave, follow the classroom rules of “6 Do and 6 Don’t”, which forbid freewheel come-in and go-out and behaviors not related to study in class like use of cellphone, smoking, eating, drinking, chatting, sleeping and listening to music.

第二十八条国际学生必须遵守学校的各项考试纪律和考场规定,违规违纪者将予严肃处理,情节严重者将开除学籍。

Article 28. As an international student, you should observe disciplines and stipulations in the examination. Any violation will be given severe punishment and even expulsion from student status in serious case. 

第九章学籍注册

Chapter 9 Registration of Student Status

第二十九条国际交流合作处负责全校国际学生的学籍注册管理。

Article 29. The International Office is in charge of registration and administration of international student status.

第三十条每学年开学前,国际交流合作处负责将已注册国际学历生名单提交教务处(研究生院),由教务处(研究生院)负责编制学号,并协助安排到各相关学院参加学习。各相关学院负责国际学生的教学、考试、实习、毕业设计(论文)、学位授予等环节工作。

Article 30. The International Office provides a list of registered international academic students to the Office of Teaching Affairs (the Postgraduate School) before the academic year begins for assigning student numbers and arranging them to study in related schools. While each school is responsible for teaching, examination, internship, graduation design (thesis) and granting of degrees.

第三十一条国际学生应在规定时间来校办理报到入学手续,因故不能按期办理报到入学手续者,应以书面形式并附有关证明向国际交流合作处请假,请假期限一般不得超过2周。除因不可抗力引起的事由外,未请假或请假逾期,视为放弃入学资格。

Article 31. As an international student, you should register at the University within the required time. If you are not able to do so, you should send a written note with relative evidence to the International Office to ask for leave. Usually, you will be allowed to postpone your registration for no longer than 2 weeks. Those who don’t register on time without asking for leave or register within the time limit extended will be seemed as giving up their qualification for enrollment unless it is caused by force majeure factor.

第三十二条学校实行二学期制,每学年分秋季、春季2个学期。已取得学籍的国际学生应按校历规定的时间按时到校办理报到注册手续。每学年注册2次,分别在秋季学期和春季学期。每学年秋季学期开学时缴纳本学年应缴费用,缴费后方予注册。不能如期注册者,应当办理暂缓注册手续或请假手续,没有办理相关手续的按旷课处理。未请假或请假逾期3周没有注册者,按自动退学处理。

Article 32. An academic year is consisted of autumn and spring semesters. International students obtaining student statuses should enroll and register at the University within the stipulated time before each semester begins each year. All fee payable should be paid before registration at the beginning of each autumn semester. Those not able to do so should apply for suspension of registration or ask for leave, otherwise will be seemed as being absent from the University without leave. While those not asking for leave or registering within 3 weeks after the stipulated time will be seemed as automatically quitting school.

第三十三条国际学生在校学习最长年限为:本科生所学专业规定的学制年限再延长2年,逾期者不予注册。硕士研究生所学专业规定的学制年限再延长2年,逾期者不予注册。因回国服兵役而保留学籍的,服兵役时间不计入学习年限。

Article 33. Undergraduate international students are allowed to extend the length of schooling for another 2 years at most and will not be allowed for registration when the extended time is expired; while postgraduate ones are allowed to extend for 2 years at most and will not be allowed for registration when the extended time is expired. Those returning to their countries to serve in the army are allowed to keep their names on the books without including their military services in the length of schooling.

第十章休学与复学

Chapter 10 Suspension and Resumption of Schooling

第三十四条国际学生有下列情况之一者应当休学:

Article 34. International student should suspend the schooling under any of the following circumstances:

(一)每学期病、事假连续达六周者,应申请休学。

(I) With sick leave or personal leave for 6 weeks consecutively each semester;

(二)每学期病、事假累计达八周者,应申请休学。

(II) With sick leave or personal leave for 8 weeks accumulatively each semester;

(三)因特殊原因本人申请或学校认为应当休学者。

(III) With special reason stated in the personal application or recognized by the University.

第三十五条国际学生按下列规定办理休学手续:

Article 35. The procedure for international student to suspend schooling is shown as below:

(一)国际学生因故休学,应当持有关证明办理休学手续,经所在学院和国际交流合作处批准,在接到休学通知之日起一周内办完手续离校;

(I) Apply for suspension of schooling with relevant evidence, fulfill the formalities within 1 week after receiving the Notice for Suspension of Schooling after getting the approval from the school and the International Office, and then leave the University;

(二)国际学生每次休学期限原则上为一学年、累计不超过两次。

(II) In principle, international student is allowed to suspend schooling for an academic year each time and for twice at most.

第三十六条国际学生休学期间,不享受在校学生待遇,学校停发各类奖、助学金,休学回国的往返路费、医疗费、生活费及其它费用均由学生自理。

Article 36. International student suspending schooling will not be provided with any privileges as those at the University, nor any prize or subsidy; and should pay for the fare for round trip to home, medical treatment expense, living expense and other expenses.

第三十七条国际学生在休学期间发生的任何事故或违法行为,学校不予承担任何责任;

Article 37. During the suspension of schooling, the University assumes no responsibility for any accident or illegal act of the international student;

第三十八条国际学生复学按下列规定办理:

Article 38. The procedure for resuming schooling for international student is shown as below:

(一)因事或因病休学者要求复学须在期满前一个月向学院提交复学申请;因病休学的学生,申请复学时应附二级甲等及以上医院出具的身体健康证明,并经学校指定医院复查合格,方可申请复学;

(I) Those who suspended schooling because of personal affairs or illness and required to resume schooling should submit the application to the school for resuming schooling 1 month before the suspension expired. In particular, those who suspended schooling due to illness should also provide certificate of good health issued by a hospital above Grade II Level A and pass the physical reexamination at the designated hospital before applying for resumption of schooling;

(二)复学后,进入相应年级学习,复学学生的学费标准与其复学后就读的年级相同;

(II) Student resuming schooling should continue his or her previous study and pay the tuition fee based on his or her grade in the University;

(三)休学期满后两周内(14天)不办理复学手续的学生,按自动退学处理。

(III) Student not going through formalities for resuming schooling within two weeks (14 days) after the suspension expired will be deemed as quitting school automatically.

第十一章转专业

Chapter 11 Change of Major

第三十九条国际学生有下列情况之一者,可提出转专业申请。

Article 39. As an international student, you are allowed to apply for changing your major under any of the following circumstances:

(一)入学后发现有某种疾病或生理缺陷,经学校指定医疗单位检查,证明其不能在原专业学习,但尚能在本校其它专业学习的。

(I) Being found with some kind of illness or physical handicap after the enrollment and proved by examination at designated medical unit to be not able to study the original major but still able to study other majors in the University.

(二)在某些方面有突出才能(有高水平论文、学术科研成果、获奖证书等证明材料),转专业更能发挥其特长的。

(II) Demonstrating outstanding talent in some aspects (with evidences like high-quality thesis, achievement in academic, scientific and technical research, and certificate of award, etc.), which could be better displayed in another major.

(三)在原专业学习确有困难、或其它特殊原因,经个人提出申请、并经学校相关部门认定的。

(III) Showing difficulty in studying the original major or special reason as stated in the personal application and recognized by the related department in the University.

第四十条国际学生有下列情况之一者,不予转专业:

Article 40. You are not allowed to change your major under any of the following circumstances:

(一)三年级(含三年级)以上的;

(I) In third and above grades;

(二)应作退学处理的。

(II) Being expelled from the University.

第四十一条国际学生转专业,应由学生本人提出申请,并附相关证明材料,经相关部门批准后方可办理转专业手续。转专业申请由学生所在学院(研究生院)提交,国际交流合作处审核批准并报教务处(研究生院)备案。接受上级各类奖学金资助的国际学生转专业,还须经各类奖学金主管部门同意。

Article 41. International student expecting to change his or her major should apply personally with relevant evidence and go through the formalities after getting the approval from related department. The application for change of major should be submitted by the school (the Postgraduate School) to the International Office, which will send it to the Office of Teaching Affairs (the Postgraduate School) for filing after review and approval. Those being aided by scholarships should get the approval from the scholarship authority before changing major.

国际学生在校期间原则上只允许转一次专业。国际学生转专业申请一般在春、秋学期开学一周内办理。

In principle, international student is allowed to change major for once in school and should apply for it within one week after the semester begins.

第十二章转学

Chapter 12 School Transfer

第四十二条国内其他院校在读的国际学生,可申请转入我校同层次相应专业学习,在原就读院校获得的课程学分,若符合我校学分认定要求,可予以确认。

Article 42. International student studying in other Chinese institutions could apply to study the relevant major at the same level in our University. Course credits acquired in the previous university could be retained if in compliance with the accreditation criteria in our University.

第四十三条国际学生因特殊情况无法继续在本校学习的,由学生本人提出书面申请,由所在学院(研究生院)和国际交流合作处同意,报学校批准后,予以办理转学手续。

Article 43. International student who is not able to continue his or her study in our University could submit a written application to the school (the Postgraduate School) and the International Office for approval, and then go through the formalities for transferring after getting the approval from the University.

第四十四条属下列情况的学生,不予以办理转学证明和手续:

Article 44. Students with any of the following conditions are not allowed to transfer to another university:

(一)要求转学但未经上级相关部门(如国家留学基金委,驻华使馆等)批准的;

(I) Requiring to transfer to another university but not being approved by the related superior department (such as China Scholarship Council and foreign embassy in China);

(二)处于休学期间的;

(II) During suspension of schooling;

(三)作退学处理的;

(III) Being dismissed from the University;

(四)其它无正当理由的。

(IV) Showing no good cause.

第十三章退学

Chapter 13 Drop-out of School

第四十五条国际学生有下列情况之一的,应予退学:

Article 45. Under any of the following circumstances, an international student shall be allowed to drop out of the University:

(一)在学校规定学习年限内(含休学)未完成学业的。

(I) Not completing study within the required academic term (including suspension of schooling).

(二)休学期满超过2周未提出复学申请或者申请复学经审查不合格的。

(II) Not applying for resuming one’s study more than 2 weeks after the expiry of the suspension of schooling or fail in the review of application for resumption of schooling.

(三)经二级甲等及以上医院诊断,校医院确认患有疾病或有意外伤残,无法继续在校学习的。

(III) Unable to continue study in the University due to illness or accidental disability diagnosed by hospital above Grade II Level A.

(四)未经请假连续3周不参加学校规定的教学活动的。

(IV) Not participating in the required teaching activities for 3 weeks in a row without leave.

(五)超过学校规定注册时间3周没有注册,且无正当事由的。

(V) Not registering at the University within 3 weeks after the expiry of the required time and without a good cause.

(六)本人要求退学,经劝说无效的。

(VI) Requiring dropping out of the University personally despite of any persuasion.

第四十六条国际学生的退学处理,由所在学院提出申请,经国际交流合作处审核,报教务处或研究生院备案。非本人自愿退学的,提交校长办公会议审定。

Article 46. Application for dropping out of the University should be proposed by the school where the international student studies in to the Office of Teaching Affairs or Postgraduate School for filing. Involuntary application should be deliberated on the President Office Meeting.

第四十七条国际交流合作处负责国际学生退学的善后事宜。

Article 47. The International Office is in charge of dealing with problems arising from the drop-out of international student.

第十四章毕业与学位授予

Chapter 14 Graduation and Degree Granting

第四十八条国际学生毕业、结业及学位授予由国际交流合作处具体负责办理,由教务处(研究生院)审批。国际学生在学校规定学习期限内,修完专业培养方案规定的课程,达到毕业要求,由所在学院负责将国际学生的成绩、毕业设计(论文)等材料清单移交国际交流合作处初审后上报教务处(研究生院),由教务处(研究生院)审核上报上级教育主管部门。

Article 48. The International Office is responsible for manage the graduation, completion of study and degree granting of international students, and the Office of Teaching Affairs (the Postgraduate School) for review and approval. When international student finish study of required courses within the stipulated length of schooling and obtain the qualification for graduation, the school should deliver a list of academic records, graduation designs (thesis) and other materials to the International Office for primary review and then to the Office of Teaching Affairs (the Postgraduate School) for examination and reporting to superior educational authority.

第四十九条凡在学制年限内无法修完培养方案规定课程的国际学生,在学校规定的学习年限内,可申请延长学习时间。申请延长学习时间应由本人提出,所在学院和国际交流合作处审核,教务处(研究生院)批准。延长学习时间者,须按规定缴纳学费和相关费用。

Article 49. International student who is not able to finish study of the required courses within the stipulated length of schooling could apply for extending the schooling within the stipulated length. The application will be reviewed by the School, and the International Office and approved by the Office of Teaching Affairs (the Postgraduate School). Those extending the length of schooling should pay the required tuition fees and relevant expenses.

第五十条凡达到培养方案的各项要求,符合《中华人民共和国学位条例暂行实施办法》及《关于普通高等学校授予来华留学生我国学位试行办法》的有关规定,经学校学位委员会审查准予毕业的国际学生,可以授予相应学位和毕业证书。

Article 50. According to “The Interim Regulations on the Implementation of Granting of Academic Degree in People’s Republic of China” and “The Regulations on Trial Implementation of Degree Granting to International Students in China by General Institutes of Higher Education”, international students achieving the requirements in the program could be granted with the corresponding degree and graduation certificate after being approved by the Academic Degree Evaluation Committee of the University.

第五十一条受记过及以上处分的国际学生申请学位,应在毕业前2个月提出书面申请,经所在学院报国际交流合作处初审后,移交教务处(研究生院),并由教务处(研究生院)提交校学位评定委员会审议,决定是否授予相应学位。

Article 51. International student being punished by more than recording of a demerit should submit a written degree application to the International Office via the school for primary review 2 months before graduation. The application will be delivered to the Office of Teaching Affairs (the Postgraduate School) and then to the Academic Degree Evaluation Committee for deliberation and decision.

第五十二条毕业、结业、肄业和学位证书遗失或者损坏的,可向学校申请补办相应证明。经核实后,学校为其出具相应的证明书。证明书与原证书具有同等效力。

Article 52. International student could apply to the University for replacing the lost or damaged certificate of graduation, course-completion certificate, certificate of attendance or certificate of degree with a new one. After verification, the University will provide the demanded certificate, which has the same validity with the original one.

第五十三条国际交流合作处负责办理国际学生毕业、结业等手续:

Article 53. The International Office is in charge of procedures for graduation, completion of studies and others of international students.

(一)国际学生离校通知单的制定和执行

(I) Development and execution of Notice on Leaving School for international students;

(二)国际学生费用的清缴和图书的归还。

(II) Paid-up of all fees and return of books to the library.

(三)取消居留许可相关手续的办理。

(III) Cancelation of Residence Permit.

第十五章证件管理

Chapter 15 Administration of Certificates

第五十四条国际学生新生注册后由国际交流合作处发给《安徽建筑大学学生证》(国际学生版)。学生证是国际学生重要的身份证件,证明在校学生身份之用。学生应在每学期初持学生证到国际交流合作处加盖注册章方为有效。

Article 54. As an international student, you will be given a “Anhui Jianzhu University Student Card (international student version)” upon the registration. It is an important evidence of your student status. Its validity should be renewed at the beginning of each semester with registration stamp from the International Office.

第五十五条国际学生要妥善保管学生证、护照、银行卡等重要证件,一旦丢失要尽快办理挂失和补办手续。

Article 55. As an international student, you should keep your student card, passport, bank cards and other important certificates safe, and report the loss and re-apply for a new one as soon as possible in case of loss.

第五十六条凡在中国学习6个月以上且需要多次出入境者,须在入境后30天内办理《外国人居留许可》手续,否则将作为非法在华居留受到公安部门的处罚。

Article 56. You should apply for “Residence Permit for Foreigners” within 30 days after your entry if you are going to study in China for more than 6 months and demand multiple exits and entries, otherwise you will be punished by the Public Security Department as an illegal resident.

第十六章日常生活管理

Chapter 16 Administration of Daily Life

第五十七条国际交流合作处负责全校国际学生的信息采集与维护。国际学生新生入学时,应主动填写真实完备的报名表,提供录取通知书、JW201表、JW202表、护照复印件、成绩单、毕业证、学位证、缴费凭证等材料。国际学生在校期间如有个人护照号码、手机号码、住宿地址等信息变更,应及时向国际交流合作处报告并更新。

Article 57. The International Office is responsible for collecting and maintaining the information of international students all over the University. As an international student, you should provide true information when filling in  the registration form and other materials like the Admission Notice from Anhui Jianzhu University”, Forms JW201 and JW202, photocopy of your passport, academic transcript, certificate of graduation, certificate of degree and payment voucher, at the enrollment. Besides, you should report to the International Office in time to update your passport number, phone number, accommodation address and other information in case of change during the academic year.

第五十八条国际学生辅导员负责国际学生日常生活管理,关心国际学生的学习和生活需求,及时做好信息、咨询、文体活动等方面服务和管理工作。

Article 58. Instructors are responsible for managing the daily life of international students, taking care of their learning and living needs, and ensuring timely services and administration of information provision, consultation and recreational and sports activities.

第五十九条国际学生在校学习期间,因各种原因不能参加规定的教学活动,必须按规定填写《请假申请表》,经辅导员、学院审核批准后方可外出,否则一律认定为旷课,情节严重者予以退学处理。

Article 59. As an international student, you should submit a “Leave Request” if you are not able to attend the required teaching activity during the academic year. With the approval from the Instructor and the school, you are allowed to leave the University, otherwise you will be considered as cutting class despite of any reason or even be dismissed from the University in case of gross violation.

第六十条国际学生在寒暑假及法定节假日期间需要外出的,应提前向辅导员报告并作登记,说明去向、原因及出行时间,并须按约定时间按时返校,逾期不归者学校将予严肃处理。

Article 60. As an international student, you should report to the Instructor in advance to register your request for leaving the University during winter and summer vacation and statutory holidays,  explain your destination, reason and travel time, and return to the University as scheduled. Delay in returning the University will result in serious punishment.

第六十一条国际学生离校外出期间,应自觉注意人身安全,提高自我保护的意识,不组织、不参与一切违法及不利于人身安全和形象的活动。学生离校外出期间的一切安全责任由学生自负。

Article 61. As an international student, you should have the conscious of your personal safety and the awareness of self-protection, not organizing or involving in any activities against the law, your personal safety or image, while you are outside of the University. You should be responsible for all your safety when you are away from the University.

第十七章奖励与处分

Chapter 17 Incentive and Punishment

第六十二条学校设立优秀国际学生奖学金,按照《安徽建筑大学国际学生奖学金评选管理办法》,对德、智、体、美等方面全面发展或在道德品质、学业成绩、科技创新、文体活动及社会服务等方面表现突出的国际学生,给予一定额度的奖励。国际交流合作处负责国际学生奖学金的发放管理。

Article 62. The University has set up Outstanding International Student Scholarship to reward international students with integrated development of morality, intelligence, physique and aesthetics, or remarkable accomplishments in moral character, academic record, scientific and technological innovation, recreational and sports activity and social service, according to “The Administrative Regulations on Scholarship Evaluation for International Students at Anhui Jianzhu University”. The International Office is responsible for managing the award of scholarship to international students.

第六十三条国际学生必须遵守中国法律、法规和学校规章制度。对有违法、违纪、违规行为的学生,学校将根据其情节轻重,给予批评教育或纪律处分。对国际学生的纪律处分按严重等级分为下列五种:

Article 63. As an international student, you should abide by Chinese laws and regulations, and the rules and regulations of the University, otherwise you will be given criticism or disciplinary punishment depending on the seriousness of the case. There are five disciplinary punishments for international student:

(一)警告;

(I) Warning;

(二)严重警告;

(II) Serious warning;

(三)记过;

(III) Recording of demerit;

(四)留校察看;

(IV) Academic probation;

(五)开除学籍。

(V) Expulsion from student status.

第六十四条对违反中国法律、法规,扰乱社会秩序,受到司法机关或者执法部门处罚的学生,分别给予以下处分:

Article 64. Student being punished by the judiciary authorities or the law-enforcing departments due to violation of Chinese laws or regulations, or disturbance of the social order will be given below punishments:

(一)对违反中国法律,构成犯罪的,开除学籍;

(I) Expulsion from student status if constitutes a crime due to violation of Chinese laws;

(二)对违反《中华人民共和国治安管理处罚法》的,按《中华人民共和国治安管理处罚法》有关条例进行处罚;

(II) Punishment given per “The Law of the People’s Republic of China on Penalties for Administration of Public Security” for any violation of it;

(三)对违反学校各项规章制度的,依《安徽建筑大学学生违纪处分实施办法》有关规定予以处罚。

(III) Punishment specified in “The Regulations on the Implementation of Disciplinary Punishment of Violation at Anhui Jianzhu University” for any violation of the rules and regulations of the University.

第十八章附则

Chapter 18 Supplementary Article

第六十五条本规定自发布之日起施行,由国际交流合作处负责解释。

Article 65. The Regulations come into force upon promulgation and should be interpreted by the International Office.

第一章总则

Chapter 1 General Provisions

第一条为吸引更多优秀外国学生来华来校学习,激励在校国际学生奋发向上、努力学习,营造良好的国际化学习氛围,促进我校国际学生教育培养工作的健康发展,依据安徽省教育厅《留学安徽计划》和《安徽省外国留学生奖学金管理暂行办法》,结合学校实际,制定本办法。

Article 1. The Regulations are developed based on “Plan for International Students to Study in Anhui” and “The Interim Regulations on the Administration of Scholarships for International Students in Anhui” released by Anhui Education Department, and the reality of the University, to attract more and more outstanding foreign students to study here, inspire international students in the University to study hard and make progress, create a beneficial international learning space and facilitate the healthy development of education and training of international students in the University.

第二条学校成立国际学生奖学金管理委员会(以下简称委员会),分管外事工作的校领导为主任,成员由国际交流合作处、教务处、研究生院、财务处以及相关学院等单位主要负责人组成。委员会下设办公室,设在国际交流合作处,负责处理委员会的日常工作。

Article 2. International Student Scholarship Administration Committee (hereinafter referred to as the “Committee”) has been established, with leaders of the University in charge of foreign affairs as the director and members from the leadership of the International Office, the Office of Teaching Affairs, the Postgraduate School, Finance Office and relevant schools. The Administrative Office of the Committee is based in the International Office and takes care of the routine work of the Committee.

第三条国际学生奖学金评审工作本着公开、透明、公正原则,奖励对华友好、成绩优秀、品德优良的来华来校学习的外国学生,包括接受学历教育的本科生、硕士研究生,以及参加非学历教育的进修生(校际交流项目依双方协议约定执行)。

Article 3. Evaluation of international student scholarship insists to be “open, transparent and fair” and aims to reward foreign students in the University showing friendliness to China and with outstanding scores and great moral characters, including undergraduate and postgraduate accepting academic education in the University and advanced students receiving non-academic education (interschool exchange program should be executed per the agreement agreed on by both parties).

第二章奖学金类别与标准

Chapter 2 Category and Criteria of Scholarship

第四条我校国际学生奖学金包括安徽省外国留学生奖学金校长奖学金一带一路奖学金单项优秀奖等类别。  

Article 4. International student scholarship in the University consists of Outstanding International Student Scholarship of Anhui, President Scholarship, “One Belt and One Road” Scholarship, Individual Scholarship and others.

第五条奖学金类别、标准和名额

Article 5. Category, criteria and seats of scholarship.

(一)安徽省外国留学生奖学金

(I) Outstanding International Student Scholarship of Anhui

硕士研究生:30000/学年

Postgraduate: RMB 30,000 / academic year

本科生:20000/学年

Undergraduate: RMB 20,000 / academic year

(二)校长奖学金

(II) President Scholarship

1.学历生:本科一等奖学金20000/学年,二等奖学金18000/学年,三等奖学金16000/学年;硕士一等奖学金25000/学年,二等奖学金23000/学年,三等奖学金21000/学年;

1. Academic student: First-class scholarship for undergraduate is RMB 20,000 / academic year, second-class RMB 18,000 / academic year and third-class RMB 16,000 / academic year. First-class scholarship for postgraduate is RMB 25,000 / academic year, second-class RMB 23,000 / academic year and third-class RMB 21,000 / academic year.

2.非学历生(语言预科生、进修生)校长奖学金16000/学年,在校学习期间只可享受一次。

2. Non-academic student (preppy of Chinese language learning and advanced student): President Scholarship is RMB 16,000 / academic year and offered for once only to each qualified student.

(三)一带一路奖学金

(III) “One Belt and One Road” Scholarship

1.学历生:本科22000/学年,硕士27000/学年;

1. Academic student: Undergraduate RMB 22,000 / academic year and postgraduate RMB 27,000 / academic year.

2.非学历生(语言预科生、进修生):20000/学年,在校学习期间只可享受一次。

2. Non-academic student (preppy of Chinese language learning and advanced student): RMB 20,000 / academic year; and offered once only during the study period.

(四)单项优秀奖学金

(IV) Individual Scholarship

学历教育的国际学生在校期间参加学科和技能竞赛,获得奖项,为校争得荣誉,学校依据《安徽建筑大学大学生学科专业竞赛管理与奖励办法》(校字〔201835号文件)有关标准,给予学生相应额度的奖励。

International students accepting academic education in the University and winning honors for the University with prizes in academic or skill competition could be awarded individual scholarship with a certain amount according to “The Regulations on Administration and Incentive for Student Winners in Academic and Skill Competitions of Anhui Jianzhu University (No.XZ2018-35).

第六条安徽省外国留学生奖学金校长奖学金一带一路奖学金三类奖学金不可叠加申请,单项优秀奖学金可以与以上三类奖学金叠加申请。

Article 6. A student could not apply for “Outstanding International Student Scholarship of Anhui”, “President Scholarship” and “One Belt and One Road Scholarship” at the same time; but could apply for “Individual Scholarship” and one of the above mentioned three scholarships together.

第三章各类奖学金申请条件及材料

Chapter 3 Requirements and Required Materials for Scholarship Application

第七条安徽省外国留学生奖学金申请条件依据《安徽省外国留学生奖学金管理暂行办法》执行。

Article 7. Requirements for application of“Outstanding International Student Scholarship” are specified in the “The Interim Regulations on the Administration of Scholarships for International Students in Anhui”.

第八条校长奖学金一带一路奖学金的申请条件为:

Article 8. Requirements for application of “President Scholarship” and “One Belt and One Road Scholarship” are as below:

(一)申请来我校参加学历教育的新生:

(I) New students applying to attend academic education at the University:

1.拥有外国国籍,持有外国普通护照。

1. Hold foreign nationality and civilian passport;

2.身体健康、无不良记录;

2. With good health and good behavior record;

3.学业成绩优良;

3. Show outstanding academic scores;

4.汉语水平达到招生专业所要求的《国际汉语能力标准》相应等级;

4. Reach the certain level of “Chinese Language Proficiency Scales for Speakers of Other Languages” required by the applied program;

5.就读本科的新生,须具有相当于中国高级中学毕业的学历,年龄不超过28周岁;就读硕士研究生的新生须具有学士学位,年龄不超过40周岁。

5. New undergraduates should be equipped with equivalent degree to Chinese high school and under 28; and new postgraduates Bachelor Degree and under 40.

(二)已在校正式注册学习的外国学生:

(II) International students already registered and studying at the University:

1.遵守中国政府的法律法规和学校规章制度;

1. Abide by Chinese laws and regulations, and the rules and regulations of the University;

2.学习勤奋,成绩优良,无缺考、作弊等行为;

2. Study hard with outstanding academic achievements; did not miss or cheat in any examination;

3.积极参加学校、学院组织开展的各类活动;

3. Participate proactively in all kinds of activities in the University and the school;

4.无欠费和未注册情况;

4. No unpaid fees nor unregistered at the University;

5.上一学年没有申请过休学、保留学籍或延长学制。

5. No application for suspension of schooling, reservation of student status or extension of length of schooling in previous academic year.

(三)申请一带一路奖学金的新生和在校生,除须分别满足上述申请条件外,申请者还须为来自一带一路沿线国家的学生。

(III) Besides meeting the above listed requirements, only new students and students at the University coming from countries along the “One Belt and One Road” are qualified to apply for “One Belt and One Road Scholarship”.

第九条申请材料

Article 9. Required materials for scholarship application.

申请人应于奖学金申请截止日前,将个人申请和相关证明材料提交国际交流合作处,并确保材料真实。申请材料一律不退还。具体材料包括:

Applicants should submit the scholarship application and relevant evidences to the International Office before the deadline and ensure their authenticity. All application materials will not be returned, including:

1.《安徽省外国留学生奖学金申请表》(安徽省外国留学生奖学金申请者提供);

1. “Application Form for Outstanding International Student Scholarship of Anhui” (provided by the applicants for Outstanding International Student Scholarship of Anhui);

2.《安徽建筑大学国际学生奖学金申请表》(校长奖学金一带一路奖学金单项优秀奖学金申请者提供);

2.“Application Form for International Student Scholarship of Anhui Jianzhu University” (provided by the applicants for “President Scholarship” ,“One Belt and One Road Scholarship” and “Individual Scholarship”);

3.个人护照复印件;

3. Photocopy of passport;

4.最高学历、学位证明复印件(原件备查);

4. Photocopy of the certificate of the highest academic degree obtained (and the original copy should be prepared in case of inspection);

5.学习成绩单;

5. Academic transcript;

6.两名副教授以上(含副教授)职称人士的推荐信原件(申请参加硕士学位学习者提供);

6. Original Letters of Recommendation from more than two Associate Professors or above (to be provided by applicants for postgraduate programs);

7. Photocopy of Certificate of Awards (and the original copy should be prepared in case of inspection) (to be provided by applicants for individual scholarship);

第四章评审和管理

Chapter 4 Review and Administration

第十条安徽省外国留学生奖学金的评审与管理,依据《安徽省外国留学生奖学金管理暂行办法》实施。

Article 10. The review and administration of “The Outstanding International Student Scholarship of Anhui” should be based on “The Interim Regulations on the Administration of International Student Scholarship in Anhui”.

第十一条校长奖学金一带一路奖学金单项优秀奖学金,由委员会办公室每年对申请人的资格进行初审,报委员会复审,并提交校长办公会议审定,确定拟授予奖学金的学生名单及等级。评审程序如下:

Article 11. Each year, the Committee office is the first one to review the qualification of applicants for “President Scholarship”, “One Belt and One Road Scholarship” and “Individual Scholarship”, the Committee will recheck and the President Office Meeting approve and determine the list of winners and grades of the scholarships. The entire procedure is shown as below:

1.委员会办公室召集相关学院负责人和任课教师组成评审小组进行初审,评审结果报送委员会。

1. The Committee office sets up a review team with members from relevant schools and course teachers, and then provide the review result to the Committee.

2.委员会对初审结果及材料进行复审,如有必要,可通过面试、远程面试、电子邮件交流等方式对申请者进行综合考核,然后提出拟获奖各类奖学金人员名单。

2. The Committee rechecks the result based on the application materials and carry on evaluation through on-site or long-distance interview or e-mail if necessary to propose a list of winners of various scholarships.

3.委员会办公室将评审结果提交校长办公会,审议通过后,将拟授各类奖学金人员名单予以公示,公示时间5天。

3. The Committee office submits the result to the President Office Meeting and publicize the list of scholarship winners after it being approved for 5 days.

第十二条奖学金评审依据由学习成绩到课率日常表现三部分构成。其中,学习成绩按专业培养方案和教学计划中课程考试成绩的学分加权平均分计算得分;到课率按所选课程的出勤率折算百分比计算得分;日常表现遵守中华人民共和国法律法规和校纪校规、参加校级、省级相关部门组织的外国留学生活动及获奖。具体计算公式为:学习成绩×50%+到课率×30%+日常表现×20%

Article 12. Scholarship review is based on academic record, attendance rate and daily performance. In particular, “academic record” takes the “average weighted credits” of curriculum examination planned in the education and teaching programs; “attendance rate” converts the attendance to selected courses into percentage; and “daily performance” assesses “obeyance to Chinese laws and regulations, and the rules and regulations of the University, and participation and award-winning in international student activities organized by the University or Anhui Province.” Formula: Scholarship Reward = Academic Record × 50% + Attendance Rate × 30% + Daily Performance × 20%.

第十三条时间安排

Article 13. Schedule.

(一)申请入学的新生

(I) New students applying for admission to the University.

安徽省外国留学生奖学金的申请截止时间为每年531日;

The deadline for applying “Outstanding International Student Scholarship of Anhui” is 31 May each year;

校长奖学金一带一路奖学金的申请截止时间为每年630 日。

And that for “President Scholarship” and “One Belt and One Road Scholarship” is 30 June each year.

(二)在校注册生

(II) Registered students in the University.

申请截止时间为每年9月。学校于每年10月组织评审,11月公示并颁发。

The deadline for applying scholarship is September each year. Scholarship review takes place in October, and publicity and award in November.

第十四条有下列情形之一,取消当年参加学校各类奖学金评审资格:

Article 14. A student will be disqualified in the scholarship reviewunder any of the following circumstances:

1.违反中国法律法规或学校校纪校规,受到处分或处罚的;

1. Being punished or penalized due to violation to Chinese laws and regulations, or the rules and regulations of the University;

2.不配合学校完成奖学金考核和评审的;

2. Not cooperate with the scholarship evaluation or review;

3.因各种原因退学的;

3. Drop out of the University due to all kinds of reasons;

4.患严重身体或精神疾病无法正常学习的;

4. Not able to study normally due to serious physical or mental illness;

5.散布对华不友好言论,做出对华不友好行为的;

5. Spread unfriendly remarks on China or show unfriendly behavior against China;

6.参与非法社团组织活动,非法集会、结社、传教的。

6. Involved in illegal club activity, unlawful assembly, illegal association or illegal religious activity.

第五章奖学金发放

第十五条委员会办公室依据奖学金评审结果,及时发放各类国际学生奖学金。

第一条 根据《中华人民共和国学位条例》、《中华人民共和国学位条例暂行实施办法》、《学校招收和培养国际学生管理办法》(教育部外交部公安部2017年第42号令)、关于普通高等学校授予来华留学生我国学位试行办法》(学位〔199117号)和《安徽建筑大学普通高等教育(学分制)学士学位授予细则》文件精神,制定本实施细则。

Article 1. The Regulations are formulated based on the essences of “The Regulations of the People’s Republic of China on Academic Degrees”, “The Interim Regulations on the Implementation of Granting of Academic Degree in People’s Republic of China”, “The Regulations on Enrollment and Education of International Students (No.42 Presidential Decree)” co-released by the Ministries of Education, Foreign Affairs and Public Security in 2017), “The Regulations on Trial Implementation of Degree Granting to International Students in China by General Institutes of Higher Education (No. XW1991-17)” and “The Detailed Regulations of Granting of Bachelor Degrees to Students of Higher Learning at Anhui Jianzhu University”.

第二条 本细则适用于学校全日制本科国际学生的学位授予工作。

Article 2.  The regulations apply to the degree awarding of full-time undergraduate international students.

第三条 符合以下条件的本科专业国际学生,可授予学士学位:

Article3. International student studying any undergraduate program could be granted a Bachelor Degree if he or she meet the following conditions.

(一)遵守中华人民共和国法律法规,遵守学校的规章制度,品行端正,对华友好;

(I) Abide by the laws and regulations of the People’s Republic of China, rules and regulations of the University; and behave good and be friendly to Chinese;

(二)修满本专业培养方案规定的学分,较好地掌握本专业要求的基础理论、专门知识和基本技能,具有从事科学研究工作或担负专门技术工作的初步能力;

(II) Get all required credits in any undergraduate program, with good understanding of the basic theory, specialized knowledge and basic skills required by the program, as well as the ability to do scientific research or engage in a special technical work;

(三)平均学分绩点满1.8。以专业培养方案要求取得的最低毕业学分计,计入平均学分绩点的课程包括:

(III) GPA reaches 1.8. It is calculated based on the minimum required credits of the program. Courses being calculated include:

1)专业培养方案设置的全部必修课程;

(1) All required courses in the program;

2)专业培养方案设置的需完整修读的专业方向模块课程;

(2) Courses related to the program and required complete study;

3)专业培养方案设置的其他选修课程(取绩点高者计入)。

(3) Other elective courses in the program (the maximum credit is taken in the calculation).

(四)使用中文接受高等学历教育的本科留学生,毕业时应取得《汉语水平考试》五级证书(HSK5);使用英语接受高等学历教育的本科留学生,毕业时应取得《汉语水平考试》四级证书(HSK4)。

(IV) International undergraduates studying courses of higher education taught in Chinese should pass HSK Test Level 5 (HSK5) before graduation; while those studying courses taught in English should pass HSK Test Level 4.

第四条 在校期间有下列情况之一者,取消学士学位授予资格:

Article4. International student will be disqualified from the Bachelor Degree under any of the following circumstances during the academic year:

(一)在校学习期间,因违反校纪校规等原因受留校察看以上(含留校察看)处分而未被解除者;

(I) Being punished with a disciplinary action no lighter than academic probation due to violation of disciplines or regulations of the University but not being dismissed;

(二)考试作弊者;

(II) Cheat in exam;

(三)剽窃他人学术成果者;

(III) Plagiarize other’s academic achievement;

(四)平均学分绩点不满1.8者(计算方法同第二条(三)款);

(IV) GPA below 1.8 (use same calculation method with (III) in Article 2).

(五)未取得本科毕业资格者。

(V) Fail in the qualification inspection of undergraduate graduation.

第五条 国际学生学士学位授予工作的程序为:

Article5. The procedure for granting Bachelor Degree to international student is shown as below.

(一)国际学生学位申请者应在其本科毕业设计(论文)答辩前(学期第1415周)提出学位申请,逾期不予受理。

(I) As an international student, you should submit your application for degree before undergraduate graduation project (thesis) defense (week 14-15 in the semester), otherwise it is not accepted.

(二)各专业学院审核国际学生毕业生的成绩和毕业鉴定等材料,根据学士学位授予条件向相关学院学位评定分委员会提交符合授予学士学位的名单及相关材料。

(II) After reviewing the scores, graduation appraisal and other materials of the international student, each school will provide the corresponding Academic Degree Evaluation Sub-Committee a list of international students qualified for obtaining Bachelor Degree and related materials.

(三)学院学位评定分委员会初评并公示后,将评定结果及有关材料报送国际交流合作处。

(III) After the initial evaluation and publicity, the Academic Degree Evaluation Sub-Committee will deliver the examination result and relevant materials to the International Office.

(四)国际交流合作处对各学院的初评结果进行汇总审核,并将审核通过的学士学位申请者名单报送教务处,经教务处复核后提交校学位评定委员会审批。

(五)(IV) The International Office will summarize and review the initial evaluation results of each college, and then submit the list of approved applicants for Bachelor Degree to the Office of Teaching Affairs.    After re-examine the list by the Office of Teaching Affairs, it is submitted to the Acacemic Degree Evaluation Committee for approval. 国际学生学士学位提名名单,经学校学位评定委员会审批通过,授予相应学科门类的学士学位。

(V) With the approval from the Academic Degree Evaluation Committee, international students on the list of candidates for Bachelor Degree will be granted Bachelor Degree in the subjects they studied.

第六条  国际学生的学士学位证书为中英文双语。

Article6. Bachelor Degree Certificates granted to international students are bilingual in Chinese and English.

第七条 本科国际学生的学分绩点计算,按《安徽建筑大学学分制实施办法》(校字〔2017102号)有关规定执行。

Article 7. The credit points of international undergraduates  should be calculated according to the relevant provisions of The Implementation of the Credit System of Anhui Jianzhu University ((No.XZ2017-102)).

第八条 本细则自发布之日起施行,解释权归校学位评定委员会,由国际交流合作处负责执行解释。

Article8. The Regulations come into force upon promulgation. The right of interpretation belongs to the Academic Degree Evaluation Committee. And the regulations should be interpreted by the International Office.

Chapter 1 General Provisions

第一条为保证我校国际学生硕士学位授予质量,根据《中华人民共和国学位条例》、《中华人民共和国学位条例暂行实施办法》、《普通高等学校学生管理规定》《学校招收和培养国际学生管理办法》(教育部外交部公安部2017年第42号令)、《关于普通高等学校授予来华留学生我国学位试行办法》(学位〔199117号)、《来华留学生高等教育质量规范(试行)》的通知(教外〔201850号)和《安徽建筑大学硕士学位授予工作实施细则》等文件精神,制定本工作细则(试行)。

Article 1. The Regulations (for Trial Implementation) are formulated to ensure the quality of master degree awarding for the international students studying in the University  and based on “The Regulations of the People’s Republic of China on Academic Degrees”, “The Interim Regulations on the Implementation of Granting of Academic Degree in People’s Republic of China”, “The Administrative Regulations on Students in Institutions of Higher Learning”, “The Regulations on Enrollment and Education of International Students (No.42 Presidential Decree co-released by the Ministries of Education, Foreign Affairs and Public Security)”, “The Regulations on Trial Implementation of Degree Granting to International Students in China by General Institutes of Higher Education(No.XW1991-17)” , “The Standard on Education Quality for International Students in China (No.JW2018-50)” and “The Regulations on Granting of Master’s Degrees to Postgraduates in Anhui Jianzhu University (for Trial Implementation)”.

第二条 本细则适用于学校来华留学攻读硕士学位全日制国际学生(以下简称“来华留学硕士研究生”)的学位授予工作。

Article 2. The regulations apply to degree awarding of full-time international students studying in China for master's degree (hereinafter referred to as “international postgraduate”).

第二章 课程设置与考核要求

Chapter 2 Curriculum Design and Evaluation Requirements

第三条来华留学硕士留学生的学制一般为3年。课程设置和学分要求按照《安徽建筑大学全日制来华留学硕士研究生培养工作规定(试行)》执行。

Article 3. Usually, the length of study for international postgraduates is 3 years. The curriculum design and credit requirement are specified in “The Regulations on Education of Full-Time Postgraduate International Students at Anhui Jianzhu University (for Trial Implementation)”.

第四条 来华留学硕士研究生修读课程总学分不得少于32学分(其中艺术类来华留学硕士研究生修读课程总学分不得少于50学分),学位课程成绩70分以上(含70分)。

Article 4. The total credits for international postgraduates shall not be less than 32 credits(The total credits for international postgraduates majoring in art shall not be less than 50 credits) and 70 marks at least in the examination of degree courses.

第三章硕士学位申请

Chapter 3 Application for Master’s Degree

第五条来华留学硕士留学生符合下列全部条件者,可申请硕士学位:

Article5. International postgraduates in compliance with all the following conditions are allowed to apply for Master’s Degrees:

(一)遵守中国的法律法规和学校的校纪校规,品行端正、学术规范,对华友好

(I) Abide by Chinese laws and regulations, and the rules and regulations of the University, with good moral characters and academic study, and be friendly to China;

(二)在规定年限内修完培养计划所规定的课程,成绩合格,满足本细则第五条。

(II) Complete the courses prescribed in the education plan within the specified time, pass all the examination and meet the requirement of Article 5.

 (三)较熟练地使用英语阅读本专业英文资料。

(III)Reading English materials for the speciality proficiently in English.

(四)具有从事科学研究或独立担负专门技术工作的能力。

(IV)Be able to engage in scientific research or undertake specialized technical work independently.

(五)独立完成学位论文并通过论文答辩;

(V) Finishing thesis independently and passing the thesis defenses;

(六)使用中文接受高等学历教育的来华留学硕士研究生,毕业时应取得《汉语水平考试》五级证书(HSK5);使用英语接受高等学历教育的来华留学硕士研究生,毕业时应取得《汉语水平考试》三级证书(HSK3)。

(V) International postgraduates studying courses of higher education taught in Chinese should pass HSK Test Level 5 (HSK5) before graduation; while those studying courses taught in English should pass HSK Test Level 3 (HSK3).

第六条来华留学硕士研究生有下列情形之一的,不接受学位申请:

Article 6. International postgraduates will be rejected in the application for Master’s Degree under any of the following circumstances:

(一)未达到本细则第五条规定者;

(I) Fail to meet the requirement specified in above-mentioned Article 5;

(二)受到记过以上(含记过)处分且未解除处分者;

(II) Be punished with a disciplinary action no lighter than record of a demerit and the punishment has not been removed during the study period;

(三)考试作弊、或存在论文弄虚作假、剽窃他人学术成果、买卖代写论文等学术不端行为者;

(III) Cheat in exam or practice fraud in thesis, and plagiarize other’s academic achievement, buy and sell thesis, ghostwrite thesis, etc;

 第四章学位论文的基本要求

Chapter 4 Basic Requirements for Academic Thesis

第七条学位论文基本要求:

Article 7. Basic requirements for master’s thesis are:

学位论文应在导师或导师团队指导下由研究生本人独立完成,用于论文工作的时间应不少于一年。确因需要、经指导教师同意,来华留学硕士研究生可利用部分时间回国撰写,但在我国进行论文工作的时间不得少于半年。

Master’s thesis should be developed by international postgraduate independently under the guidance from the tutor or tutorship team, and the development of thesis should take more than 1 year. International postgraduates could take some time to write it after they return to their countries if there is a good cause and under the agreement from the academic advisor, but should ensure the preparation of thesis in China longer than half year.

使用英语接受高等学历教育的硕士留学生,硕士学位论文可用英文撰写,论文摘要须为中文,学位论文的正文词数不少于1.5万词,中文摘要1000-2000字;使用中文接受高等学历教育的硕士留学生,学位论文为中文,论文摘要应由中文和英文两部分组成,学位论文的正文字数不少于3万字,英文摘要1000-2000词。其他学位论文撰写要求,参照《安徽建筑大学硕士学位论文撰写要求》执行。

International postgraduates studying courses of higher education taught in English could write an academic thesis in English except for the abstract, which should be written in Chinese. The main body should be longer than 15,000 words and the abstract between 1,000-2,000 Chinese characters. While those taught in Chinese should write an academic thesis in Chinese, with bilingual abstract in Chinese and English. The main body should be not less than 30,000 characters and the English abstract between 1,000-2,000 words. Other requirements for master’s thesis refer to  Master’s Thesis Writing Requirements of Anhui Jianzhu University”.

 第八条 涉密学位论文:

涉密的学位论文需要在论文开题之前提出书面申请,经学院和学校审核同意之后确定为涉密论文,涉密论文的开题、评阅和答辩等环节需按照保密工作的相关规定进行。

Article 8. Academic Thesis with Secret

The academic thesis with secret, which will be confirmed as the thesis with secret after being reviewed and approved by the school and the university, need to be submitted in writing before the thesis proposal. The proposal, reviews and defense of the theis with secret shall be carried out in accordance with the relevant provisions of confidential work.

第九条 学位论文相似性检测与评阅:

各类研究生的硕士学位论文,均需进行相似性检测与评阅,检测与评阅办法参照《安徽建筑大学硕士学位论文复制比检测和盲审实施办法》执行。

Article 9. Similarity Detection and Evaluation of Academic Thesis

    All kinds of postgraduate master’s theses requires similarity detection and evaluation, which shall be carried out according to “Master’s Thesis Reproduction Ratio Detection and Blind Review Implementation Measures of Anhui Jianzhu University”. 

第五章学位论文答辩

Chapter 5 Academic Thesis Defense

第十条答辩资格审查与组织:

Article 10. Qualification examination and organization:

(一)申请论文答辩。来华留学硕士研究生的论文答辩工作必须在我国进行。学位论文评阅通过后,经导师同意,可填写论文答辩申请表,向所在学院学位评定分委员会申请论文答辩。同时提供下列材料:1、学位论文一式7份;2、学习成绩单一份。

(I) Application for thesis defense. International postgraduates should take thesis defense in China. They could submit an application for thesis defense to the Academic Degree Evaluation Sub-Committee of the school after getting the approval from their tutors and passing the anonymous review. The following materials should be provided at the same time: 1. 7 copies of the academic thesis; 2. A copy of the transcript.

(二)学院学位评定分委员会负责审核申请人的课程学习成绩、学分和其他培养环节完成情况,对学位论文进行形式审查与答辩资格审查。

(II) The Academic Degree Evaluation Sub-Committee of the school is responsible for reviewing the applicant’s course performance, credits and other training links and shall conduct formal examination of the academic thesis and examination of the defense qualification.

    (三)申请人的答辩资格审查合格后,由学院组织论文答辩。

(III) The school will organize the thesis defense for those proved to be qualified in the examination.

第十一条 学位论文答辩委员会组成:

Article 11. Composition of the Defense Committee

(一)学位论文答辩委员会由3-5人组成。答辩委员从具有高级专业技术职务又熟悉论文研究内容的专家中选聘,其中校外专家不少于2人,专业学位研究生的答辩委员中来自相关行业实践领域具有高级专业技术职务的外单位专家不少于2人。

(I)The defense committee consists of 3-5 members. The defense committee members are selected from among the experts who have senior professional and technical positions and are familiar with the research content of the thesis, of which there are not less than 2 external experts, and no less than 2 experts from outside the university with senior professional and technical positions in the practice field of relevant industries among the defense committee members of professional degree international postgraduates.

(二)答辩委员由学院分管领导会同有关导师协商提名,学院学位评定分委员会批准后,报国际交流合作处备案。

(II)The members of the defense committee shall be nominated by the leaders in charge of the school and the relevant tutors through consultation, and shall be submitted to the International Exchange and Cooperation Office for the record after the approval of the Academic Degree Evaluation  Sub-Committee of the school.

(三)答辩委员会设答辩主席1人,由学院学位评定分委员会从学术地位较高的答辩委员中选定,主持答辩工作,导师不能担任其指导的研究生答辩委员。答辩委员会设答辩秘书1人,答辩秘书协助答辩主席组织和处理答辩工作事宜。

(III)The defense committee shall have one defense chairman, who shall be selected by the Academic Degree Evaluation Sub-committee of the school from among the defense members with higher academic status, and shall preside over the defense. The supervisor cannot serve as members of the defense committee. The defense committee shall have one defense secretary, who shall assist the defense chairman in organizing and handling the defense work.

(四)学位申请人不得参与同论文答辩有关的组织工作。

(IV)Degree applicants are not allowed to participate in organizational work related to thesis defense.

第十二条 答辩秘书须于答辩前7天将答辩论文及申请人的相关材料提交答辩委员,答辩委员须认真审阅论文及有关材料,提出个人意见。

论文答辩一般公开举行(涉密论文除外),由答辩秘书作详细记录。

Article 12. The defense secretary shall submit the thesis and relevant materials of the applicant to the defense committee 7 days before the defense. The committee members shall carefully review the thesis and relevant materials and put forward their personal opinions.

The defense is generally held in public (except for the thesis with secret), and detailed records shall be made by the defense secretary.

第十三条 答辩时,答辩委员会成员必须全部出席,如有委员因故缺席,答辩会必须改期举行。

Article 13. All the members of the defence committee must be present at the defence. If any member is absent for some reason, the defence session must be rescheduled.

第十四条 答辩委员会采取无记名投票表决方式,就是否通过论文答辩并建议授予硕士学位进行表决,全体成员三分之二及以上同意通过论文答辩,可建议授予硕士学位。

Article 14. The defense committee shall vote by secret ballot on whether to pass the thesis defense and propose to award the master's degree. If two-thirds or more of the members agree to pass the thesis defense, they may recommend to award the master's degree.

第十五条论文答辩程序:

Article 15.  Defense Procedure:

(一)宣布答辩委员会委员及主席名单;

(I) The secretary reads out names of the chairman and members of the defense committee;

(二)答辩主席主持答辩会;

(II) The chairman hosts the meeting;

(三)答辩秘书介绍答辩人的姓名、论文题目、导师姓名、职称等;

(III) The secretary introduces the name of the applicant and his or her thesis title, tutor and professional title;

(四)答辩人报告论文主要内容;

(IV) The applicant reports on the content of the thesis;

(五)答辩委员提问,答辩人答辩;

(V) Members of the defense committee ask questions and the applicant answers;

(六)休会(答辩人及列席人员暂时退席);

(VI) Break (the applicant and attendants without decisive rights leave the site temporarily);

(七)答辩委员会会议。1. 导师介绍答辩人的表现,学位课程考核情况,论文工作情况,学术评语及授予学位的建议等情况后退席;2. 答辩秘书宣读论文评阅人的评语与意见;3. 委员们发表意见,投票表决;4. 形成答辩委员会决议,由答辩秘书填入《学位论文答辩决议书》,答辩委员签字;5. 答辩主席签字确认。

(VII) The chairman hosts defense committee meeting. 1.The tutor leaves the site after introducing the performance and course examination result of the applicant, the thesis, and his remarks on it and suggestion for degree-granting; 2.The secretary reads out the reviewers’ comments and opinions;3. Members express opinions, take a vote4. The defence committee  form a resolution and sign on the “Resolution on Defense of Academic Thesis” filled by the secretary; 5.The chairman signs on the resolution.

(八)复会。申请人及列席人员进入会场,答辩主席宣布答辩委员会决议和表决结果。

(VIII) Resumption of the meeting. The applicant and other attendants get into the meeting site, and the chairman announces the resolutions and voting result from the defense committee.

第十六条论文答辩未通过者,经答辩委员会全体成员半数以上通过,并做出决议,可在一年内修改论文、重新申请答辩一次;若答辩委员会未做出修改论文、重新答辩的决议,或申请人逾期未完成论文修改,或重新答辩仍未通过者,以后不再受理其答辩申请。

若申请人对答辩委员会的决议持有异议,可在10个工作日内向答辩委员会提出书面意见,答辩委员会须在5个工作日内给予书面答复,并将副本送国际交流合作处。

Article16. Applicant who fails in the thesis defense is allowed to revise his or her thesis and re-apply for defense again within a year with more than half votes and the resolution from the committee members. And those not being asked to revise their theses and reapply for defense, or those failing to finish the revision within the required term, or keep failing in another thesis defense, will not be acceptable in qualification examination for thesis defense again.

If the applicant disagrees with the decision of the defense committee, he/she can put forward a written opinion to the defense committee within 10 working days, and the defense committee shall give a written reply within 5 working days, and send a copy to the International Exchange and Cooperation Office.

第十七条 答辩结束后,答辩秘书须将答辩申请书、学位论文、论文评阅意见书、表决票、答辩会议记录、答辩委员会决议等资料整理,送交所在学院和国际交流合作处各一套存档。

Article 17. After the defense, the secretary shall sort out the application for defense, dissertation, thesis review opinion, vote, minutes of defense meeting, resolution of defense committee and other materials, and send them to the school and the International Exchange and Cooperation Office respectively for filing.

第六章硕士学位评定与授予

Chapter 6 Evaluation and Granting of Master’s Degree

第十八条 学院学位评定分委员会会议。

答辩结束后,学院学位评定分委员会依据学位授予基本条件,对硕士学位申请者的政治思想表现、课程学习成绩、学位论文答辩情况和学术成果等进行审议和表决,做出是否建议授予硕士学位的决定。建议授予学位名单、会议记录和相关材料等在规定时间内报送国际交流合作处,国际交流合作处对评定结果进行汇总审核,并将审核通过的硕士学位申请者名单报送研究生院,经研究生院复核后提交校学位评定委员会审批。

Article 18. Academic Degree Evaluation Sub-Committee Meeting

After the defense, the Academic Degree Evaluation Sub-Committee of the school deliberates and votes on the political and ideological performance, course performance, thesis defense and academic achievements of the master's degree applicants in accordance with the basic conditions for the degree awarding, and makes a decision on whether to recommend the award of the master's degree.The meeting minutes and relevant materials should be submitted to the International Exchange and Cooperation Office within the prescribed time, which willreview the evaluation results, and submit the list of approved applicants to the Graduate School, which will be reviewed by the Graduate school and then submitted to the Academic Degree Evaluation Committee of the University for approval.

第十九条 校学位评定委员会会议。

校学位评定委员会依据学位授予基本条件,结合学院学位评定分委员会建议和研究生院审核意见,在进一步了解情况、充分讨论的基础上,对学位申请者予以审议和表决,并做出授予或不授予学位的决定。会议决议和决定授予硕士学位的名单,由国际交流合作处存档,并负责报送上级主管部门和国务院学位委员会备案。校学位评定委员会不审议学院学位评定分委员会未建议授予学位的申请。

Article 19. AHJZU Academic Degree Evaluation Committee Meeting

The Academic Degree Evaluation Committee of the University shall consider and vote on the degree applicants and make a decision on whether to award or not to award degrees on the basis of further understanding and full discussion according to the basic requirements for degree granting, combined with the recommendations of the Academic Degree Assessment Sub-Committee and the review opinions of the Graduate School. The meeting resolutions and the list of those allowed to award the master's degrees shall be archived by the International Exchange and Cooperation Office and submitted to the superior department and the Academic Degrees Committee of The State Council for the record.The Academic Degrees Evaluation Committee of the University will not consider an application for a degree which has not been recommended by the Academic Degrees Evaluation Sub-Committee of the school.

第二十条 校院两级学位评定委员会召开全体会议时,到会委员须为全体委员 2/3 以上,方为有效。在做出授予学位的建议或有关事项的决议时,采用无记名投票方式进行表决,同意票数超过全体委员人数的1/2,方为通过。

Article 20. When the Academic Degree Evaluation Committee of the University and College holds a plenary meeting, the members present must be at least 2/3 members.When making a proposal to award a degree or a resolution on a related matter, it shall be voted by secret ballot and approved only if the number of votes exceeds 1/2 of all members.

第二十一条 凡答辩委员会建议不授予硕士学位的,学院学位评定分委员会不进行审核;对经答辩委员会通过的论文,但学院学位评定分委员会审核未通过的论文,必须说明理由,做出明确结论,视具体情况做出一年内修改论文、重新申请答辩一次的决议。

Article 21. The Academic Degree Evaluation Sub-Committee of the School will not review the applicant who is recommended by the defense committee not to award the master's degree. For the thesis that have been approved by the defense committee, but not by the Academic Degree Evaluation Sub-committee of the school, reasons must be given and definite conclusions must be drawn. Whether it is allowed to modify the thesis and apply for defense again within one year depends on specific reasons.

第二十二条 校院两级学位评定委员会在做出不授予学位的决定前,应当听取学位申请人的陈述和申辩。

Article 22. The Academic Degree Evaluation committee at the two levels of the University and the college shall hear the statement and defense of the degree applicant before making the decision not to award the degree.

第二十三条 校学位评定委员会做出授予硕士学位决定并颁发硕士学位证书。证书生效日期为校学位评定委员会做出授予硕士学位决定的日期。

国际学生的硕士学位证书为中英文双语。硕士学位证书如有遗失、毁坏,一律不予补发,由学校开具有效证明。证明与原证书具有同等效力。

Article 23. The Academic Degree Evaluation Committee of the University makes the decision to award the master's degree and issues the master's degree certificate. The certificate will take effect on the day when the Academic Degree Evaluation Committee of the University makes the decision to award the master's degree.

第七章 学位撤销

Chapter 7 Degree Revocation

第二十四条 已经获得学位者,在获得该学位过程中有下列情形之一的,经校学位评定委员会审议决定,撤销学位,收回或者宣布学位证书无效:

Article 24. If an international postgraduate who has already obtained a degree has any of the following circumstances in the process of obtaining the degree, the Academic Degree Evaluation Committee of the University shall decide to revoke the degree, withdraw the degree certificate or declare the degree certificate invalid:

(一)学位论文或者实践成果存在严重剽窃、伪造、抄袭、数据造假等学术不端行为的,质量不符合标准的。

(I) Academic misconduct such as serious plagiarism, forgery, plagiarism, data fabrication, etc., exists in the academic thesis or practical achievements, or the quality does not meet the standard.

(二)以冒名顶替、徇私舞弊等非法手段取得入学资格或者毕业证书的。

(II) Obtain admission qualification or graduation certificate by illegal means such as impostor, favoritism and malpractice.

(三)在学习期间存在不应当授予学位的其他违法违规行为的。

对于被撤销的学位,学校注销其注册信息并报教育行政部门宣布学位证书无效。

(III) There are other illegal behaviors that should not be awarded the degree during the study period.

For the revoked degree, the university shall cancel its registration information and report to the education administrative department to declare the degree certificate invalid.

第二十五条 在做出撤销学位的决定之前,当事人应被告知可能出现的处理结果,并享有陈述和申辩的权利。

Article 25. Before a decision to revoke the degree is made, the international postgraduate should be informed of possible results of the processing and shall have the right to be heard and contested.

第二十六条 撤销学位决定的文件应当由当事人所在培养单位直接送达当事人本人,由本人签收。拒绝签收或因特殊情况不能签收的,可以采取邮寄或学校网站、新闻媒体公告等方式送达。

Article 26. The document of the decision to revoke a degree shall be directly sent to the international postgraduate by the college and signed by himself/herself.If the international postgraduate refuses to sign for it or cannot sign for it due to special circumstances, it can be delivered by mail,  university website, or news media announcement, etc.

第八章 附 则

Chapter 8  Supplementary Articles

第二十七条 研究生对于不受理本人学位申请、不授予本人学位的决议或者决定不服的,学位获得者对于撤销其学位的决议或者决定有异议的,可以向校学位评定委员会提出申诉。

有利害关系的公民、法人和其他组织对授予学位的决议和决定有不同意见的,可以向校学位评定委员会提出异议。

校学位评定委员会在收到申诉或者异议之日起90日内进行复核并做出复核决定。对复核决定仍不同意的,可以依法申请行政复议或者提起行政诉讼。

Article 27. If the international postgraduate has different objections to the decisions to refuse his/her degree application or not grant him/her degree, or revoke his/her degree, he/she may appeal to the Academic Degree Evaluation Committee of the University.

Interested citizens, legal persons and other organizations that have different opinions on the resolutions and decisions on degree-granting may raise objections to the Academic Degree Evaluation Committee of the University.

The Academic Degree Evaluation Committee shall conduct a review and make a review decision within 90 days from the date of receipt of the appeal or objection. Those who still disagree with the decision after review may apply for administrative reconsideration or bring an administrative lawsuit according to law.

第二十八条 本细则若与国家和上级有关文件或法规不符的,按国家和上级有关文件或法规执行。

Article 28. If these rules are inconsistent with the relevant documents or regulations of the state and the superior, the relevant documents or regulations of the state and the superior shall be implemented.

第二十九条 本细则自发布之日起施行,解释权归校学位评定委员会,由国际交流合作处负责执行解释。

为加强我校来华留学攻读硕士学位全日制国际学生(以下简称“来华留学硕士研究生”)的培养工作,保证研究生提高培养质量,根据《中华人民共和国高等教育法》、《中华人民共和国学位条例》等法律法规和《学校招收和培养国际学生管理办法》以及省有关文件精神,结合学校实际,制定本规定。

The Regulations (for Trial Implementation) are developed to enhance the education quality of international postgraduates of the University (hereinafter referred to as “international postgraduate”) based on The Higher Education Law of the People’s Republic of China”, “The Regulations of the People’s Republic of China on Academic Degrees” and other laws and regulations, and “The Regulations on Enrollment and Education of International Students” and other related provincial-level documents, as well as the reality of the University.

一、培养目标

I. Educational Objectives

来华留学硕士研究生在学科专业上的培养目标、培养规格和毕业要求,与我校各专业的中国硕士研究生一致。培养德智体美劳全面发展,具有国际视野、创新精神和实践能力的高层次专门人才。

The educational objectives and standards and graduation requirements for international postgraduates are same with that for Chinese postgraduates in the University, aiming to develop specialized high-level talents with all-round development in morality, intelligence, physique, aesthetic, and wok skills, and with international vision, innovative spirit and practical ability. International postgraduates should:

1. 遵守中国的法律法规和学校的校纪校规,具有良好的学术道德和创新精神;

1. Abide by the laws and regulations of China and the rules and regulations of the university, have good academic ethics and innovative spirit.

2.掌握本学科坚实的基础理论、系统的专业知识和必要的实践技能,熟悉所从事研究的科学技术发展和动向;

二、学制及学习年限

II. Length of Schooling

来华留学硕士研究生的基本学制为3年,最长学习年限为基本学制加2年。提前完成培养计划的研究生,可申请提前答辩和提前毕业;如遇特殊情况需要延期学习的,可在最长学习年限内延长学习时间(延长期内应按规定缴纳学习与住宿费用)。提前毕业和延期毕业的,由研究生本人提出申请,经导师同意,学院审核,报国际交流合作处和研究生院批准备案。

Basically, the length of schooling for international postgraduates is 3 years. The maximum duration of studies is basic duration of studies plus 2 years. Those who finish the education program ahead of schedule could apply for thesis defense and graduation; and those demanding extended the duration of studies due to special circumstances could extend their study period within the maximum duration of studies (study and accommodation fees shall be paid according to regulations during the extended period). International postgraduates who apply for early graduation or postponement of gradation shall apply by themselves, with the consent of the tutor, reviewed by the school and reported to the International Exchange and Cooperation Office and the Graduate School for approval and filing.

三、培养方案

招收来华留学硕士研究生的学科、专业应制定相应培养方案,主要包括:学科专业简介、培养目标、研究方向、学制及学习年限、课程设置及学分要求、必修环节、学位论文要求等。来华留学硕士研究生必须通过培养方案规定的各培养环节的学习和考核,方能取得相应的学分;修满规定学分方能进行学位论文答辩。

Disciplines and majors offering postgraduate programs for international students should develop specific education program, including introduction to the discipline and major, educational objective, research direction, length of schooling, curriculum design, required credits, required courses and requirements on academic thesis. International postgraduates should finish the study of courses specified in the education plan and pass the evaluation to get the credits, and will be able to do thesis defense when completing all credits.

四、培养方式

来华留学硕士研究生的培养实行导师责任制,导师是研究生培养的第一责任人,负有对研究生学科前沿引导、科研方法指导和学术规范教导的责任。同时,注重发挥导师团队集体培养的作用,做到理论与实践相结合,课程学习和科学研究工作相结合。

Education of international postgraduates is mainly responsible by tutors, who should lead postgraduates to learn about advanced technologies in the discipline, scientific research methods and academic norms. At the same time, it is important to play the role of collective education of the tutors’ team, to teach theories and practical skills together, and highlight the integration of course study and scientific research.

五、课程设置与学分要求

V. Curriculum Design and Required Credits

研究生课程分为学位课程(必修课程)和非学位课程(选修课程)两大类。其中学位课程包括公共学位课程和专业学位课程。研究生课程学习实行学分制,一般以课内18学时计1学分。

There are academic courses (required) and non-academic ones (elective) in the postgraduate programs. The former includes public and specialized courses. The credit system is adopted in the postgraduate program. Usually, 18~20 class hours are count as 1 credit.

学分的基本要求是:在论文答辩之前须修完不少于32学分,其中课程学习环节不少于30学分(学位课程不少于20学分),必修环节2学分,必修环节包括学术活动与文献阅读(1学分)和专业实践(1学分)。

The basic requirements for credits are: obtain at least 32 credits before thesis defense; among which, there are no less than 30 credits from course study (including over 20 credits from academic courses) and 2 credits from required activities, including academic activity and literature reading (1 credit) and professional practice (1 credit).

来华留学硕士研究生在课程学习期间要参加或主持学术活动不得少于3次,阅读文献不得少于15篇,其中英文文献不得少于10篇。学术活动包括听取学术报告、参加国内外学术会议、在国内外专业学术会议或校(院)研究生学术论文报告会上做口头报告等。研究生应于中期考核和开题报告前完成学术活动与文献阅读,并填写《安徽建筑大学硕士研究生学术活动与文献阅读考核表》。

Postgraduates should attend or host academic activity for at least 3 times and read more than 15 literatures, including at least 10 in Chinese, during the course learning period. Academic activities include listening to academic report, participation in academic conferences at home and abroad, presentation on specialized academic conference at home and abroad or postgraduate academic thesis session in the University (or school). Postgraduates should complete academic activity and literature reading before mid-term examination and thesis proposal, and fill in “The Evaluation of Academic Activity and Literature Reading of Postgraduates in Anhui Jianzhu University”.

专业实践可采取教学实习、科研实践、生产实践和社会调查等多种形式。研究生应于第三学期与导师一起制订并填写《安徽建筑大学硕士研究生专业实践计划表》,于中期考核和开题报告前完成专业实践活动,并填写《安徽建筑大学硕士研究生专业实践总结报告》。

Professional practice consists of practice of teaching, scientific practice, productive practice, social survey and many other methods. Postgraduates should develop the plan for professional practice with their tutors in the third semester and fill in “The Plan for Professional Practice of Postgraduates in Anhui Jianzhu University”, complete it before the mid-term examination and thesis proposal and fill in “Summary Report for Professional Practice t of Postgraduates in Anhui Jianzhu University”.

七、培养计划

新生入学后3个月内,应在导师的指导下,根据相应学科专业培养方案的要求,结合本人的具体情况,制订出来华留学硕士研究生个人培养计划并填写《研究生培养计划书》,主要包括:(一)研究方向;(二)课程设置及时间安排;(三)文献阅读与社会实践;(四)中期考核与论文开题。培养计划一式四份,经导师签字确认,学院和研究生院审核批准后,国际交流合作处、所在学院、指导教师、研究生各存1份。

After enrollment, new international students should develop personal education plan under tutor’s guidance according to the requirements of the corresponding discipline education program, combined with the specific situation of the individual within 3 months and fill in “Postgraduate Education Plan”. Education plan includes: (1) research interests; (2) curriculum design and schedule; (3) literature reading and social practice; (4) mid-term examination and thesis proposal. It should be prepared in quadruplicate, one for International Office, one for the school, one for the tutor and one for the student, after being signed by the tutor for confirmation and getting the approval from the school and Postgraduate School.

八、学位论文

VIII. Academic Thesis

学位论文应在导师指导下由研究生本人独立完成。在论文题目确定后,用于论文工作的时间原则上应不少于1年。

Academic thesis should be accomplished by the postgraduate independently with the tutor’s guidance. Once determining the title, the postgraduate should spend at least 1 year in writing thesis.

九、附则

IX. Supplementary Article

本办法自发布之日起施行,由国际交流合作处负责解释。

The Regulations are developed based on the reality of the University and to enhance education quality and facilitate the multi-specification, multi-type and personalized educational model.

一、学制与学期安排

I. The Length of Schooling and Semester Schedule

1.学制

1. Length of schooling

除另有规定外,标准学制为四年的,弹性学制为36年;标准学制为五年的,弹性学制为47年。

The standard length of schooling is 4 or 5 years and the flexible length of schooling is 3-6 years or 4-7 years, unless otherwise specified.

2.学期安排

2. Semester schedule

一学年分为两个学期,每学期20周,其中教学周数原则上为18周,考试周数为2周。

There are two semesters in an academic year. Each of them consists of 20 weeks, including 18 for teaching and 2 for examination.

二、学分与学分绩点计算

为衡量学生掌握课程内容的程度、全面反映学生学习的质和量,采用学分和学分绩点来区分学生的学业水平。

Credits and grade points are adopted to reflect the academic achievement of students, in order to measure their understanding of the course and the quality and quantity of their studies.

1.学分

1. Credit

1)理论课程(含课内实验)以每16学时计1个学分。

(1) Theoretical course (including in-class experiment): 16 class hours are calculated as 1 credit.

2)体育课以每30学时计1个学分。

(2) PE: 30 class hours as 1 credit.

3)实践性教学环节

(3) Practical teaching:

独立开设实验课以每30学时计1个学分;集中实践教学环节,如实习、课程设计、毕业设计等,以每1周计1个学分。

Independent laboratory course: 30 class hours as 1 credit; collective practical teaching, such as internship, course project and graduation project: 1 week as 1 credit.

1.课程性质

1. Nature of the course

分为必修课程和选修课程两大类。必修课程是每个学生必须修读并取得学分的课程,选修课程是按专业培养方案要求,允许有选择修读的课程。

There are required and elective courses. The former requires every student to study and obtain credits, and the former is optional for student to choose based on the specialized education program.

各专业应开设足够多的选修课程供学生选修。原则上必修课程学分不应高于总学分85%,选修课程学分不应低于总学分15%;各专业培养计划中开出供学生选修的课程学分数应是要求学分数的两倍以上。

Each major should offer plentiful enough elective courses to students. In principle, credits of required courses should not be higher than 85% of the total credits, and that of elective ones not lower than 15%. Elective courses offered in each specialized education program should account to double credits of the requirement.

2. Category of the courses

包括理论课程和实践教学环节。理论课程分为通识教育基础课程、大类学科基础与专业基础课程、专业与专业方向课程三类;实践教学环节包括独立开设的实验课程和集中实践教学环节。

There are theoretical courses and practical teaching activities. The former consists of basic courses of liberal education, basic courses and specialized core courses of the subject, and specialized courses; and the latter consists of experimental courses offered independently and collective practical teaching activities.

列入教学计划的各实践教学环节累计学分,原则上工科类专业一般不应少于总学分的25%,其他各类专业一般不应少于总学分的20%

Practical teaching activities listed in the education plan provide credits. In principle, credits offered in engineering programs are more than 25% of the total credits offered and others more than 20%.

As credits acquired decide if a student is qualified for graduation or not, students should complete all the required credits in the required courses, elective courses and practical teaching activities specified in the specialized education plan, and should additionally obtain 8 credits in public elective courses and 5 in the second classroom like social practice, innovation and entrepreneurship, and discipline competition.

2.课程考核

2. Course evaluation

学生所修读的课程,均需进行考核,成绩合格,才能取得学分;成绩不合格,不能取得学分。

Evaluation is required in all courses taken. Students obtaining qualified result in the evaluation are granted credits, otherwise they are not able to get the credits.

学生选定课程,必须参加考核,不参加考核者,按旷考论处,考核成绩为0分,不予补考。凡未经选课注册擅自听课者,不能取得学分。

Students should attend the evaluation for courses they select. Those who do not attend the evaluation are seemed as “absence of examination”, rated 0 and given no chance for a make-up exam. And those who take the course without registration are not granted credits.

3.补考与重修

3. Make-up exam and course re-taking

首次考核不合格的课程,学生可以采取直接重修、参加补考或补考不合格后重修等方式取得该课程学分。考核不合格的选修课程(需完整修读的专业方向模块课程除外),学生可以放弃该课程学分,改选其他课程。

Failing in the first evaluation of a course, students are allowed to get the credit by re-taking it and attending a make-up exam, or by retaking it after failure in the make-up exam. Students could give up credits of an elective course (except for specialized modular course that requires complete study) if they fail in the evaluation and change to study others.

1)理论课程首次考核不合格者,可以补考一次。补考合格者,可以获得该课程学分;补考不合格者,若要获得该课程学分,必须重修;

(1) Students who fail in the first evaluation of a theoretical course are allowed to take a make-up exam and could get the credits if pass the make-up exam; while those still fail in the make-up exam should retake the course to get the credits;

2)实验、实习、课程设计、毕业设计(论文)等实践教学环节考核不合格者必须重修,不予补考;

(2) Students who fail in the evaluation of experimental course, internship activity, course project, graduation project (thesis) and other practical teaching activities, must re-take the course as make-up exam is not available;

3)一门课程可以多次重修,课程成绩与绩点以最高一次记载;

(3) Students are allowed to re-take a course for several times. Only the highest course grade and grade point are recorded;

4)补考成绩据实记载;补考合格,课程绩点一律按1.0计;

(4) The result in make-up exam is recorded faithfully, but the course point is counted as 1.0 even the student passes the make-up exam;

5)重修包括跟班重修和重修班重修。跟班重修的成绩和绩点据实记载。重修班重修成绩据实记载,成绩在60分及以上者获得学分,课程绩点均计为1.0;否则不能获得学分,课程绩点为0

(5) Students could re-take a course by joining a regular class with their juniors or by joining a specific class with others re-taking the same course. In case of the first way, course point and grade point achieved are recorded faithfully. In case of the second way, only course grade is recorded faithfully, while 1.0 course point is granted to students obtaining 60 marks or above in the evaluation. Failure to achieve 60 marks leads to zero credit and zero course point.

4.免听与免修

4. Free attendance and exemption

1)免听包括免听正常修读课程和免听重修课程两种类型。

(1) Free attendance is allowed for normal courses and make-up courses.

免听正常修读课程的学生,其平均学分绩点需达到3.0及以上,认为通过自学可以掌握的,可申请免听。原则上每学期限免1门。

Students could apply for free attendance in a normal course if their GPA reaches above 3.0 and if they believe they could learn it by themselves. In principle, students could enjoy free attendance in 1 course each semester.

免听重修课程的学生,其已修课程未通过考核需进行重修,特别是重修课程与正常修读课程上课时间相冲突导致无法选课的,可申请免听。

Students who should take a make-up course due to failure in the evaluation could apply for free attendance if there is time conflict between the make-up course and the normal ones.

2)申请免修的学生平均学分绩点需满3.5,认为通过自学等途径确已掌握的课程,可申请免修,但每学期限免1门。

(2) Students with GPA reaching 3.5 could apply for being exempted from courses they believe they have already learnt through self-study. Exemption of 1 course only is allowed in each semester.

各学院需对申请免修课程学生进行资格审查,将符合免修条件的学生名单按申请免修课程分类汇总后报教务处,并准备好免修课程考试试卷,由教务处组织安排免修考试。免修考试成绩满75分者可获准免修,给予学分。成绩和学分绩点按考试成绩据实记载。

All schools should review the qualification of students applying for exemption, submit the list of qualified students based on the classification of courses to the Office of Teaching Affairs, and prepare test paper for the Office of Teaching Office to arrange the test for exemption. Students getting 75 marks in the test could be allowed for exemption and granted credits. The score and grade point are recorded as the real test result.

3)实验、实习、课程设计、毕业设计等实践教学环节及体育课、思想政治理论课、校级公共选修课不得免听、免修。

(3) Free attendance and exemption are not allowed for experimental courses, internship activity, course project, graduation project and other practical teaching activities, as well as PE, ideological and political theory courses, and university-level public elective courses.

五、选课

V. Course Selection

1.学生选课应在专业导师的指导下,根据专业培养方案按学期进行。选课时要首先保证必修课程的学习,有严格的先修、后续关系的课程,应先选先修课程,后选后续课程。

1. Students should follow the guidance of tutors in selecting courses and attend them in each semester based on the specialized education program. Required and prerequisite courses should be selected at first.

2.选课的程序按相应选课办法执行。原则上选课人数低于30人(其中专业方向课低于15人)的,不予单独开班。

2. Selection of courses should comply with the specific regulations. In general, a course being selected by less than 30 students (or a specialized course being selected by less than 15 students) is not allowed to be offered.

六、编班与学籍管理

VI. Administration of Class and Student Status

1.学生入学后,按专业、年级编班,形成行政班(自然班);学生选课后,按选课学生形成教学班。

1. After enrollment, students are assigned to specific classes per discipline and grade, and then build up administrative classes (discipline-based class). Learning-based classes are set up later based on the course selection made by students.

2.学生的休学、复学、转学(专业)、退学等按学籍管理规定办理。

2. Suspension of schooling, resumption of schooling, transfer of schooling (major) and dropping-out of school should be managed in accordance with the regulations of student status management.

3.学生因学业警示获准试读的;或在四年(五年)内未能修满教学计划规定的学分或尚有教学环节未完成者,需申请延长学习期限。在延长期内,编入低年级相应的行政班。

3. Students on probation due to academic caution notice, or failing to complete all the required credits or learning activities stated in the education plan in four (five) years, should apply for extension of schooling and move to the corresponding administrative class in junior grade during the extension.

七、毕业与学位

VII. Graduation and Degree

1.学生修满并取得专业培养方案规定的学分,并达到毕业要求,准予毕业,颁发毕业证书;符合学士学位授予条件的,授予学士学位。

1. Students completing all the credits required in the specialized education program and meeting the requirements for graduation are allowed to graduate and awarded with Certificate of Graduation. Those who meet the requirements for Bachelor Degree will be granted the degree.

2.学生提前修满培养计划规定的学分和全部环节者,可提前一年毕业。

2. Students completing all the credits and activities required in the education plan could graduate one year in advance.

3.学生在校学习年限不得超过学校规定的最长学习年限。达到最长学习年限,仍未达到毕业要求者,作结业处理,不予返校重修。

3. Students should not overstay the maximum length of schooling required by the University. Those who fail to meet the requirements for graduation when reaching the limit length of schooling should wind up their studies and not be allowed to return to retake the course.

八、辅修专业

VIII. Minor Course

学生在完成主修专业课程学习的同时,仍学有余力,可辅修学校相关学院开设的辅修专业,修满辅修专业培养计划课程学分者,发给辅修专业相关证书或证明。

Students with spare energy beyond study of major courses are able to study minor courses provided by all schools. Those completing all credits in minor courses will be awarded with relative certificate or evidence.

九、附则

IX. Supplementary Articles

1.学分制实施需在专业导师指导下进行。专业导师需负责向学生宣讲专业培养方案、有关管理规定等,指导学生安排好适合自己的学习计划。

1. The credit system should be implemented under the guidance of the tutor, who should explain the specialized education program and related administrative regulations to students, and guide them to develop a suitable study plan.

2.本办法适用于学分制专业学生。因学籍变动等原因,编入学分制专业班级的学生,执行学校学分制管理规定。

2. The Regulations apply to students who subject to the credit system. Those being enrolled into classes applying the credit system due to change in student status should comply with the credit system administration of the University.

3.本办法自发布之日起施行,原《安徽建筑大学学分制实施办法》(校字〔2014115号)同时废止,由教务处负责解释。

第一章考勤纪律规定

Chapter 1 Attendance Requirements

第一条国际学生应当参加学校培养方案规定的课程和其它教学环节(以下统称课程)的学习及学校规定的各项活动,自觉遵守学习纪律。

Article 1. International students should attend the required courses and other teaching activities stated in the education program (hereinafter collectively referred to as “courses”), as well as other activities required by the University; and also should comply with the requirements for study.

第二条国际学生因事、因病请假,应事先提出书面申请,因病请假须附二级甲等及以上医院证明。请假时间在1周以内的,由辅导员审批、报所在学院(研究生院)备案;请假时间超过1周的,由所在学院(研究生院)负责人审批,报国际交流合作处备案;连续请假超过1个月的,应申请休学或退学。

Article 2. International student asking for leave due to personal affairs or illness should submit a written application in advance. Sick leave should be provided with evidence issued by hospital above Grade II Level A. Application for a leave within 1 week should be approved by the Instructor and recorded at the school (the Postgraduate School); that for a leave longer than 1 week should be approved by the head of the school (the Postgraduate School) and recorded at the International Office; and that for longer than 1 month should be turned into application for suspension of schooling or dropping out of the University.

第三条国际学生上课无故迟到、早退累计三次按旷课一次计算。每学期累计旷课达10学时,予以警告处分;累计旷课达20学时,予以严重警告处分;累计旷课达30学时,予以记过处分;累计达到40学时,予以留校察看处分;累计旷课达60学时或未请假连续3周不参加规定的教学活动,勒令退学。

Article 3. For international students, 3 unexplained late arrivals or early leaves are counted as one absence from class. Absence from class for 10 credit hours in each semester will be given a warning; that for 20 credit hours given a serious warning; that for 30 credit hours given a record of demerit; that for 40 credit hours given academic probation; and that for 60 hours or absence from required teaching activities for 3 weeks in a row without leave will be expelled from the University.

第四条每门课程缺课(含请假、旷课)达到此门课程学时总数三分之一者,不得参加该门课程的考试及补考,必须重修。

Article 4. When the absence (including leave and unexplained absence) accounts to one third of the total credit hours of the course is not allowed to attend the exam or make-up exam, and should retake the course.

第二章课堂纪律规定

Chapter 2 Classroom Discipline

第五条学生必须按时上课,一般应提前五分钟到达上课教室,不得迟到、早退或旷课。因病、因事而不能上课者必须事先请假,未经请假或请假未获批准而缺课者,以旷课论处。

Article 5. Students should attend classes on time and arrive at the classroom more than 5 minutes in advance. Late arrival, early leave or unexplained absence are not allowed. Those unable to attend class due to illness or personal affairs should ask for leave in advance. Failure to do so or without the permission to leave will be seemed as unexplained leave.

第六条学生言行举止应符合高等学校学生行为准则。进入教室衣着应大方、整洁得体;禁止穿拖鞋进入教室;严禁在教室内吸烟或将食物带进教室;杜绝在课堂内睡觉或大声喧哗。

Article 6. Students should behave in accordance with the code of conducts for students in institutions of higher education, such as dressed appropriately and neat to attend class, do not wear slippers to attend class, do not smoke in classroom or bring foods to classroom, and do not sleep or talk loudly during class.

第七条学生应自觉遵守课堂纪律,保持教室肃静,不得做与上课无关的事情。学生有特殊情况需中途出入教室时,必须事先取得教师的同意。如使用手机和通信设备进行网络教学、签到、答题,应严格在教师指导下使用。

Article 7. Students should comply with the classroom discipline, keep quiet and do not do anything irrelevant with the course. Those need to go in and out of the classroom due to special conditions should get the approval from the teacher first. Using of cellphone or communication tool for on-line education, signing-ins and answering questions should be in compliance with the teacher’s guide.

第八条学生在课堂上应尊重教师,回答问题时应起立。上课过程中,确需提问时,应在座位举手示意,经教师同意后,方可起立提问。

Article 8. Students should respect teachers and stand up when answering questions. During the class, students should raise their hands and stand up when the teacher agrees to ask questions.

第九条学生如对教师课堂教学情况有意见,课后可直接与教师进行沟通,也可以向相关教学单位、教务处等部门反映,以帮助教师改进教学工作。

Article 9. Students could communicate with teachers after class about their opinions on the teaching, or report to relevant educational authority or the Office of Teaching Affairs, in order to help the teacher improve his or her teaching.

第十条课前和课间休息时,学生要轮流值日擦拭黑板,保持黑板清洁。学生应保持教室内清洁卫生,不准随地吐痰、乱扔纸屑和废弃物等。

Article 10. Students should take turns to clean the blackboard before class and during the break to keep the classroom clean. Students should not spit on the floor or litter the ground with paper or waste.

第十一条学生必须按照教师的学习要求,合理进行预习、复习,认真完成作业。

Article 11. Students should follow the teacher’s requirements to prepare lessons before class and go over them after class, and complete the homework carefully.

第十二条学生必须爱护教室内各类教学设施,不得挪动、损坏教学设施,严禁在课桌椅、墙壁等教学设施上涂画、张贴。

Article 12. Students should take care of various teaching facilities in the classroom, and should not move or damage any of them. Drawing and posters on desks, chairs, walls and teaching facilities are prohibited.

第三章考试管理规定

Chapter 3 Administrative Regulations on Examination

第十三条学生应提前10分钟进入考场;迟到15分钟及以上者不得参加考试,按旷考处理;开考30分钟后方可离场。

Article 13. Students should arrive at the examination room 10 minutes in advance. Those arrive more than 15 minutes late are not allowed to attend the exam and will be seemed as absence of examination. Students are allowed to leave the examination room 30 minutes after the exam begins.

第十四条学生参加考试应同时持学生证和居民身份证,两证齐全方可参加考试,证件不全或不符者不得参加考试,按旷考处理。

Article 14. Both student card and resident identification card are required to be provided at the exam. Students without any of them or taking non-conforming certificates are not allowed to attend the exam and will be seemed as absence of examination.

第十五条学生应在监考教师的统一安排下,按照考场内学生的学号顺序(或逆序)以S型(或M型、Z型等)排座,并将证件放在座位右上角,以备查验。

Article 15. Seats in the examination room are arranged according to the (positive or reversed) order of student numbers and in S-shape (or M-shape and Z-shape). Students should place their personal certificates on the upper right corner of the desk in case for check.

第十六条闭卷考试时,除必备文具,学生不得携带其他任何书籍、纸张、书包、通讯工具、电子用品等进入考场;如有携带,应在监考教师安排下集中存放到教室指定位置,相关通讯工具在存放前应关闭电源。开卷考试时,学生可按照要求携带相关的参考书籍、资料以及纸张等,但不得互相借阅。

Article 16. During closed-book exam, students should not bring any book, paper, bag, communication tool or electronic equipment, except for requisite stationery, into the examination room. If so, they should put them somewhere designated by the invigilator in the classroom and power-off communication tool in advance. During open-book exam, students could bring relevant books, materials and papers for reference according to the requirements, but should not lend them to others or bring some from others during the exam.

第十七条考试时学生未经监考教师允许,不得互借文具。

Article 17. Students should not borrow or lend stationery during the exam without the consent of the invigilator.

第十八条学生在交卷前不得离开座位和考场(包括中途上厕所)。确需中途上厕所,应有监考教师伴随。

Article 18. Students should not leave the seat and the examination room before handing in the test paper (even if to go to the bathroom). Accompany of invigilator is required for anyone who does really need to go to the bathroom during the exam.

第十九条因试卷纸张缺页、破损或试题不清晰等印刷、装订质量问题,学生可举手向监考教师询问;学生如发现试题内容存在错误,应通过监考教师反馈至课程主考,由课程主考在查实后当众解答。

Article 19. Students could raise hand to ask invigilator about missing or broken pages of the test paper, or indistinct words on the paper or problems caused by the poor binding quality. Student finding error with the questions in the test paper should feedback to the chief examiner via the invigilator, who will explain it after verification.

第二十条考试期间学生应服从监考教师管理。考试终止,学生应立即停止答卷,等待监考教师清点试卷无误后方可离场。

Article 20. During the exam, students should abide by the administration of the invigilator. At the end of the exam, students should immediately stop writing and leave the room after the invigilator counting the number of test papers.

第二十一条学生考试违规违纪,包括考试违纪和考试作弊。违规违纪学生的试卷,不受违规违纪处理程序影响,应正常批阅、报送成绩、装订和存档。

Article 21. Violation in the exam includes disciplinary violation and cheating. Review, scoring, report, binding and filing of test papers of students receiving disciplinary punishment due to violation during the exam should be conducted normally. 

第二十二条有下列行为之一者,按考试违纪论:

Article 22. Under any of the following circumstances, the student is viewed as violating the examination discipline:

(一)不按要求就座的;

(1) Be seated not as required;

(二)在考场内吸烟的;

(2) Smoke in the examination room;

(三)在考场内及考场周围大声喧哗不听劝阻的;

(3) Speak loud inside and outside the examination roomwithout listening to the dissuasion;

(四)不按时交卷,或停止答卷后不服从监考教师指挥的;

(4) Do not hand in test paper in time or do not obey the invigilator after stopping writing;

(五)将试卷、答题卡及相关考试材料带出考场,或没有按要求上交考试用纸的;

(5) Bring the test paper, answer sheet or related test material out of the examination room or do not hand in test papers as required;

(六)故意损毁试卷、答题卡或考试材料的;

(6) Destroy test paper, answer sheet or test material in purpose;

(七)擅自使用考试禁用的用具及其它物品的;

(7) Use forbidden appliance or other objects without permission;

(八)未经监考教师同意,互借考试用品或其他物品的;

(8) Borrow or lend appliances for examination or other objects without the permission from the invigilator;

(九)不属于上述行为的其他考试违纪行为。

(9) Other violations to the examination discipline.

第二十三条违纪行为一经认定即构成考试违纪,该门课程成绩无效,记为零分并注明违纪字样,不得参加正常补考,并视情节轻重给予警告直至记过处分。

Article 23. Once a disciplinary offence is identified as a violation to the examination discipline, the student will be rated zero in the exam, marked with “disciplinary offence”, not allowed to attend a make-up exam and even be given disciplinary punishment from warning to record of a demerit depending on the case.

第二十四条有下列行为之一者,按考试作弊论:

Article 24. Under any of the following circumstances, the student is viewed as cheating in the exam:

(一)发卷后,闭卷考试除必备文具,发现桌面或抽屉内有书籍、纸张、书包、通讯工具、电子用品等物品,或将与考试课程相关的信息写在桌椅、墙面等可清楚目视的位置,属于夹带行为。

(1) Hide book, paper, bag, communication tool, electronic equipment or any other prohibited objects on the desk or inside it after the test papers are handed out, or write relevant information on the desk, chair, wall or other visible places, in a closed-book exam, which are categorized as concealment.

(二)用肢体动作、表情以及语言等互通考试信息,传递试卷、答题卡、考试用纸、字条等,或借助考试用品、文具等传递信息,属于传递行为。

(2) Pass exam-related information with body language, expression or language, deliver test paper, answer sheet, scratch paper or note, or lend appliances for examination and stationery, which are categorized as transfer.

(三)偷看他人的试卷、答题卡、考试用纸等,或将自己的试卷、答题卡、考试用纸等故意给他人窥视,及互换试卷,属于偷看行为。

(3) Peep at other’s test paper, answer sheet or scratch paper, or offer one’s test paper, answer sheet or scratch paper for others to peep, and exchange test papers, which are categorized as peeping.

(四)以任何方式窃取试卷、答题卡,属于窃卷行为。

(4) Steal test papers or answer sheets by any means, which is categorized as stealing.

(五)让他人代考或代他人考试的双方,属于替考行为

(5) Students who find someone to take an exam for oneself and take an exam for others, which are categorized as ghostwriters.

(六)不属于上述行为的其他考试作弊行为。

(6) Other cheating behaviors during the exam.

第二十五条作弊行为一经认定即构成考试作弊,该门课程成绩无效,记为零分并注明作弊字样,不得参加正常补考,并视情节轻重给予留校察看及以上处分。

Article 25. Once any cheating behavior is identified, the student will be rated zero in the exam, marked with “Cheating”, not allowed to attend a make-up exam and even be given academic probation or more severe disciplinary punishment depending on the case.

(一)构成夹带、传递、偷看等作弊行为的,给予留校察看处分。

(1) Students with cheating behavior like concealment, transfer and peeping, shall be given academic probation.

(二)构成窃卷作弊行为的,给予开除学籍处分。

(2) Students cheating in the exam shall be dismissed of student status.

(三)构成替考作弊行为的双方,或组织作弊的,给予开除学籍处分。

(3) Ghostwriters and those using ghostwriters or organizing cheating shall be dismissed of student status.

(四)在校期间累计两次考试作弊的,给予开除学籍处分。

(4) Students have been cheated in exams twice during the schooling period shall be dismissed of student status.

第一章总则

Chapter 1 General Provisions

第一条课程考核是教学过程的重要环节,是评价教学效果、保证教学质量的重要手段。为加强教学管理、提高教育教学质量,制定本办法。

Article 1. Course evaluation plays a key role in the teaching process and in evaluating the teaching efficiency and ensuring teaching quality. The Regulations are formulated to enhance teaching administration and quality.

第二条学生所修读的理论课程和实践教学环节(以下统称课程),均需参加考核,成绩合格方可取得相应的学分。

Article 2. Students should attend evaluation for all theoretical courses and practical teaching activities (hereinafter referred to as course) they study, and be able to get the credits after passing the evaluation.

第三条本办法适用于我校全日制在校普通本科学生的各类课程考核及其考核管理工作。

Article 3. The Regulations apply to the course evaluation and other evaluation management for full-time regular undergraduates in the University.

第二章考核方式

Chapter 2 Evaluation Method

第四条课程考核分考试和考查两种方式。同一课程需统一考核方式、统一考核内容、统一阅卷标准。课程考核方式原则上按专业培养计划规定执行,不得随意变更。

Chapter 4. There are two methods of evaluation, namely exam and quiz. A course should apply unified method, content and standard of evaluation. Course evaluation should be performed in accordance with the specialized education plan and not be changed optionally.

第五条考试课程的考核一般采用笔试闭卷形式进行。经所在教学单位审核、教务处批准同意后,也可采用其他形式进行考核,如撰写论文、报告、面试、实际操作、笔试开卷等。

Chapter 5. Usually, closed-book written test is adopted for the course evaluation. With the review from the academic institution and approval from the Office of Teaching Affairs, other types of exams could be applied, such as thesis writing, report development, interview, actual operation and open-book written test.

第六条考查课程的考核,应注重考核学生平时的学习质量和过程,将期终考核与过程考核紧密结合,最终评定学生课业成绩。

Chapter 6. Quiz should mainly evaluate the student’s study quality and process. A student’s academic performance is finally assessed based on the final exam result and the evaluations during the process.

考查课程原则上采用随堂考核,并结合学生平时上课出勤情况与课堂表现,平时作业(读书笔记、实验、上机、设计等)和课程大作业(课程论文、阶段测试等)完成情况等进行综合考核。

Quiz usually takes place during the class. It is a basis for the comprehensive evaluation of a student’s performance, together with his or her attendance, classroom performance, and completion of homework (reading note, experiment, computer practice and design, etc.) and major homework (thesis and staged test, etc.).

第三章考核组织

第七条考查课程的考核,由开课单位组织实施。

The former arranges the schedule and place for exam, distributes invigilation tasks and selects test paper printing plant. And the latter arranges invigilators and chief examiners, leads the question design (for test papers A and B, and pick one), delivers test papers to printing plant, receives and distributes printed test papers, and collects, scores and files test papers after exam.

第九条课程考核实行三级主考负责制,即学校主考、教学单位主考和课程主考。学校主考由分管教学校领导担任,全面负责学校考试工作;教学单位主考由各单位分管教学的负责人担任,负责组织落实本单位开设课程的考试工作;课程主考由该门课程主讲教师担任,负责其授课班级课程考试的相应组织工作。

Article 9. There are chief examiners at university-level, institution-level and course-level in the evaluation. The university-level examiner is acted by leaders in charge of teaching in the University and takes care of all exams in the University; the institution-level one is acted by leaders in charge of teaching in the institution and responsible for exams of courses offered; and the course-level one is acted by the lecturer and organizes exams for the course he or she teaches.

第十条课程主考负责在考前到开课单位领取试卷并分送到相应考场,考试过程中及时解答有关试题中的问题;督促监考教师做好旷考、违规违纪学生的记录,收集违规违纪证据材料;考试结束时复核试卷份数,与监考教师交接试卷,并将记录有违规违纪行为的《考场记录单》复印件和相应证据材料报送至教务处。课程主考在考试过程中不得离开所辖考场范围。

Article 10. Course-level chief examiner should receive test papers from the academic institution and distribute them to examination rooms before the exam, answer questions related to the examination questions during the exam; supervise the invigilator to record students absent from the exam or violating regulations or disciplines, and collect relevant evidence; re-check the number of test papers after the exam after taking them from the invigilator, and deliver the copy of “Examination Report” with records of violations and relevant evidence to the Office of Teaching Affairs. Course-level chief examiner is not allowed to leave the examination rooms under his or her supervision during the exam.

课程主考任务如出现多校区重合情况,应由所在单位负责安排各校区专职主考协助教师,协助课程主考在不同校区同时履行课程主考工作职责。

If a course-level chief examiner is assigned with tasks in multiple campuses, the institution should provide full-time teacher to assist the chief examiner to fulfill his or her obligations in different campuses.

第十一条监考教师由各教学单位根据教务处分解的任务具体安排。原则上每个考场设置监考教师两名,可根据考场的考试人数,视情况适当增加监考教师。

Article 11. Invigilator is assigned by each academic institution based on the task breakdown provided by the Office of Teaching Affairs. In principle, one exam room should be provided two invigilators. More invigilators could be assigned to the exam room if necessary and depending on the number of students.

第十二条课程考核不合格,按下列规定处理:

Article 12. Failure in course evaluation should be treated in accordance with the following regulations.

(一)课程首次考核不合格且具备考核资格者,可在下一学期开学后参加学校安排的补考(下称期初补考)一次。

(1) Student who fails in the first evaluation but still be qualified to the exam could attend a make-up exam after the beginning of the University in next semester (hereinafter referred to as “make-up exam at the beginning of a semester”).

(二)期初补考不合格者,需重修方可取得该课程学分。

(2) Those fail in the make-up exam at the beginning of a semester should retake the course to get the credits.

第十三条各类课程补考的组织按照期末考试方式进行。

Article 13. Make-up exams for various courses should be organized in the same way with final exams.

第十四条各教学单位党政主要负责人为本单位考风考纪和考试组织第一责任人,全面负责本单位考试工作。

Article 14. The CPC and political leaders in all academic institutions are the first persons responsible for the examination discipline and organization in the institution, and in charge of the overall exams in the institution.

第十五条各教学单位应在考前加强对本单位师生的考风考纪宣传教育,组织学习学校有关考试管理规定。在考试过程中需加强巡视工作,对本学院学生所在考场考风考纪情况,监考教师、课程主考和考试工作人员履行职责情况,以及本单位考试组织实施情况进行巡查。

Article 15. All academic institutions shall enhance education on examination discipline and relevant administrative regulations of the University to teachers and students before the exam; enhance inspection and monitor the performance of invigilators, chief examiners and workers during the exam; and examine the exam organization within the institution.

第四章考核资格

Chapter 4 Qualification for Exam

第十六条具有下列情况之一的学生,取消其参加相应课程期末考核的资格,考核成绩以零分记:

Article 16. Under any of the following circumstances, a student will be deprived of the qualification for attending the final exam and be rated zero:

(一)不论何种原因,某课程缺课学时累计达到该门课程当学期学时的1/3者。

(1) Absence in 1/3 of the total class hours in a semester for whatever reason.

(二)累计缺交或未完成该门课程作业总量的1/3者。

(2) Failure in handing in or completing 1/3 of the total homework.

(三)未完成该门课程所属的课程设计、大作业、实验或上机者。

(3) Failure in completing the required course project, major homework, experiment or computer practice.

(四)课程论文、作业、实验报告等抄袭他人者。

(4) Plagiarism of other’s thesis, homework and test report.

第十七条取消学生课程期末考核资格,由任课教师在课程考核前填写《安徽建筑大学取消学生课程考核资格报告单》,经开课单位审核并报教务处批准后,由开课单位书面通知学生本人。

Article 17. To reject a student to attend the final exam, the teacher should fill in “Report on Canceling Student’s Qualification for Exam at Anhui Jianzhu University” before the exam. The application should be reviewed by the academic institution and approved by the Office of Teaching Affairs. The student involved should be notified by the academic institution in written form.

第十八条具有下列情况之一的学生,取消其参加相应课程期初补考的资格:

Article 18. Under any of the following circumstances, a student will be deprived of the qualification to the specific make-up exam:

(一)课程期末考核被认定为考试违规违纪者。

(1) Violation of regulations or disciplines in the final exam.

(二)课程期末考核无故旷考者。

(2) Absence of examination without reason in the final exam.

(三)课程期末考核资格被取消者。

(3) Disqualification to the final exam.

(四)课程非首次考核不及格者。

(4) Repeated failures in the exam.

(五)实验、实习、课程设计、毕业设计(论文)等实践教学环节考核不合格者。

(5) Failure in exams of practical education activities, such as experiment, internship, course project and graduation project (thesis).

第五章缓考

Chapter 5 Delay of Exam

第十九条因病或其他特殊原因不能参加课程考核的学生,应于考前一周填写《安徽建筑大学学生课程缓考申请表》,办理缓考手续。

Article 19. Student who is not able to attend the exam due to illness or other special reason should fill in “The Application for Delayed Exam at Anhui Jianzhu University” one week ahead of the exam and go through related formalities.

第二十条考前未完整履行缓考手续或相关证明材料不齐全的,不予缓考,按旷考处理。旷考课程成绩以零分记载,并注明旷考字样。

Article 20. Failure to fulfill the formalities for delay of exam or provide relevant evidence before the exam leads to rejection of the application and will be seemed as absence of examination. The result will be rated zero and marked with “absence of examination”.

第二十一条学生申请课程缓考,按下列规定处理:

Article 21. The following procedures should be followed to apply for delay of exam:

(一)非毕业学期期末考试课程缓考,安排在下一学期参加期初补考一次。

(1) Except for the final exam of the last semester, exams delayed could be re-taken at the beginning of next semester.

(二)毕业学期(含延长学习期限),不得申请课程缓考。

(2) Students in the last semester (including the extended length) are not allowed to apply for delay of exam.

(三)期初补考不得申请课程缓考。

(3) Make-up exam at the beginning of a semester is not allowed to be delayed.

(四)被取消期末考核资格的课程,不得申请缓考。

(4) Students being deprived of qualification to attend the final exam are not allowed to apply for delay.

(五)实验、实习、课程设计、毕业设计(论文)等实践教学环节,不得申请缓考。

(5) Exams of practical teaching activities, such as experimental course, internship, course project and graduation project (thesis) are not allowed to be delayed.

(六)全校公共选修课程,不得申请缓考。

(6) Public elective courses are not allowed to be delayed.

(七)申请免听与免修的课程,不得申请缓考。

(7) Students being offered with free attendance or exemption of a course should not apply for delay of the related exam.

(八)学生因病或因事请假而需申请缓考,但未按审批权限获得相应假期批准的,不得申请缓考。

(8) Students who fail to follow the approval procedure to apply for delay of exam due to illness or personal affairs are not allowed to delay the exam.

第二十二条缓考课程考试成绩按正常考试成绩据实记载,并注明缓考字样。

Article 22. Result of the delayed exam is recorded faithfully as that of a normal exam and marked with “Delayed Exam”.

第六章制卷与成绩报送

Chapter 6 Preparation of Test Papers and Submission of Exam Result

第二十三条考试课程试卷由教务处统一组织印制,考查课程试卷由各教学单位组织印制。

Article 23. The Office of Teaching Affairs is in charge of arranging printing of exam papers, and academic institutions of printing of quiz papers.

第二十四条各教学单位应依据教学计划,在课程教学结束前,组织开展命题(AB卷),并在规定的时间内将试卷送至教务处指定机构印制。

Article 24. All academic institutions should start design of test papers (A and B) before the end of course teaching and deliver test papers to the printing plant designated by the Office of Teaching Affairs, based on the education plan.

第二十五条试卷印制完毕后,由开课单位妥善保管,考前由课程主考分发给监考教师。

Article 25. After printing, test papers should be well kept at each academic institution and distributed to invigilators by the chief examiner before exam.

第二十六条课程成绩评定与记载,按下列规定处理:

Article 26. Evaluation and record of course grade should follow the bellowing requirements:

(一)课程成绩以百分制记载。

(1) The course grade adopts hundred-mark system.

(二)课程成绩应包括平时成绩和期末考试成绩两部分。平时成绩和期末考试成绩的构成需按照课程教学大纲要求执行。

(2) The course grade consists of usual performance and final exam result. The proportion of which should be defined based on the requirements of the specific teaching program.

(三)平时成绩的考核应反映学生平时的学习质量和过程,应根据学生平时上课出勤情况、课堂表现、作业完成情况、阶段测试成绩等情况予以评定。

(3) Usual performance reflects the student’s study quality and process every day, and is evaluated based on the student’s attendance, classroom performance, completion of homework and periodical tests.

(四)免听课程学生需按要求完成规定的大作业、实验,计入课程考核平时成绩;若无相应的课程大作业与实验要求,学生考核成绩以期末考核成绩为准。

(4) Usual performance of students with exemption in a course is evaluated based on the completion of required major homework and experiment. If there is no major homework or experiment, final exam result is taken as the usual performance result.

(五)各类补考课程成绩,以卷面成绩评定,不计平时成绩。

(5) Scores of make-up exams are only counted by the exam grade without considering the usual performance evaluation.

(六)课程考核结束后3个工作日内,主讲教师应进行网上成绩录入并报送学生课程考核成绩。

(6) The lecturer should input scores to the online system and submit the exam result within 3 work days after the evaluation.

第二十七条学生若对本人课程考核成绩存在疑问,应在成绩公布后10个工作日(不计寒暑假)内,填写《安徽建筑大学学生考试成绩复查申请表》,提出书面成绩复查申请,经所在学院分管教学负责人审查同意后报教务处审批。

Article 27. Student with doubts over his or her course examination result should fill in “Application for Counterchecking of Exam Results at Anhui Jianzhu University” to apply for rechecking the result within 10 work days (not including winter or summer vacation) after the release of exam results, to get the agreement from the leaders in charge of teaching in the school and the approval from the Office of Teaching Affairs.

教务处审批同意后,由开课单位分管教学院长、课程所属专业系(教研室)主任、教学秘书和学生所在学院分管教学院长、辅导员等组成三人以上的复查小组对试卷进行复查。试卷复查范围仅限于卷面漏判、错判和统分错误。

With the consent of the Office of Teaching Affairs, a countercheck team is set up by leaders in charge of teaching in the academic institution, director and teaching secretary of the school, head of the school and tutor of the student. The scope of countercheck is only limited to missed and erroneous judgements and erroneous calculation of the total score.

复查小组在试卷复查工作结束后,应在《安徽建筑大学学生考试成绩复查申请表》上填写复查结果报教务处。若确有差错,开课单位应依据学校有关规定及时办理成绩修改事宜,复查小组应写出书面调查报告报教务处。

The countercheck group should fill the result in the Application for Counterchecking of Exam Results at Anhui Jianzhu University” and submit it to the Office of Teaching Affairs after it finish rechecking. If the error is confirmed, the academic institution should revise the exam result in accordance with the relevant regulations and the countercheck team should provide a written investigation report to the Office of Teaching Affairs.

第七章试卷保密

Chapter 7 Confidentiality of Test Papers

第二十八条学校实行试卷保密责任制。各级各类考试工作人员,应在考试工作过程中做好保密工作,严防试卷失密、泄密等事件发生。

Article 28. The University adopts a responsibility system for the confidentiality of test papers. Workers involved in various exams should ensure the confidentiality of the test papers and avoid any leak of test papers.

第二十九条各教学单位应对试卷的命题、审核、印制、领取、保管、发放、评阅和存档等各环节制定相应的保密办法,并与学校考试主管部门签订保密责任书。

Article 29. All academic institutions should develop corresponding confidentiality provision for question design, and review, printing, receiving, storage, distribution of test papers, and marking and filing of test papers; and should sign liability statement on confidentiality with superior authority in charge of examination in the University.

第三十条各教学单位应加强对命题教师、课程主考、监考教师、试卷保管人员及考试工作人员的保密教育,增强保密意识。

Article 30. All academic institutions should enhance education on confidentiality to question setter, chief examiner, invigilator, keeper of test papers and workers involved in the exam, in order to develop stronger sense of confidentiality.

第三十一条试卷印制单位应加强对内部工作人员的保密教育,与工作人员签订保密协议,加强保密措施,并与学校考试主管部门签订保密协议。

Article 31. Printing plant of test papers should enhance education on confidentiality to its workers, sign confidentiality agreement with them, strengthen confidentiality protection and sign confidentiality agreement with the superior authority of examination of the University.

第三十二条各教学单位在与印制单位进行试卷交接(印前交付与印后取回)时,应严格按照试卷保密要求,规范操作程序、严格交接手续。

Article 32. All academic institutions should strictly follow the confidentiality requirements, specified operation procedure and hand-over procedure when handing over test papers with the printing plant (before and after printing).

第八章附则

Chapter 8 Supplementary Articles

第三十三条各教学单位应依据本办法,结合本单位实际,制定相应的课程考核组织和实施细则,做好本单位考试工作。

Article 33. All academic institutions should develop detailed regulations on the organization and implementation of course evaluation based on their reality and the Regulations, and manage examinations within their organization well.

第三十四条本办法自发布之日起施行,原《安徽建筑大学课程考核管理办法》(校字〔2014109号)同时废止,由教务处负责解释。

Article 34. The Regulations come into force upon promulgation and should be interpreted by the Office of Teaching Affairs, while the previous “Administrative Regulations on Course Assessment at Anhui Jianzhu University (No. XZ2014-109)” should be repealed simultaneously.

为进一步规范我校国际学生的日常生活行为,依据《中华人民共和国教育法》、《中华人民共和国高等教育法》、《高等学校学生行为准则》、《学校招收和培养国际学生管理办法》等精神,以及《安徽建筑大学学生违纪处分实施办法》有关规定,制定本行为规范。

This code of conducts is developed to provide international students in the University a standard reference in the conduct of life and based on the essence of “The Education Law of the People’s Republic of China”, “The Higher Education Law of the People’s Republic of China”, “The Standard of Behavior for Students in Institutions of Higher Education”, “The Regulations on Enrollment and Education of International Students” and “The Regulations on the Implementation of Disciplinary Punishment of Violation at Anhui Jianzhu University”.

第一章国际学生行为守则

Chapter 1 Behavioral Rules for International Students

第一条遵守中华人民共和国法律、法规,尊重我国的社会公德和风俗习惯,杜绝有损中华人民共和国、社会和人民利益的行为;

Article 1. Abide by Chinese laws and regulations, respect the social morality and customs in China and avoid any behavior that would damage the interest of the People’s Republic of China, and the society and people of China;

第二条遵守学校的各项规章制度和纪律要求,服从管理教育,维护公共秩序;

Article 2. Adhere to various rules, regulations and disciplinary requirements of the University, obey administration and education management, and maintain public order;

第二章国际学生行为规范

Chapter 2 Code of Conducts for International Students

第一条严禁在校内进行传教及宗教聚会等活动。

Article 1. It is prohibited to preach on one’s religion or organize religious activities in campus.

第二条不得参加有损害中华人民共和国的政治性活动,但可以自愿参加各种公益活动。

Article 2. Students are not allowed to participate in political activities against the People’s Republic of China, but is allowed to join in various public charity activities.

第三条经学校批准,可在校内成立联谊团体,在中国律、法规规定的范围内活动,并接受学校的指导和管理。

Article 3. Fellowship groups are allowed to set up in campus with the approval from the University and should be run within the range specified in laws and regulations and under the guidance and administration of the University.

第四条经学校同意,可在校内指定地点和范围举行庆祝本国重要传统节日的活动,但不得有反对、攻击其他国家、民族的内容或者违反公共道德的言行。

Article 4. International students are allowed to hold celebrations of important festival in their countries at the designated place and range in campus upon approval. However, statements and actions against or attacking other countries, nationalities and public moralities are not allowed.

第五条在校学习期间可按学校规定参加勤工助学活动,但不得就业、经商,或从事其他经营性活动。

Article 5. International students are allowed to take a campus part-time job while studying at the University , but not to take up an occupation, go into business, or engage in other business activities.

第六条不得从事非法的社会和政治活动:  

Article 6. The following illegal social and political activities are prohibited:

1.不得违反《中华人民共和国游行示威法》或其它有关法规,组织、参加未经批准的游行、示威活动;组织或煽动闹事,破坏安定团结、扰乱社会秩序或破坏正常的教学、科研及生活秩序。  

1. Violation of “The Law of the People’s Republic of China on Assembles, Processions and Demonstrations” and other relevant regulations due to organization or participation in unapproved procession or demonstration; organization or instigation of disturbance; and destruction of stability and unity or normal teaching, scientific research and living orders.

2.不得书写、制作、张贴、投递、散发有非法内容的大小字报、传单、标语等,混淆视听或制造混乱。  

2. Writing, preparation, posting, delivery and distribution of big-character or small-character poster, leaflet and slogan containing illegal contents to mislead the people or make a mess.

3.不得组织开展未经批准的社会政治、学术活动或举办未经批准的集会、沙龙、俱乐部等。 

3. Organization of unapproved social, political or academic activity or holding of unapproved assembly, salon or club.

4.不得组织成立、加入未经批准的社团并开展活动,或以合法社团名义开展非法活动、出版非法刊物。

4. Establishment or participation in unapproved clubs and implementation of related activities, or launch of illegal activities or publication in the name of legal club.

5.不得在校内外组织、参与邪教、迷信活动。

5. Organization and participation in heresy or superstition inside and outside the University.

6.不得登陆非法网站、传播有害信息。

6. Log-in of illegal website and transmission of harmful information.

第七条禁止私藏管制刀具,不得有酗酒、打架斗殴、赌博、贩毒吸毒,以及传播、复制、贩卖非法书刊和音像制品等违法行为;不得参与非法传销和进行邪教、封建迷信活动。

Article 7. Private collection of controlled knife, and illegal acts like excessive drinking, fighting and brawling, gambling, drug trafficking and taking, and transmit, duplication and selling of illegal books, periodicals, audio and video products; and participation in illegal pyramid selling, heresy and feudalistic superstition are prohibited.

第八条禁止偷窃、诈骗、抢夺、敲诈勒索,非法占有、占用国家、集体或个人财物,禁止隐匿、毁弃或私拆他人信件。

Article 8. Stealing, fraud, loot, blackmail; and illegal possession and occupation of national, group or personal assets; and concealment, incineration or open others’ letters without any permission are porhibited.

第九条禁止收看、制作、传播淫秽物品或非法同居,严禁非法藏匿、出售、服用毒品,严禁调戏、侮辱妇女或进行其它流氓活动,严禁卖淫、嫖娼。

Article 9. Watch, preparation or spread of obscene goods, cohabitation without legal marriage, and illegal concealment, selling or consumption of drugs, and molestation of or insultation against women, or commitment of other indecent activities, or prostitution or whoring are prohibited.

第十条不得造谣、诬陷、侮辱、谩骂或威胁他人,禁止伪造、冒领、盗用、私自涂改或转让各种证件、协议书成绩单、综合测评成绩等重要材料和证明文件。 

Article 10. Students are not allowed to start a rumor about others, frame a case against others, insult, abuse or threat others; nor to counterfeit, falsely claim, embezzle, alter or transfer privately all kinds of important materials and evidences, including certificate, agreement, transcript and examination result.

第十一条不准穿过分暴露的服装,不准男女生在公共场合有过分亲密动作,不准学生晚归或夜不归宿。

Article 11. Students are not allowed to wear excessively revealing clothes, have excessive intimate acts between boys and girls in public space or stay out late or all night.

第十二条不得在教室、宿舍、办公室等公共场所大声喧哗,不得在公寓以及教室、实验室等公场所吸烟。

Article 12. Loud talking and smoking are prohibited in public space like classrooms, dormitory and office.

第十三条不得妨碍国家工作人员或学校管理人员依法或依校规执行公务。

Article 13. Obstruction of civil servants or administrators of the University in the execution of their duties according to law or regulations of the University is not allowed.

第十四条凡违反本规定者,依《安徽建筑大学学生违纪处分实施办法》等有关规定予以处罚。

Article 14. Anyone who violate the Regulations will be punished in accordance with “The Regulations on the Implementation of Disciplinary Punishment of Violation at Anhui Jianzhu University”.

第十五条本规范自发布之日起实施,由国际交流合作处负责解释。

Article 15. These Regulations come into force upon promulgation and should be interpreted by the International Office.

The Regulations are formulated to enhance administration of and service for daily life of international students, as well as to create a safe, civilized, hygiene and comfortable space for them to study and live, since the International Student Apartment is an important premise for international student (foreign student, preppy and research student).

一、住宿规定 [转自:南京信息工程大学国际教育学院

I. Regulations on Accommodation.

第一条凡在我校注册的国际学生,一律须在我校的国际学生公寓居住。

Article 1. International students who have registered at the University should live in the International Student Apartment without exception.

第二条学习期限在一年及以上的学生,入学时须一次性付清一学年的住宿费。学习期限在一年以下的,按学习期限一次性付清住宿费。

Article 2. Students with the length of schooling above one year should pay the accommodation fee for an academic year at one time upon enrollment; and those shorter than one year should pay it for the entire length at one time.

第三条学生入住前需对房间内配备物品进行清点,与宿舍管理员提供的《国际学生公寓房间物品清单》进行对照,二者相符后在《清单》上签字。在使用过程中如有损坏或遗失需照价赔偿。

Article 3. Before moving in the apartment, students should check the items available inside according to the “List of Room Items in International Student Apartment” provided by the apartment administrator, and sign on the “List” if there is no missing item. Any damage or loss of room items during your stay here should be compensated according to the cost.

第四条学生须按照国际交流合作处指定的房间住宿,不得私自调换房间。特殊情况需调整的,由学生本人向国际交流合作处提出书面申请。

Article 4. Students should stay in the room assigned by the International Office. Room change without permission is not allowed. Under any special circumstance, a student could apply to the International Office in written form to change a room.

第五条公寓内分配的住房只准国际学生本人居住,不得转让、转租自己的床位。学生不得私配钥匙或将钥匙转借他人。

Article 5. The assigned room only allows the specified international student to live in, thus should not be transferred or subleased. Lending or duplicating keys is not permitted under any circumstances.

第六条学生不得私自在房间里留宿外人。

Article 6. Visitors are not permitted to stay over night in your room.

第七条学生未经许可不得进入他人房间;不得私自搬换或多占家具设备;不得私自拆改房间的公共设施;不得在室内外墙壁涂写;不得私自增添大件家具设备或占用他人的生活空间。

Article 7. Students shall not enter others’ rooms without permission. No movement or additional occupation of furniture is permitted; no demolition and renovation of public facilities in the room is permitted; no painting or scrawling on interior or exterior walls is allowed; no other large furniture shall be added, and no occupation of others’ living space is allowed.

第八条严禁在公寓内有赌博、酗酒、吸毒、偷窃、打架斗殴等违反中国法律和学校纪律规定行为;严禁携带易燃、易爆、剧毒、放射等威胁人身财产安全物品或淫秽物品进入公寓;严禁在公寓内进行推销、传销或其它经商活动;严禁在公寓内生火或焚烧物品。

Article 8. Gambling, alcoholism, drug abuse, theft, assault, and any other violations against Chinese laws and regulations of the University are strictly prohibited. Flammable, explosive, toxic, radioactive or any other threatening and obscene objects are prohibited in the apartment. No promotion sales, pyramid sales or any other business activities are permitted in the apartment. Students are strictly prohibited from setting fires or burning goods in the apartment.

第九条国际学生公寓每晚23:00关门。学生不得迟于23:00归宿,且不得随意在外留宿。因特殊原因迟归公寓者,须凭证件在公寓管理员处登记后方能进入。迟归三次以上者,学校将给予警告及以上处分。

Article 9. No access to the International Student Apartment is permitted after 23:00pm. Students should not return to the apartment later than 23:00 nor stay out at will. If students fail to return to their apartments in time due to specific circumstances, they should register at the apartment administration with relative certificates before being allowed to get in. Students who have been returned late for more than 3 times will be given disciplinary punishment above warning.

第十条学生假期回国、外出旅游、探亲访友等,须在向学校办理请假等手续的同时,告知公寓管理员。

Article 10. International students must go through formalities for leave and inform the apartment administrator of return to their countries during vacation, leave for travel, or for visiting friends or relatives.

二、用电管理规定

II. Regulations on Power Consumption

第十一条学生使用公寓内配备的厨房、洗浴、供暖等电器设施,必须严格按照操作说明,做到安全规范使用,确保用电安全和节约用电。房间内无人时,所有电器须断开电源,以免发生火灾。

Article 11. Students should strictly follow the operating instructions when using kitchen, bathroom, heater and other electric appliances in the room, and ensure safe and normative use of electric appliances, as well as saving electricity. Power supply should be cut off before leaving the apartment to prevent the possibility of fire disaster.

第十二条公寓房间的电器或电路发生故障时,须报告公寓管理员,由公寓管理员安排电工进行检修,严禁学生私自拆修。

Article 12. Failed appliances or electrical problems should be reported to the administrator, who will send an electrical engineer to the site for inspection and repair. Students are not permitted to disassemble or repair any component.

第十三条如因违反上述规定而造成火灾等事故,由责任人承担相应责任,并赔偿一切损失,后果严重者,将受到校纪处分,直至追究刑事责任。

Article 13. Students who cause fire disaster or other accidents due to breach of any of the provisions listed above should pay for the damage, and even receive disciplinary punishment in accordance with regulations of the University and be given criminal sanction in case of serious consequence.

三、会客制度

III. Regulations on Reception

第十四条国际学生公寓实行来访登记制度。来访者须向公寓管理员出示身份证、学生证或其他有效证件,并履行登记手续后,方可进入国际学生公寓。

Article 14. Visitors to the International Student Apartment should register at the apartment administration and show their ID cards, student cards or other valid personal certificates. They are allowed to get in after fulfilling the registration formality.

第十五条学生上课时间原则上不得会客。

Article 15. No reception during classes is permitted in principle.

第十六条国际学生公寓每晚2300后,一概不接待来访。

Article 16. No visitor should be received at the International Student Apartment after 23:00pm.

四、其它规定

IV. Additional Regulations

第十七条学生应遵守道德规范,养成文明习惯,自觉保持公寓楼内外的整洁美观,不得在公寓楼内停放自行车,不得在公寓内吸烟,不得向楼外投弃物品,不得在公寓楼内饲养宠物。

Article 17. Students shall obey the code of ethics, and be well-behaved. Students are required to keep their apartments and the building clean and tidy. Bicycles are not allowed to park inside the building. Smoking is not allowed in the apartment and throwing stuff from upstairs is prohibited. No pets are allowed in the building.

第十八条自觉维护公共厨房、客厅的清洁卫生,注意节约用水。

Article 18. Students shall keep their public kitchen and living room clean and tidy. No wasting of water is permitted.

第十九条自觉保持公寓环境安静,不得在公寓内跳舞、大声喧哗、大声放音乐等影响他人学习和休息的活动。

Article 19. Students should maintain a quiet space in the building and not disturb others’ study or rest by making noises such as dancing, shouting and playing music loudly.

第二十条爱护公寓内的设备设施,严禁私自移动、损坏公寓内的灭火器等消防器材。

Article 20. Students should take care of any equipment and facility in the building. Movement without permission or damage of fire distinguisher and other fire equipment in the building is prohibited.

第二十一条学生学习期满离校,须向公寓管理员交还房间钥匙、并清点检查房间内的设施,确保完好无损。如有非正常使用造成的设施损毁,须照价赔偿。

Article 21. Students should return room keys to the administrator and check the intactness of facilities in the room before leaving the University at the end of their study period. Any damage to the facility due to abnormal use should be compensated according to the cost.

第二十二条学生应认真配合学校组织的文明卫生和安全检查,并按要求积极整改。

Article 22. Students should be cooperative during the sanitary and safety inspection organized by the University and take corrective measures proactively as being required.

第二十三条学生未向学校履行请假手续擅自离校超过一个月,学校有权清理其房间和床位。个人物品代为保管一个月,超过一个月不领取,学校有权处理。

Article 23. Regarding students who leave the University for more than one month without fulfilling the procedure for leave, the University reserves the right to take back their room and bed. Personal belongings may remain in the apartment for up to one month, but afterwards they will be disposed by the University. 

五、附则

V. Supplementary Article

第二十四条所有国际学生入住公寓前,须与学校签订《国际学生公寓住宿协议》,承诺认真遵守本规定各项条款。凡违反规定者,视情节轻重给予相应的处分并追责;造成特别严重后果的,移交公安部门处置。

Article 24. All international students should sign the “Accommodation Agreement of International Student Apartment” with the University before moving in as a commitment to abide by the specified terms. Any violation of the regulations will be investigated and punished depending on the seriousness of the case. The offending person will be handed over to the Public Security Department in case of especially severe consequence.

第二十五条本规定自发布之日起实施,由国际交流合作处负责解释。

Article 25. The Regulations come into force upon promulgation and should be interpreted by the International Office.

 


 

14.安徽建筑大学国际学生安全管理暂行规定

14. The Interim Regulations on Safety Management of International Students at Anhui Jianzhu University

 

为加强国际学生的安全管理,保障国际学生的人身财产安全,维护校园稳定,根据《中华人民共和国教育法》、《中华人民共和国外国人入境出境管理法》、《学校招收和培养国际学生管理办法》、《来华留学生高等教育质量规范(试行)》有关规定,结合学校工作实际,制定本规定。

The Regulations are formulated to enhance the safety management for international students, protection of the personal and property safety of international students and maintenance of the stability of the campus, based on “The Education Law of the People’s Republic of China”, “The Law of the Control on the Entry and Exit of Aliens of the People’s Republic of China”, “The Regulations on Enrollment and Education of International Students” and “The Standard on Education Quality for International Students in China (for Trial Implementation)”.

第一条国际学生的安全管理工作由学校党委、行政统一领导,国际交流合作处作为牵头责任单位负责,各相关学院、保卫处、后勤集团等部门各负其责、共同实施。

Article 1. The safety management of international students is led by the CPC and administration of the University, responsible by International Office and executed by all schools, Security Office, Department of Support Services and other departments.

第二条加强国际学生的安全教育。每学期开学初,国际交流合作处、保卫处、后勤集团会同公安部门等相关机构为全体国际学生作安全常识教育,宣讲国家相关法律法规和学校的规章制度。

Article 2. Safety education for international students should be enhanced. At the beginning of each semester, International Office, Security Office and Department of Support Services works with the Public Security Department and other related authorities to give international students lectures on common sense of security, related Chinese laws and regulations, and the rules and regulations of the University.

第三条国际学生必须遵守《中华人民共和国宪法》,不得危害中国国家安全,不得从事与国际学生身份不符的活动,不得损害社会公共利益,破坏扰乱公共秩序。国际学生因本人违反中国法律而发生刑事案件或治安案件的,由中国公安司法部门依法处理,违反校纪校规的由学校按有关规定进行处理。

Article 3. International students should abide by the “Constitution of the People’s Republic of China” and not to jeopardize the national security of China, or engage in any activity unbecoming of an international student, or damage the social and public interest, or damage and disturb the public order. Those who are involved in criminal case or public security case due to violation of Chinese laws will be prosecuted by the Chinse Public Security and Juridical Departments in accordance with the law; while those who violate the rules and regulations of the University will be punished by the University according to related regulations.

第四条国际学生应自觉遵守、留学生应自觉遵守《中华人民共和国出境入境管理法》、《中华人民共和国外国人入境出境管理条例》、《中华人民共和国国家安全法》、《中华人民共和国境内外国人宗教活动管理规定》、《中华人民共和国境内外国人宗教活动管理规定实施细则》、以及各项校纪校规。国际交流合作处、保卫处等部门应加强对国际学生的政治管理、安全管理和社会管理,预防突发事件,积极配合公安机关等相关部门及时处理各项涉外事故和案件,维护学生良好的学习和生活秩序,同时办理好国际学生日常的入出境、居留、延长、变更等项手续,并积极配合公安、安全、海关和卫生检疫等部门做好各项监管工作。

Article 4. Both international students and foreign students should abide by “The Exit and Entry Administration Law of the People’s Republic of China”, The Regulations of the People’s Republic of China on Administration of the Entry and Exit of Foreigners”, “State Security Law of the People's Republic of China”, “Provisions on the Administration of Religious Activities of Aliens within the Territory of the People’s Republic of China” and “The Regulations on the Implementation of the Administration of Religious Activities of Aliens within the territory of the People’s Republic of China”, and the rules and regulations of the University. The International Office, Security Office and other departments should enhance political, safety and social management of international students, to prevent emergency, cooperate proactively with Public Security Department and other authorities to handle foreign-related accidents and cases, maintain a great space for students to study and live, and handle the formalities for entry, exit, residence, extended stay and change of international student, and work with the Public Security, HSE, Customs, Health Quarantine and other departments to conduct supervisory works.

第五条国际学生到校后,须在24小时内到公安机关办理申报住宿登记手续,在30日内办理来华居留手续,由国际交流合作处协同完成,有关材料报保卫处备案。国际学生须填写安徽建筑大学外籍人员登记表等表格,办理其他相关手续。

Article 5. Upon arrival at the University, international students should go through accommodation registration within 24 hours and apply for residence permit in China within 30 days at the Public Security department, with the coordination from International Office. Related materials should be put on records at the Security Office. International students should fill in “Registration of Foreigners at Anhui Jianzhu University” and other forms to go through related formalities.

第六条保卫处负责加强对国际学生住所周边巡逻和监控及国际学生公寓的安全管理督查工作。及时报告并妥善处理可能出现的突发事件;化解国际学生与我国公民的矛盾纠纷;及时制止国际学生的违法、违纪行为,情节严重者报公安,司法机关依法处理。

Article 6. The Security Office is responsible for enhancing patrolling around the residence of international students and the safety management of international student apartment; and should report and handle properly any potential emergency, resolve any contradiction and dispute between international students and Chinese citizens, stop any illegal behavior or disciplinary offence of international students, and report to the Public Security and hand over to the Juridical authority in case of serious violation.

第七条国际学生在校内发生突发事件时,应立即报告国际交流合作处。在校外遇到突发事件时应及时拨打110报警电话寻求帮助并同时向国际交流合作处报告。国际交流合作处立即向学校主要领导报告,并酌情启动应急处置预案。

Article 7. If there is an emergency in campus, international students should report to the International Office immediately; and if encountering emergency outside of the University, they should call 110 in time for help and report to the International Office, which will report to the leadership of the University and activate emergency disposal plan according to the circumstance.

第八条学校尊重国际学生本国的风俗习惯和宗教信仰,但不提供宗教活动场所。国际学生要尊重中国公民的风俗习惯,不得在校园内进行传教、宗教聚会等任何宗教活动。

Article 8. The University respects the customs and religious belief of international students, but does not provide place for religious activities. International student should also respect the Chinese customs and not preach one’s religion or organize any religious activities in campus.

第九条国际学生举办各类大型活动,应遵守学校大型文体活动的管理规定,提前一周经国际交流合作处向保卫处提出申请,经批准后方可举行。

Article 9. To hold any large-scale activity, international students should follow the administrative regulations on large-scale recreational and sports activity of the University and submit application to International Office and Security Office one week in advance for approval.

第十条国际学生在校学习期间不得经商或从事其他经营性活动,但可以按学校规定参加校内勤工助学活动。凡接收国际学生勤工助学的学校各单位,应及时到国际交流合作处备案,加强对国际学生勤工助学活动的指导。

Article 10. International students are not allowed to take up an occupation or engage in other business activities during the schooling period, but allowed to take a part-time job in campus. All departments of the University accepting international students as part-time workers should register at International Office in time, and enhance guidance for international students in their part-time jobs.

第十一条国际学生须遵守消防法规,按有关规定使用电器设备,不得在在宿舍内私拉电线。如违反规定造成火灾的,要赔偿经济损失,情节严重的由司法机关依法追究责任。

Article 11. International students should abide by the fire control laws and regulations and use electric appliances in accordance with the related regulations. Installation of electric wires without permit is not allowed. Students who cause fire disaster due to violation of fire control laws and regulations, should pay for the damage, and even be investigated by the Juridical authority in case of serious consequence.

第十二条国际学生须遵守《安徽建筑大学国际学生公寓管理规定》,严禁在宿舍楼内吸烟、酗酒、赌博、打架斗殴、存放易燃易爆物品、饲养宠物。

Article 12. International students should obey “The Regulations on International Student Apartment Management at Anhui Jianzhu University”. Smoking, alcoholism, gambling, assault, storage of flammable and explosive materials, and pets are not allowed in the building.

第十三条加强国际学生公寓的外来人员出入管理。来访者必须持有效证件到公寓前台登记,无证件者不得进入国际学生公寓。严禁在住所留宿他人。

Article 13. Administration of entry and exit of visitors at International Student Apartment should be enhanced. Visitors must show valid personal certificates and register at the reception desk of the apartment. Those fail to do so will be rejected to get in. Visitors are not permitted to stay overnight in the room of international students.

第十四条国际学生一律安排在校内公寓住宿,不得在校外住宿。

Article 14. International students should stay in the assigned apartment in the University and not live outside the University.

第十五条国际学生因故离开市区或节假日外出旅游,须向辅导员和所在学院请假,并到国际交流合作处、保卫处备案。国际学生外出旅游或从事其它校外活动,必须遵守有关防盗、防火、交通及人身安全等规定;在校外发生的一切问题,学校不承担责任。

Article 15. International students must apply to the Instructor and the department, and report to the International Office and Security Office for leaving the city or traveling during vacation. When travelling or involving in other off-campus activities, international students should obey the regulations on guard against theft, fire prevention, transportation and personal safety. The University assumes no responsibility for any incident occurred off-campus.

第十六条国际学生毕业、结业、肄业、退学后,必须在规定的时间内出境。对受到勒令退学或开除学籍处分的外国留学生,国际交流合作处应及时通知公安机关出入境管理部门。公安机关出入境管理部门依法收缴其所持外国人居留证或缩短其在华停留期。

Article 16. International students must leave China within the required time upon graduation, completion of study, quitting the University or dropping out of the University. For those who are forced to drop out of the University or expelled from the University, the International Office should inform the Exit and Entry Administration Department of the Public Security Bureau, which will take back their residence permits or shorten their stay in China according to law.

第十七条本规定自发布之日起实施,由国际交流合作处负责解释。

Article 17. The Regulations come into force upon promulgation and should be interpreted by the International Office.

第一章总则

Chapter 1 General Provisions

第一条为了规范签证的签发和外国人在中国境内停留居留的服务和管理,根据《中华人民共和国出境入境管理法》(以下简称出境入境管理法)制定本条例。

Article 1. The Regulations are formulated in accordance with the “Exit and Entry Administration Law of the People’s Republic of China” (hereinafter referred to as the “Exit and Entry Administration Law”), for the purpose of regulating the issuance of visas and provision of services to, and administration of affairs of, foreigners who stay or reside within the territory of China.
   
第二条国家建立外国人入境出境服务和管理工作协调机制,加强外国人入境出境服务和管理工作的统筹、协调与配合。

Article 2. The State establishes a mechanism for coordinating the services and administration in respect of the entry and exit of foreigners, in order to improve the overall arrangement, coordination and cooperation in the field.
   
省、自治区、直辖市人民政府可以根据需要建立外国人入境出境服务和管理工作协调机制,加强信息交流与协调配合,做好本行政区域的外国人入境出境服务和管理工作。

The people’s governments of provinces, autonomous regions, and municipalities directly under the Central Government may, where necessary, establish mechanisms for coordinating the services and administration in respect of the entry and exit of foreigners, in order to increase exchange of information and facilitate coordination and cooperation, and provide services and administration within their respective administrative regions.
   
第三条公安部应当会同国务院有关部门建立外国人入境出境服务和管理信息平台,实现有关信息的共享。

Article 3. The Ministry of Public Security shall, in conjunction with the relevant departments of the State Council, establish a platform of information concerning the services and administration in respect of the entry and exit of foreigners in order to share information in the field.
   
第四条在签证签发管理和外国人在中国境内停留居留管理工作中,外交部、公安部等国务院部门应当在部门门户网站、受理出境入境证件申请的地点等场所,提供外国人入境出境管理法律法规和其他需要外国人知悉的信息。

Article 4. In issuing visas and in administering the stay and residence of foreigners within the territory of China, the Ministry of Foreign Affairs, the Ministry of Public Security and other departments of the State Council shall, on their portals and websites and at the places where exit or entry applications are accepted, make available the laws and regulations on the administration of the entry and exit of foreigners and other information that foreigners need to know.

第二章签证的类别和签发

Chapter 2 Categories and Issuance of Visas

第五条外交签证、礼遇签证、公务签证的签发范围和签发办法由外交部规定。

Article 5. The scope and measures for issuance of diplomatic, courtesy and official visas shall be specified by the Ministry of Foreign Affairs.

第六条普通签证分为以下类别,并在签证上标明相应的汉语拼音字母:

Article 6. Ordinary visas are divided into the following categories and shall be marked with corresponding letters in the Chinese phonetic alphabet:

(一)C字签证,发给执行乘务、航空、航运任务的国际列车乘务员、国际航空器机组人员、国际航行船舶的船员及船员随行家属和从事国际道路运输的汽车驾驶员。

(1) The C visa is issued to crew members performing duties on board an international train, aircraft or vessel, and the accompanying family members of vessel crew members, and vehicle drivers engaged in international transportation services;

(二)D字签证,发给入境永久居留的人员。

(2) The D visa is issued to persons who come to China for permanent residence;
   
(三)F字签证,发给入境从事交流、访问、考察等活动的人员。

(3) The F visa is issued to persons who come to China for exchanges, visits, study tours or other relevant activities;
   
(四)G字签证,发给经中国过境的人员。

(4) The G visa is issued to persons who transit through China;
   
(五)J1字签证,发给外国常驻中国新闻机构的外国常驻记者;J2字签证,发给入境进行短期采访报道的外国记者。

(5) The J1 visa is issued to resident foreign journalists of permanent offices of foreign news agencies in China; the J2 visa is for foreign journalists who come to China for short-term news coverage;
   
(六)L字签证,发给入境旅游的人员;以团体形式入境旅游的,可以签发团体L字签证。

(6) The L visa is issued to persons who come to China for travel; persons who come to China for group travel can be issued Group L visas;

(七)M字签证,发给入境进行商业贸易活动的人员。

(7) The M visa is issued to persons who come to China for commercial trade activities;

(八)Q1字签证,发给因家庭团聚申请入境居留的中国公民的家庭成员和具有中国永久居留资格的外国人的家庭成员,以及因寄养等原因申请入境居留的人员;Q2字签证,发给申请入境短期探亲的居住在中国境内的中国公民的亲属和具有中国永久居留资格的外国人的亲属。

(8) The Q1 visa is issued to family members of Chinese citizens and family members of foreigners with permanent residence status in China who apply for residence in China for family reunion, as well as for persons who apply for residence in China for fosterage or other purposes; the Q2 visa is for relatives of Chinese citizens living in China, or relatives of foreigners with permanent residence status in China, who apply for a short-term visit;

(九)R字签证,发给国家需要的外国高层次人才和急需紧缺专门人才。

(9) The R visa is issued to foreigners of high talent who are needed, or specialists who are urgently needed, by the State;

(十)S1字签证,发给申请入境长期探亲的因工作、学习等事由在中国境内居留的外国人的配偶、父母、未满18周岁的子女、配偶的父母,以及因其他私人事务需要在中国境内居留的人员;S2字签证,发给申请入境短期探亲的因工作、学习等事由在中国境内停留居留的外国人的家庭成员,以及因其他私人事务需要在中国境内停留的人员。

(10) The S1 visa is issued to the spouses, parents, children under the age of 18 or parents-in-law of foreigners residing in China for work, study or other purposes who apply for a long-term visit to China, as well as for persons who need to reside in China for other personal matters; the S2 visa is for family members of foreigners staying or residing in China for work, study or other purposes who apply for a short-term visit to China, as well as for persons who need to stay in China for other personal matters;

(十一)X1字签证,发给申请在中国境内长期学习的人员;X2字签证,发给申请在中国境内短期学习的人员。

(11) The X1 visa is issued to persons who apply for long-term study in China; the X2 visa is for persons who apply for short-term study in China; and

(十二)Z字签证,发给申请在中国境内工作的人员。

(12) The Z visa is issued to persons who apply for work in China.

第七条外国人申请办理签证,应当填写申请表,提交本人的护照或者其他国际旅行证件以及符合规定的照片和申请事由的相关材料。

Article 7. A foreigner applying for a visa shall fill out the application form, and submit his or her passport or other international travel documents, qualified photos, and material relating to the purpose of application.

(一)申请C字签证,应当提交外国运输公司出具的担保函件或者中国境内有关单位出具的邀请函件。

(1) To apply for the C visa, the applicant shall submit the letter of guarantee provided by a foreign transportation company or the letter of invitation provided by the entity concerned in China;

(二)申请D字签证,应当提交公安部签发的外国人永久居留身份确认表。

(2) To apply for the D visa, the applicant shall submit the form issued by the Ministry of Public Security confirming his or her permanent residence status;

(三)申请F字签证,应当提交中国境内的邀请方出具的邀请函件。

(3) To apply for the F visa, the applicant shall submit the invitation letter provided by the inviting party in China;

(四)申请G字签证,应当提交前往国家(地区)的已确定日期、座位的联程机(车、船)票。

(4) To apply for the G visa, the applicant shall submit a through ticket (air, road, rail or sea) to another country or region with the date and seat number on it;

(五)申请J1字及J2字签证,应当按照中国有关外国常驻新闻机构和外国记者采访的规定履行审批手续并提交相应的申请材料。

(5) To apply for the J1 or J2 visa, the applicant shall go through the formalities of examination and approval in accordance with the Chinese provisions on news coverage by permanent offices of foreign news agencies in China and by foreign journalists, and submit the relevant application material;

(六)申请L字签证,应当按照要求提交旅行计划行程安排等材料;以团体形式入境旅游的,还应当提交旅行社出具的邀请函件。

(6) To apply for the L visa, the applicant shall, as required, submit travel plans and itinerary and other material; in the case of a group tour, the applicant shall also submit the letter of invitation provided by the travel agency;

(七)申请M字签证,应当按照要求提交中国境内商业贸易合作方出具的邀请函件。

(7) To apply for the M visa, the applicant shall, as required, submit the letter of invitation provided by the commercial or trade partner in China;

(八)申请Q1字签证,因家庭团聚申请入境居留的,应当提交居住在中国境内的中国公民、具有永久居留资格的外国人出具的邀请函件和家庭成员关系证明,因寄养等原因申请入境的,应当提交委托书等证明材料;申请Q2字签证,应当提交居住在中国境内的中国公民、具有永久居留资格的外国人出具的邀请函件等证明材料。

(8) To apply for the Q1 visa, in the case of applying for residence in China for family reunion, the applicant shall submit the invitation letter provided by the Chinese citizen living in China or by the foreigner with permanent residence status in China and proof of family relationship; and in the case of applying for entry for fosterage or other purposes, the applicant shall submit such certification documents as a power of attorney; to apply for the Q2 visa, the applicant shall submit such certification documents as the letter of invitation provided by the Chinese citizen living in China or by the foreigner with permanent residence status in China;

(九)申请R字签证,应当符合中国政府有关主管部门确定的外国高层次人才和急需紧缺专门人才的引进条件和要求,并按照规定提交相应的证明材料。

(9) To apply for the R visa, the applicant shall meet the qualifications and requirements set by the competent authorities of the Chinese government for inviting persons of high talent or urgently needed specialists, and the applicant shall, in accordance with relevant provisions, submit the relevant certification documents;
   
(十)申请S1字及S2字签证,应当按照要求提交因工作、学习等事由在中国境内停留居留的外国人出具的邀请函件、家庭成员关系证明,或者入境处理私人事务所需的证明材料。

(10) To apply for the S1 or S2 visa, the applicant shall, as required, submit the invitation letter provided by the foreigner staying or residing in China for work, study or other purposes and proof of family relationship, or the certification documents required for dealing with personal matters in China;

(十一)申请X1字签证应当按照规定提交招收单位出具的录取通知书和主管部门出具的证明材料;申请X2字签证,应当按照规定提交招收单位出具的录取通知书等证明材料。

(11) To apply for the X1 visa, the applicant shall, in accordance with relevant provisions, submit the admission notice issued by the admission institution and the certification documents provided by the competent authority; to apply for the X2 visa, the applicant shall, in accordance with relevant provisions, submit such certification documents as the admission notice issued by the admission institution; and

(十二)申请Z字签证,应当按照规定提交工作许可等证明材料。

(12) To apply for the Z visa, the applicant shall, in accordance with relevant provisions, submit the work permit and other certification documents.

签证机关可以根据具体情况要求外国人提交其他申请材料。

The visa authority may, in light of specific cases, require a foreigner to submit additional application material.

第八条外国人有下列情形之一的,应当按照驻外签证机关要求接受面谈:

Article 8. In one of the following circumstances, a foreigner shall be interviewed as required by the visa authority abroad:

    (一)申请入境居留的;

(1) The applicant applies for entry into China for residence;
    
(二)个人身份信息、入境事由需要进一步核实的;

(2) Information about the applicant’s personal identity or his or her purpose of entry requires further verification;
   
(三)曾有不准入境、被限期出境记录的;

(3) The applicant has a record of being denied entry into China or ordered to exit China within the prescribed time limit; or
   
(四)有必要进行面谈的其他情形。

(4) Other circumstances where an interview is necessary.

驻外签证机关签发签证需要向中国境内有关部门、单位核实有关信息的,中国境内有关部门、单位应当予以配合。

Where the visa authority abroad requires relevant departments or entities in China to help with the verification of relevant information, the latter shall cooperate.

第九条签证机关经审查认为符合签发条件的,签发相应类别签证。对入境后需要办理居留证件的,签证机关应当在签证上注明入境后办理居留证件的时限。

Article 9. Where the visa authority, upon examination, deems the applicant to be eligible for being issued a visa, it shall issue to the applicant the appropriate category of visa. Where the applicant needs to obtain a residence permit after entry, the visa authority shall specify on the visa the time limit for applying for such permit after entry.

第三章停留居留管理

Chapter Ⅲ Administration of Stay and Residence

第十条外国人持签证入境后,按照国家规定可以变更停留事由、给予入境便利的,或者因使用新护照、持团体签证入境后由于客观原因需要分团停留的,可以向停留地县级以上地方人民政府公安机关出入境管理机构申请换发签证。

Article 10. Where, after entry with a visa, a foreigner changes his or her purpose of stay or is granted entry conveniences in accordance with relevant provisions of the State, or where a foreigner starts using a new passport or needs to stay separately from his or her tour group after entering China with a group visa due to objective reasons, the applicant may apply to the exit and entry administration authority of the public security organ of the local people’s government at or above the county level in the place of his or her stay for a change of visa.

第十一条在中国境内的外国人所持签证遗失、损毁、被盗抢的,应当及时向停留地县级以上地方人民政府公安机关出入境管理机构申请补发签证。

Article 11. Where the visa of a foreigner in China is lost, damaged, destroyed, stolen or robbed, the applicant shall, in a timely manner, apply to the exit and entry administration authority of the public security organ of the local people’s government at or above the county level in the place of his or her stay for reissuance of the visa.
   
第十二条外国人申请签证的延期、换发、补发和申请办理停留证件,应当填写申请表,提交本人的护照或者其他国际旅行证件以及符合规定的照片和申请事由的相关材料。

Article 12. To apply for extension, change or reissuance of a visa, or for a stay permit, a foreigner shall fill out an application form and submit his or her passport or other international travel documents, qualified photos, and material relating to the purpose of application.
   
第十三条外国人申请签证延期、换发、补发和申请办理停留证件符合受理规定的,公安机关出入境管理机构应当出具有效期不超过7日的受理回执,并在受理回执有效期内作出是否签发的决定。

Article 13. Where a foreigner’s application for extension, change or reissuance of a visa, or for a stay permit, meets the acceptance provisions, the exit and entry administration authority of the public security organ shall issue a receipt of acceptance valid for a period of time not exceeding 7 days, and make a decision on whether to issue the visa within the validity period of the receipt of acceptance.

    外国人申请签证延期、换发、补发和申请办理停留证件的手续或者材料不符合规定的,公安机关出入境管理机构应当一次性告知申请人需要履行的手续和补正的申请材料。

Where the procedures followed or material submitted by a foreigner for extension, change, or reissuance of a visa or for issuance of a stay permit does not conform to relevant provisions, the exit and entry administration authority of the public security organ shall, in a one-off manner, notify the applicant of the procedure(s) to be followed and the material to be supplemented and corrected.
   
申请人所持护照或者其他国际旅行证件因办理证件被收存期间,可以凭受理回执在中国境内合法停留。

During the period of time when the applicant’s passport or other international travel documents are retained for processing his or her application for a visa or permit, the applicant may stay in China legally on the strength of the receipt of acceptance.
   
第十四条公安机关出入境管理机构作出的延长签证停留期限决定,仅对本次入境有效,不影响签证的入境次数和入境有效期,并且累计延长的停留期限不得超过原签证注明的停留期限。

Article 14. The decision made by the exit and entry administration authority of the public security organ to extend the duration of stay specified in a visa is only valid for the current entry and does not affect the number of entries or the validity period of the entry specified in the visa. However, the total period of extension shall not exceed the original duration of stay specified in the visa.

签证停留期限延长后,外国人应当按照原签证规定的事由和延长的期限停留。

When the duration of stay specified in the visa is extended, a foreigner shall adhere to the purpose specified in the original visa and stay within the extended duration of stay.
   
第十五条居留证件分为以下种类:

Article 15. Residence permits are divided into the following types:
   
(一)工作类居留证件,发给在中国境内工作的人员;

(1) The residence permit for work is issued to persons who work in China;
   
(二)学习类居留证件,发给在中国境内长期学习的人员;

(2) The residence permit for study is issued to persons who pursue long-term studies in China;
   
(三)记者类居留证件,发给外国常驻中国新闻机构的外国常驻记者;

(3) The residence permit for journalists is issued to resident foreign journalists of permanent offices of foreign news agencies in China;
   
(四)团聚类居留证件,发给因家庭团聚需要在中国境内居留的中国公民的家庭成员和具有中国永久居留资格的外国人的家庭成员,以及因寄养等原因需要在中国境内居留的人员;

(4) The residence permit for reunion is issued to family members of Chinese citizens and family members of foreigners with permanent residence status in China who need to reside in China for family reunion, and to persons who need to reside in China for fosterage or other purposes; and
   
(五)私人事务类居留证件,发给入境长期探亲的因工作、学习等事由在中国境内居留的外国人的配偶、父母、未满18周岁的子女、配偶的父母,以及因其他私人事务需要在中国境内居留的人员。

(5) The residence permit for personal matters is issued to spouses, parents, children under the age of 18 or parents-in-law of foreigners residing in China for work, study or other purposes, who apply for long-term visit to China, as well as for persons who need to reside in China for other personal matters.
   
第十六条外国人申请办理外国人居留证件,应当提交本人护照或者其他国际旅行证件以及符合规定的照片和申请事由的相关材料,本人到居留地县级以上地方人民政府公安机关出入境管理机构办理相关手续,并留存指纹等人体生物识别信息。

Article 16. A foreigner applying for a residence permit shall submit his or her passport or other international travel documents, qualified photos, and material relating to the purpose of application, go through the relevant formalities in person with the exit and entry administration authority of the public security organ of the local people’s government at or above the county level in the proposed places of his or her residence, and provide biometric identification information such as fingerprints thereto.

(一)工作类居留证件,应当提交工作许可等证明材料;属于国家需要的外国高层次人才和急需紧缺专门人才的,应当按照规定提交有关证明材料。

(1) To apply for a residence permit for work, the applicant shall submit such certification documents as a work permit; in the case of a person of high talent who is needed or, a specialist who is urgently needed, by the State, the applicant shall submit relevant certification documents in accordance with relevant provisions;

(二)学习类居留证件,应当按照规定提交招收单位出具的注明学习期限的函件等证明材料。

(2) To apply for a residence permit for study, the applicant shall, in accordance with relevant provisions, submit such certification documents as a letter indicating the duration of study provided by the admission institution;

(三)记者类居留证件,应当提交有关主管部门出具的函件和核发的记者证。

(3) To apply for a residence permit for journalists, the applicant shall submit the letter provided and the Press Card issued by the competent department;

(四)团聚类居留证件,因家庭团聚需要在中国境内居留的,应当提交家庭成员关系证明和与申请事由相关的证明材料;因寄养等原因需要在中国境内居留的,应当提交委托书等证明材料。

(4) To apply for a residence permit for reunion, the applicant shall submit proof of family relationship and certification documents relating to the purpose of application; if the applicant needs to reside in China for fosterage or other purposes, he or she shall submit such certification documents as a power of attorney; and
   
(五)私人事务类居留证件,长期探亲的,应当按照要求提交亲属关系证明、被探望人的居留证件等证明材料;入境处理私人事务的,应当提交因处理私人事务需要在中国境内居留的相关证明材料。

(5) To apply for a residence permit for personal matters, in the case of a long-term visit, the applicant shall, as required, submit such certification documents as proof of kinship and the residence permit of the foreigner to be visited; to apply for entry to deal with personal matters, the applicant shall submit the documents certifying the need to reside in China.

外国人申请有效期1年以上的居留证件的,应当按照规定提交健康证明。健康证明自开具之日起6个月内有效。

When applying for a residence permit valid for more than 1 year, a foreigner shall, in accordance with relevant provisions, submit his or her health certificate. A health certificate is valid for six months beginning from the date of issue.
   
第十七条外国人申请办理居留证件的延期、换发、补发,应当填写申请表,提交本人的护照或者其他国际旅行证件以及符合规定的照片和申请事由的相关材料。

Article 17. To apply for extension, change or reissuance of a residence permit, a foreigner shall fill out an application form and submit his or her passport or other international travel documents, qualified photos, and material relating to the purpose of application.
   
第十八条外国人申请居留证件或者申请居留证件的延期、换发、补发符合受理规定的,公安机关出入境管理机构应当出具有效期不超过15日的受理回执,并在受理回执有效期内作出是否签发的决定。

Article 18. Where a foreigner’s application for a residence permit or for extension, change or reissuance of a residence permit meets the acceptance provisions, the exit and entry administration authority of the public security organ shall issue a receipt of acceptance valid for a period not exceeding 15 days, and make a decision on whether to issue the visa within the validity period of the receipt of acceptance.

外国人申请居留证件或者申请居留证件的延期、换发、补发的手续或者材料不符合规定的,公安机关出入境管理机构应当一次性告知申请人需要履行的手续和补正的申请材料。

Where the procedures followed or material submitted by a foreigner for a residence permit or for extension, change or reissuance of a residence permit does not conform to relevant provisions, the exit/entry administration authority of the public security organ shall, in a one-off manner, notify the applicant of the procedure(s) to be followed and the material to be supplemented and corrected.
   
申请人所持护照或者其他国际旅行证件因办理证件被收存期间,可以凭受理回执在中国境内合法居留。

During the period of time when the applicant’s passport or other international travel documents are retained for processing his or her application for a residence permit, the applicant may reside in China legally on the strength of the receipt of acceptance.
   
第十九条外国人申请签证和居留证件的延期、换发、补发,申请办理停留证件,有下列情形之一的,可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请:

Article 19. In one of the following circumstances, the inviting entity or individual, the relative of the applicant or the specialized service agency concerned may apply for extension, change or reissuance of a visa or residence permit, or apply for a stay permit on behalf of the applicant:

(一)未满16周岁或者已满60周岁以及因疾病等原因行动不便的;

(1) The applicant is under the age of 16 or over the age of 60 or it would unduly inconvenience the applicant due to illness or other reasons;
   
(二)非首次入境且在中国境内停留居留记录良好的;

(2) The applicant’s current entry is not his or her first entry into China and the applicant has a good record of stay or residence in China; or
   
(三)邀请单位或者个人对外国人在中国境内期间所需费用提供保证措施的。

(3) The inviting entity or individual has guaranteed to cover the necessary expenses of the applicant incurred in China.

外国人申请居留证件,属于国家需要的外国高层次人才和急需紧缺专门人才以及前款第一项规定情形的,可以由邀请单位或者个人、申请人的亲属、有关专门服务机构代为申请。

If the applicant is a person of high talent who is needed, or a specialist who is urgently needed, by the State, or is in the circumstance prescribed by subparagraph (1) of the preceding paragraph, the inviting entity or individual, the relative of the applicant or the specialized service agency concerned may apply for a residence permit on his or her behalf.
   
第二十条公安机关出入境管理机构可以通过面谈、电话询问、实地调查等方式核实申请事由的真实性,申请人以及出具邀请函件、证明材料的单位或者个人应当予以配合。

Article 20. The exit and entry administration authority of the public security organ may verify the purpose of application through such means as interview, telephone inquiry and on-the-spot investigation, and the applicant as well as the entity or individual that has provided the letter of invitation or certification documents shall cooperate.

第二十一条公安机关出入境管理机构对有下列情形之一的外国人,不予批准签证和居留证件的延期、换发、补发,不予签发停留证件:

Article 21. In one of the following circumstances, the exit and entry administration authority of the public security organ shall not approve the application for extension, change or reissuance of a visa or residence permit, or the application for a stay permit, submitted by a foreigner:

(一)不能按照规定提供申请材料的;

(1) The applicant fails to provide material supporting his or her application in accordance with relevant provisions;

(二)在申请过程中弄虚作假的;

(2) The applicant has knowingly falsified information in the application process;

(三)违反中国有关法律、行政法规规定,不适合在中国境内停留居留的;

(3) The applicant is not eligible for staying or residing in China due to violation of relevant Chinese laws or administrative regulations; or

(四)不宜批准签证和居留证件的延期、换发、补发或者签发停留证件的其他情形。

(4) Other circumstances where it is not appropriate to approve the applicant’s application for extension, change or reissuance of a visa or residence permit, or for issuance of a stay permit.

第二十二条持学习类居留证件的外国人需要在校外勤工助学或者实习的,应当经所在学校同意后,向公安机关出入境管理机构申请居留证件加注勤工助学或者实习地点、期限等信息。

Article 22. Where a foreigner holding a residence permit for study intends to engage in off-campus work-study or internship, he or she shall, upon the approval of the University, apply to the exit and entry administration authority of the public security organ to have such information as the location and duration of the work-study program or internship placement specified in his or her residence permit.

持学习类居留证件的外国人所持居留证件未加注前款规定信息的,不得在校外勤工助学或者实习。

A foreigner holding a residence permit for study shall not engage in any off-campus work-study or internship unless the information prescribed in the preceding paragraph is specified in his or her residence permit.
   
第二十三条在中国境内的外国人因证件遗失、损毁、被盗抢等原因未持有效护照或者国际旅行证件,无法在本国驻中国有关机构补办的,可以向停留居留地县级以上地方人民政府公安机关出入境管理机构申请办理出境手续。

Article 23. A foreigner who does not hold a valid passport or other international travel documents due to loss, damage, destruction, theft, robbery or other reasons and cannot get the said passport or documents reissued by the relevant institution of his own country stationed in China may apply for exit formalities to the exit and entry administration authority of the public security organ of the local people’s government at or above the county level in the place of his or her stay or residence.
   
第二十四条所持出境入境证件注明停留区域的外国人、出入境边防检查机关批准临时入境且限定停留区域的外国人,应当在限定的区域内停留。

Article 24. A foreigner whose area of stay is specified in his exit and entry documents or a foreigner who is approved temporary entry into China with restrictions on area of stay by the exit and entry border inspection authority shall stay in the specified or restricted area.

第二十五条外国人在中国境内有下列情形之一的,属于非法居留:

Article 25. In one of the following circumstances, a foreigner shall be deemed to be residing in China illegally:
   
(一)超过签证、停留居留证件规定的停留居留期限停留居留的;

(1) The applicant’s stay or residence exceeds the duration specified in his or her visa, stay permit or residence permit;
   
(二)免办签证入境的外国人超过免签期限停留且未办理停留居留证件的;

(2) The applicant overstays the visa-free period and fails to obtain a stay permit or residence permit;

(三)外国人超出限定的停留居留区域活动的;

(3) The activities of the applicant go beyond the restricted area of stay or residence; or
   
(四)其他非法居留的情形。

(4) Other circumstances where foreigners reside illegally.
   
第二十六条聘用外国人工作或者招收外国留学生的单位,发现有下列情形之一的,应当及时向所在地县级以上地方人民政府公安机关出入境管理机构报告:

Article 26. Upon discovery of one of the following circumstances, the entity that employs a foreigner or admits a foreign student shall, in a timely manner, report to the exit and entry administration authority of the public security organ of the local people’s government at or above the county level:

(一)聘用的外国人离职或者变更工作地域的;

(1) A foreigner employed resigns or changes employment location;
   
(二)招收的外国留学生毕业、结业、肄业、退学,离开原招收单位的;

(2) A foreign student admitted has graduated, completed his or her course(s) or study, has quit school, or has left the University ungraduated;
   
(三)聘用的外国人、招收的外国留学生违反出境入境管理规定的;

(3) A foreigner employed or a foreign student admitted violates the provisions on administration of exit and entry; or
   
(四)聘用的外国人、招收的外国留学生出现死亡、失踪等情形的。

(4) A foreigner employed or a foreign student admitted dies, disappears or other serious circumstances arise.
   
第二十七条金融、教育、医疗、电信等单位在办理业务时需要核实外国人身份信息的,可以向公安机关出入境管理机构申请核实。

Article 27. Where necessary, finance, education, medical, telecommunications or other entities may, for business purposes, apply to the exit and entry administration authority of the public security organ for verifying the information of a foreigner’s identity.
   
第二十八条外国人因外交、公务事由在中国境内停留居留证件的签发管理,按照外交部的规定执行。

Article 28. The stay or residence permits for foreigners who need to stay or reside in China for diplomatic or official purposes shall be issued and administered in accordance with the provisions of the Ministry of Foreign Affairs.

第四章调查和遣返

Chapter 4 Investigation and Repatriation

第二十九条公安机关根据实际需要可以设置遣返场所。

Article 29. Public security organs may establish places for repatriation in light of actual needs.

依照出境入境管理法第六十条的规定对外国人实施拘留审查的,应当在24小时内将被拘留审查的外国人送到拘留所或者遣返场所。

A foreigner who is to be detained for investigation in accordance with the provisions of Article 60 of the Exit and Entry Administration Law shall be sent to a detention house or a place of repatriation within 24 hours of his or her detention.

由于天气、当事人健康状况等原因无法立即执行遣送出境、驱逐出境的,应当凭相关法律文书将外国人羁押在拘留所或者遣返场所。

Where, a foreigner cannot be repatriated or deported immediately due to weather, his or her health or other reasons, he or she shall be detained in a detention house or a place of repatriation with relevant legal instruments.
   
第三十条依照出境入境管理法第六十一条的规定,对外国人限制活动范围的,应当出具限制活动范围决定书。被限制活动范围的外国人,应当在指定的时间到公安机关报到;未经决定机关批准,不得变更生活居所或者离开限定的区域。

Article 30. Where a foreigner’s scope of activities is to be restricted in accordance with the provisions of Article 61 of the Exit and Entry Administration Law, a written decision on such restriction(s) shall be issued. The foreigner subject to the restriction(s) shall report to the public security organ at the designated time and, without approval of the decision-making organ, he or she shall not change his living residence or leave the restricted area.
   
第三十一条依照出境入境管理法第六十二条的规定,对外国人实施遣送出境的,作出遣送出境决定的机关应当依法确定被遣送出境的外国人不准入境的具体期限。

Article 31. Where a foreigner is to be repatriated in accordance with the provisions of Article 62 of the Exit and Entry Administration Law, the organ that makes the decision on his or her repatriation shall, in accordance with law, decide on the specific duration of time in which the said foreigner shall not be allowed to enter China.

第三十二条外国人被遣送出境所需的费用由本人承担。本人无力承担的,属于非法就业的,由非法聘用的单位、个人承担;属于其他情形的,由对外国人在中国境内停留居留提供保证措施的单位或者个人承担。

Article 32. A foreigner who is subject to repatriation shall bear the related expenses. If he or she is not able to do so, the entity or individual that employed him or her shall bear the expenses in the case of illegal employment; in other circumstances, the entity or individual that has guaranteed to cover the expenses of the foreigner during his or her stay or residence in China shall bear the expenses.
   
遣送外国人出境,由县级以上地方人民政府公安机关或者出入境边防检查机关实施。

Repatriation of foreigners shall be carried out by the public security organs of the local people’s governments at or above the county level or the exit and entry border inspection authorities.
   
第三十三条外国人被决定限期出境的,作出决定的机关应当在注销或者收缴其原出境入境证件后,为其补办停留手续并限定出境的期限。限定出境期限最长不得超过15日。

Article 33. Where it is decided that a foreigner will exit China within a certain time limit, the decision-making authority shall, after canceling or confiscating his or her original exit and entry documents, go through the formalities for his or her stay in China and set the time limit for his or her exit. The time limit shall not exceed 15 days.
   
第三十四条外国人有下列情形之一的,其所持签证、停留居留证件由签发机关宣布作废:

Article 34. In one of the following circumstances, the visa, stay permit or residence permit held by a foreigner shall be declared null and void by the issuing authority:

(一)签证、停留居留证件损毁、遗失、被盗抢的;

(1) His or her visa, stay permit or residence permit is lost, damaged, destroyed, stolen or robbed;
   
(二)被决定限期出境、遣送出境、驱逐出境,其所持签证、停留居留证件未被收缴或者注销的;

(2) The time limit for his or her exit, repatriation or deportation from China has been decided, and his or her visa, stay permit or residence permit has not been confiscated or canceled;

(三)原居留事由变更,未在规定期限内向公安机关出入境管理机构申报,经公安机关公告后仍未申报的;

(3) The original purpose of residence has been changed, but he or she fails to report to the exit and entry administration authority of the public security organ within the prescribed time limit and fails to do so even after the said organ has given a public notice thereon; or

(四)有出境入境管理法第二十一条、第三十一条规定的不予签发签证、居留证件情形的。

(4) Circumstances in which a visa or residence permit shall not be issued as prescribed by the provisions of Article 21 or Article 31 of the Exit and Entry Administration Law.
   
签发机关对签证、停留居留证件依法宣布作废的,可以当场宣布作废或者公告宣布作废。

Where the issuing authority is to declare visa, stay permit or residence permit null and void in accordance with law, it may do so on the spot or through a public notice.

第三十五条外国人所持签证、停留居留证件有下列情形之一的,由公安机关注销或者收缴:

Article 35. In one of the following circumstances, the visa, stay permit or residence permit held by a foreigner shall be canceled or confiscated by a public security organ:
   
(一)被签发机关宣布作废或者被他人冒用的;

(1) The issuing authority declares it null and void, or it is being used fraudulently by someone else;
   
(二)通过伪造、变造、骗取或者其他方式非法获取的;

(2) It is forged, altered, or obtained by fraud or other illegal means; or
   
(三)持有人被决定限期出境、遣送出境、驱逐出境的。

(3) The holder has been decided on a time for exit, repatriation or deportation from China.
   
作出注销或者收缴决定的机关应当及时通知签发机关。

The authority that makes a decision on cancellation or confiscation of a visa, stay permit or residence permit shall, in a timely manner, notify the issuing authority.

第五章附则

Chapter 5 Supplementary Provisions

第三十六条本条例下列用语的含义:

Article 36. Meaning of terms in the Regulations:

(一)签证的入境次数,是指持证人在签证入境有效期内可以入境的次数。

(1) The number of entries specified in the visa means the number of times that the visa holder may enter China within the validity period of the entry specified in the visa;

(二)签证的入境有效期,是指持证人所持签证入境的有效时间范围。非经签发机关注明,签证自签发之日起生效,于有效期满当日北京时间24时失效。

(2) The validity period of the entry specified in the visa means the valid period of time during which the visa holder may enter China. Unless otherwise specified by the issuing authority, a visa is valid from the date of issuance until Beijing time 24:00 on the expiring day;
   
(三)签证的停留期限,是指持证人每次入境后被准许停留的时限,自入境次日开始计算。

(3) The duration of stay specified in the visa means the period of time during which the visa holder is allowed to stay in China after each entry. It begins from the next day of entry;
   
(四)短期,是指在中国境内停留不超过180日(含180日)。

(4) Short-term means staying in China for a period not exceeding 180 days (including 180 days); and
   
(五)长期、常驻,是指在中国境内居留超过180日。

(5) Long-term or resident means residing in China for a period exceeding 180 days.
   
本条例规定的公安机关出入境管理机构审批期限和受理回执有效期以工作日计算,不含法定节假日。

The period of time for examination and approval or the validity period of the receipt of acceptance of the exit and entry administration authority of the public security organ in the Regulations is calculated in terms of working days, excluding legal holidays.
   
第三十七条经外交部批准,驻外签证机关可以委托当地有关机构承办外国人签证申请的接件、录入、咨询等服务性事务。

Article 37. With the approval of the Ministry of Foreign Affairs, the visa authorities abroad may entrust local institutions with services, such as receiving of visa application material, data input and consultancy.

第三十八条签证的式样由外交部会同公安部规定。停留居留证件的式样由公安部规定。

Article 38. The format of visas shall be prescribed by the Ministry of Foreign Affairs in conjunction with the Ministry of Public Security. The formats of stay permits and residence permits shall be prescribed by the Ministry of Public Security.
   
第三十九条本条例自201391日起施行。1986123日国务院批准,19861227日公安部、外交部公布,1994713日、2010424日国务院修订的《中华人民共和国外国人入境出境管理法实施细则》同时废止。

Article 39. The Regulations shall be effective as of September 1, 2013. The “Regulations of the People’s Republic of China on Administration”, approved by the State Council on December 3, 1986, promulgated by the Ministry of Public Security and the Ministry of Foreign Affairs on December 27, 1986, and revised by the State Council respectively on July 13, 1994 and April 24, 2010, shall be repealed simultaneously.


 

16.  中华人民共和国境内外国人宗教活动管理规定实施细则(摘选)

16. Rules for the Implementation of the Provisions on the Administration of Religious Activities of Aliens within the territory of the People's Republic of China (Extract)

(Decree of the State Administration for Religious Affairs No.1)

第一条根据《中华人民共和国境内外国人宗教活动管理规定》,制定本实施细则。

Article 1. These Rules are formulated in accordance with the “Provisions on the Administration of Religious Activities of Aliens within the Territory of the People’s Republic of China”.

第二条中华人民共和国境内外国人(以下简称境内外国人)是依照《中华人民共和国国籍法》的规定,在中国境内不具有中国国籍的人,包括在华常住人员和短期来华人员。

Article 2. Aliens within the territory of the People’s Republic of China are referred to those who are within Chinese territory without Chinese nationalities pursuant to the “Nationality Law of the People’s Republic of China”, including long-term residing China personnel and short-term visiting China personnel.

第三条境内外国人宗教活动是指外国人在中国境内按照各自的宗教信仰习惯举行和参与的各种宗教仪式,与中国宗教社会团体、宗教活动场所和宗教教职人员所发生的宗教事务方面的联系,及其有关的各种活动。

Article 3. Religious activities of aliens within Chinese territory are referred to the religious ceremonies that aliens conduct or participate in according to their own religious belief customs, the contacts with Chinese religious bodies, sites for religious activities and religious personnel in respect of religion, and other relevant activities.

第四条中华人民共和国尊重在中国境内的外国人的宗教信仰自由,依法保护和管理境内外国人的宗教活动。

Article 4. The People’s Republic of China respects the freedom of religious belief of aliens within Chinese territory, and protects and administrates the religious activities of aliens within Chinese territory in accordance with law.

第五条外国人在中国境内可以根据自己的宗教信仰在依法登记的寺院、宫观、清真寺、教堂参加宗教活动。

Article 5. Aliens may participate in religious activities at Buddhist monasteries, Taoist temples, mosques, churches lawfully registered within Chinese territory according to their own religious belief.

第七条境内外国人集体进行宗教活动要在由县级以上人民政府宗教事务部门认可的依法登记的寺院、宫观、清真寺、教堂,或在由省、自治区、直辖市人民政府宗教事务部门制定的临时地点举行。

Article 7. The collective religious activities of aliens within Chinese territory shall be conducted at the Buddhist monasteries, Taoist temples, mosques, churches recognized by the departments of religious affairs of the people’s government at or above the county level, or at the temporary sites appointed by the departments of religious affairs of the people’s governments of province, autonomous region or municipality directly under the Central Government.

第八条外国人同中国宗教界的友好往来和文化学术交流活动,应通省、自治区、直辖市以上宗教社会团体进行。 

Article 8. The friendly contacts and cultural and academic exchanges of aliens with Chinese religious circles shall be conducted via Chinese religious bodies at or above the level of province, autonomous region or municipality directly under the Central Government.

第十二条下列宗教印刷品、宗教音像制品和其他宗教用品不得入境:

Article 12. It is prohibited to bring the following religious printed matter, religious audio-visual products and other articles into Chinese territory:

(一)超过个人自用合理数量。

(1) If the amount exceeds that for personal rational use;

(二)有危害中国国家安全和社会公共利益内容的。

(2) If the contents of these articles are detrimental to Chinese national security and public interests of Chinese society.

第十六条外国人在中国境内进行宗教活动,应当遵守中国法律、法规。

Article 16. Aliens who conduct religious activities within Chinese territory shall abide by Chinese laws and regulations.

外国人不得干涉中国宗教社会团体、宗教活动场所的设立和变更,不得干涉中国宗教社会团体对宗教教职人员的选任和变更,不得干涉和支配中国宗教社会团体的其他内部事务。

Aliens may not intervene in the establishment and change of Chinese religious bodies or sites for religious activities, the selecting, appointing and changing of religious personnel by Chinese religious bodies, nor may they intervene in or manipulate other internal affairs of Chinese religious bodies.

外国人在中国境内不得以任何名义或形式成立宗教组织、设立宗教办事机构、设立宗教活动场所或者开办宗教院校、举办宗教培训班。

Within Chinese territory, aliens may not establish religious organizations, institute religious offices, set up sites for religious activities, run religious institutions or hold religious classes in any names or forms.

第十七条外国人不得在中国境内进行下列传教活动:

Article 17. Aliens may not engage in the following missionary activities within Chinese territory:

(一)在中国公民中委任宗教教职人员;

(1) Appointing religious personnel among Chinese citizens;

(二)在中国公民中发展宗教教徒;

(2) Developing religious followers among Chinese citizens;

(三)擅自在宗教活动场所讲经、讲道;

(3) Preaching and expounding the scripture at the sites for religious activities without permission;

(四)未经批准在依法登记的宗教活动场所以外的处所
讲经、讲道,进行宗教聚会活动;

(4) Preaching and expounding the scripture or conducting religious gathering activities at the places outside the lawfully registered sites for religious activities;

(五)在宗教活动临时地点举行有中国公民参加的宗教活动,被邀请主持宗教活动的中国宗教教职人员除外;

(5) Conducting religious activities in which Chinese citizens are admitted to participate at the temporary sites for religious activities, except that the Chinese religious personnel are invited to preside the religious activities;

(六)制作或销售宗教书刊、宗教音像制品、宗教电子出版物等宗教用品;

(6) Producing or selling religious books and journals, religious audio-visual products, religious electronic goods or other religious articles;

(七)散发宗教宣传品;

(7) Distributing religious promotion materials;

(八)其他形式的传教活动。

(8) Other missionary activities.

第十九条国内外国人违反本细则进行宗教活动的,由县级以上的人民政府宗教事务部门和其他有关部门依法予以制止。境内外国人违反本细则进行宗教活动,构成违反《中华人民共和国外国人入境出境管理法》、《中华人民共和国治安管理处罚条例》等法律法规的,由公安机关依法予以处理;构成犯罪的,由司法机关依法追究刑事责任。

Article 19. Where aliens within Chinese territory conduct religious activities that violate these Rules, the departments of religious affairs and other related departments of the people’s governments at or above the county level shall stop them in accordance with law. Where religious activities conducted by aliens within Chinese territory violate these Rules as well as the “Law of the Control on the Entry and Exit of Aliens of the People’s Republic of China” and the “Regulations on Administrative Penalties for Public Security of the People’s Republic of China”, the aliens shall be dealt with by the public organs in accordance with law; where a crime is constituted, the aliens shall be investigated for their criminal liability by the judicial organs in accordance with law.

17. Other Relevant Regulations

 

第一条购买汽车、电动自行车的国际学生,须持购车发票到国际交流合作处和合肥市公安局交警部门办理登记手续。国际学生驾驶交通工具时请遵守《中华人民共和国道路交通法》和校内交通管理规定。校园内禁止国际学生驾驶摩托车。

Article 1. International students who have bought automobiles or electric bikes should register at the International Office and Traffic Police Department of Hefei Public Security Bureau with the invoice, and should abide by “The Law of the People’s Republic of China on Road Traffic Safety” and the traffic control regulations of the University when driving vehicles. Motorbikes are prohibited in campus.

第二条国际学生的一切活动不得妨碍中国的社会秩序、侵犯他人的权益或危害中国的国家安全和利益。未经许可不得在校园内散发、张贴和展览宣传品。

Article 2. All the activities of international students should not hinder the social order in China, infringe others’ rights and interests, or damage the national security and interests of China. Distribution, posting and exhibition of propaganda materials in campus without permission are not allowed.

第三条国际学生宗教活动应到规定的场所举行。严禁在学校传播宗教思想,发展教徒;严禁在学校设立宗教活动场所,举行宗教活动,散布宗教出版物等宣传品;严禁在学校建立宗教团体和组织;严禁在学校出现宗教言论行为以及穿戴宗教服饰、佩戴宗教标志。

Article 3. Religious activities for international students should take place at designated places. Preaching of one’s religion and development of religious followers in campus are prohibited; set-up of sites for religious activities, running of religious activities, and distribution of religious publications in campus are prohibited; set-up of religious groups and organizations in campus is prohibited; religious speeches and behaviors, and wearing of religious costumes and labels in campus are prohibited.

第四条如因国际学生派遣国国庆日要举行庆祝活动,必须取得学校同意。举行活动时必须遵守以下规定:由学校指定场所;遵守活动时间;参加人员限于国际学生和本校有关人员。

Article 4. International students who expect to celebrate the National Day of their countries should obtain the approval from the University and obey the requirements on place and time. Participants are limited to international students and relevant people in the University.

第五条国际学生在校学习期间不得就业、经商,或从事其它经营性活动,但可以申请参加学校组织的勤工助学活动。

Article 5. International students are not allowed to take up an occupation, go into business, or engage in other business activities, but could apply for part-time jobs in campus while studying at the University.
